Meeting called to order at 7:15 P. M, by Chairmars Cockrill.
Present besides the Chairman were Comms. Swirsky, Stringer, Bawngartner,
Ledgerwood, Publio Works Director Anthony. Absent, Comms. Smith and
Engelmann, Present for consultation were Mayor McClellan, and members
of the Parks, Recreation, Beach and Tree Commission Eva Felt, Kay
Christlansen, Morton Nielsen, and Walter Glines,
Comm, Ledgerwood moved that reading of the minutes of the meeting
of January 10th be waived. Seconded br Comm. swirsky. All ayes, motion
wrried.
A general discussion was had regarding territory to be inoluded in
a proposed plan of beaahes and parks to be submitted to the County
Planning Congress for lnoluslon in the County Master Plan. It was agreed
that the Parks, Recreation, Beach and Tree Commission should work out
details and make a written reoommendation to the Planning Commission
that the following areas be include8 in the plan to be submitted to the
county t
(1) The triangular area north of and immedialtely adjaoent to the
north jetty at the mouth of' the Agua Hedionda Iagoon;
(2) The beach area south of the mouth of the Agua Hedionda lagoon
to the TIERRA DEL OR0 eubdivision, and the beach area bounded by the
south boundary of the TERBAMAB subdivision on the north and the City
limits on the south; and
(3) The cove area on the north side of the Agua Hedionda Lagoon,
east of the freeway,
Chairman Coukrill submitted a draft of a contraot agreement from
Gordon Whitnall Associates, for study by the commission^. The oontract
was considered generally satisfaotory, but it was proposed that Corn',
Swirsky and the City Attorney work out revisions with reference to pay-
ments since in its present form the agreement would require binding the
City beyond the current fiscal year, which 3.8 beyond the Councills au-
thority., Corn', BwS.mky moved: that Part I of the agreement submitted
by Gordon Whltnall & Assoalates sets forth the contemplated servioes
which the Planning COmmission intended to secure for the City of Caplsbad

for the sum of $3600.00; that Part 11 of the contract as to total price
of $3600~00 sets forth the sum intended to be committed ,by the Planning
Commission of the City of Carlsbad; however, the terms from the stand-
point of extending over the fiscal year do not meet with the specific
authority of the City of Carlsbad, and the Planning Commission therefore
reoommends a change of that particular portion-. It Is further moved
that the oontraot be submitted to the City Attorney for the prepration
of proper terns as to the specifio authority of the City of Carlsbad.
Seconded by Comm, Baumgartner, All ayes, motion oarried,
Secretary Baumgartner reviewed Notice of Public Hearlng on the ap-
plication of 0, D, McLean, 2740 Arland Road, for variance to permit re-
duction in front yard setback from 50 feet to 40 feet, and In side yard
setback from 10 feet to 5 feet, op3 Lot 5, Wilsonia Traat'. There were no
appearances, either for or against the application , and no written pro-
tests were reoelved-. Comm, Baumgartner stated that he had talked to
Claud Helton, representing the applicant as his builder, and that he had
expressed conoem over the considerable delay alread$ustained on this
application; that he felt he had explained the situatim as fully as
possible when the application was submitted and did not feel he could add
anything further. After discussion, Comm. Baumgartner moved that the
application of G. D, Plckan for variance to permit reduction in front
yard setback from 50 feet to 40 feet from the center line of the street,
and In side yard setback from 10 to 5 feet, on Lot 5 of Wilsonia Tract,
be recommenaed to the City Council for approval. Seconded by Comm,
Ledgerwood. Four ayes, one nay (Swirsky), motion oarried:.
Commie Baumgartner summarized the application of H. F. Heidegger,
et al, for reclasslfioation from R-2 to R-3 on property described as all
of Block "A", Palisades #l, except that portion presently zmed R=3, lo-
cated between Garfield Street and Carlsbad Boulevard, and between Walnut
and Sycamore Avenues. The petition was signed by all affected property
owners In support of the request for reclassification, Corn, Swirsky
moved that a hearing be set on the application of H, F, Heidegger, et
al, for reclassification from E-2 to R-3 of all of Block A, Palisades
#l, except that portion presently zoned Ff-3, at 7:15 P, No an February

chairman Cockrill reported that the memorandum from the Planning

Planning Commission urging that the Council approve the blanket B-A
zoning of all unzoned areas of the City was read and discussed at the
City Council meeting, Corn, Baumgaraer suggested that as many Commis-
sionere as possible be present at the next Council meeting,
The application of Brilhart Musical Instrument Company for H-1
zoning of a portion of Lot aIa, Rancho Agua Hedionda, adjoining the Jay
Hoffman property at the southeast City limits, was summarized and its
reoeipt noted. It was agreed that no action can be taken on the appli-
cation until the council has aoted on ths recommendation of R-A zoning.
Corn, Swirsky submitted for the Cornmisslongs examination a copy of
the reolassification form used by the City of Oceanside, which he stated
he was studylng in connection with the proposed revislon of the form
presently la use by the Commission'.
There being no further business to come before the Commission, the
meeting was declared a8jomed at 9:15 P. PI,
