The Secretary read Notice of Public Hearing on the application of
Wm, H, Martin, 2386 Jefferson Street, for variance to permit reduction in
building site area from 43,250 feet to 27,720 feet. The Commission dis-
cussed the question of whether such a reduction could legally be recommend-
ed. There were nlh protests, written or oral, It was finally agreed, with
the consent of the Nartins, who were present, to postpone action on the
application to April 11th at 7:15 P, M. Comm. Stringer moved that the
I3artin application for reduction in building site area be postponed until
April 11th; and that the application be forwarded to Gordon Whitnall &
Associates for their reaornmendation; and further that a memo be sent to
the City Attorney asking for a rullng, requesting that he submit a written
report for the meeting of the 25th. Seconded by Comm. Engelmann. All
ayes, motion carried.
Mr. E. Thacher and his engineer, Mr. Don Dressellhaus, were present
and submitted a tentative map on HAHBOR VILLA UNIT #1, located south of
Chinquapin Avenue west of the Freeway, in an R-lB zone, composed of 18 lots,
Mr , Anthony reported that it is Mr. Thacher's intention to connect all the
lots to the sewer line, complying with the County'Health Depm tment's
request. Comrn, Smith moved that the tentative map of HARBOR VILLAS UNIT #1
be noted as received, and thst copies be referred to the necessary County

and City officials for their written recommendations to the Planning Corn-
mission. Seconded by Comm. Engelmann.. All ayes, motion carried. The
secretary was instructed to see that the Fire Chief I Public Health Depart-
ment and Public Works Director received copiesof thehap'. Mr. Dressehaus
asked about the procedure and was advised that the m,p would probably go
to the City Council on April 19th.
The secretary read Notice of Public Hearing on the applfcation of G.
w. and Rose Wade, 4020 Sunnyhill Drive, for variance to perait reduction in
north side ysrd setback fro3 10 to 5 feet to allow construction of at-
tached garage to an existing house at that address, Mr. Anthony explained
that the Architectural Committee of the Carlsbad Highlands had passed the
application unanimously, okaying the enclosing of an existing breezeway
and construction of the garage, It was pointed out that the garage could
be detached and placed OLq the property at any point on the rear half of the
lot. After sone discussion, Comm. Engelman moved that a recommendation be
made to the City Council that the application of G, W, and Rose Wade for
variance to perpit reduction in north side setback be approved, for the
reason thRt there have been no protests and the architectural committee
and a close neighbor have consented. Seconded by Comm. Stringer. During
further discussion, the size of the lot and the considerable frontage was
brought out, and it was felt by sone members that insufficient reason ex-
R, R. Robinson, Robert Watson and Lewis Chase presented a sketch of
proposed subdivision HhRBOR PAX<, located south of Tamarack, between the
freeway and Jefferson Street, aomposed of 21 lots in an R-lB zone; also a
sketch on a proposed subdivision between Knowles and Laguna Drive, composed
of 17 lots in an R-LB zone, They were given copies of the subdivision or-
dinance and advised to come in with tentative maps when ready.
Present at the invitation of the Planning Conmission for a joint con-
ference were the following members of the Parks, Beoreation, Beach and
Tree Commission: Walter L. Glines, Kay Christiansen, Nelson Westree, Eva
Felt, Vesta Stuart, md IvIorton Nielsen. Present from the Harbor Commission
for the conference were David Baird and B. 14. Christiansen, Chairman
Cockrill outlined the background of the Beach and Park acquisition plan,

Zlst, making a recommendation that the "cove" area be cut off at the north
side of Hoover Street, Mr. 'destree read from the original recommen&+tion
of the Parks, Recreation, Beach and Tree Commission of February lst, and
stated that ha believed the last map submitted was essentially what the
Commission hac' in mind, Both Commissions were in agreement on the proposed
boundary of the cove area at Hoover Street, Mr$, Stuart of the Parks Can-
mission spoke against including the area smth of Terramar, on the basis
v6KY w that the property is W valuable for residential development, is poor beach,
and is not needed for park or beach purposes; also that it would deteriorate
the value of property adjacent thereto.
Senate Bill 11636, providing for State Park acquisition, construction
of a jetty and development of a portion of Agua Hedionda, was studied brief-
ly but I%yor lvIcClellan, who was present, stated that he did not believe
this proposition had much relation to the present question. It was brought
out that any p- submitted now is subject to future review and possible
revision'. 9.:4'j- x by the Parks Commission vote Was tden/on the proposition to include the area from the southern
border of Terramar east to Carlsbad Boulevard, to the southern limits of
Carlsbad, passing 4-1, The Planning ~OmmiSSiOn voted 5-2 (nays, Baum@;artner
and Swirsky) to support the recommendation of the Parks Commission, and
unanimously favored including the area north of Terramar.

The "cove" area was discussed, It was brought out that there was no

specific line or border indicated by the park Commission in their minutes,
Chairman Cockrill read a memorandum from the Harbor Commission dated
February 21st stating their reasons for cutting down the length of the beach
of the cove area. After considerable discussion, Comm, Smith moved that
the cove area as recommended by the Harbor Commission and the Parks, kcre-
ation Beach and Tree Commissionbe accepted, but that in addition to that
area recommended by the two Commissions for inclusion, that an additional
area be included beginning at the intersection of Hoover and Adams Streets,
continuing south to the intersection of Adams and Highland Drive; thence
in a westerly direction on an elongated line from the intersection of Adams

of Adams ad Highland Drive to the Mezn High Tide line of the lagoon;
thence northerly along said Mean High Tide line of said lagoon to a point
which is an elongation and extension of Hoover Street; thence in a north-
easterly direction to the point of beginning. Seconded by Cam. Baumgartner.
All ayes, mot ion carried.
Flap #3, initialed by the chairman of the PEtrks Commission, Mr. Westree,
showing the territory agreed to be included; and Map #4, signed by Chairman
Cockrill of the Planning Commission, delineating the area voted upon by the
Planning Commission, were placed in the file to be attached to the reoom-
mendation of the Commission to the City Council.
The secretary was asked to send a memorandum to the City Council that
the Planning Conmission is not ready with its recommendation on zoning of
unzoned areas of the City, but will make same as soon as possible.
The secretary was also asked to write Allan and Horace Kelly, Jay Hoffman
and Arnold Brilhart, inviting them to ap?ear at the meeting of April Uth
at 7:3O P. M. to discuss this matter as it affects their property.
Secretary Baurngartner summarized the application of James and Gladys
Sexton, et al, for reclassification from R-2 to C-1, (or special use permit
if legal) to allow operation of a mortuary at the southeast corner of Pine
and Harding Streets. It was agreed to submit same to Mr. Kalicka for his
recommendation before taking any action on sa=.
It was announced that Cmn. Sutton and Helton, and Planning Commission-
ers Cockrill, Baumgartner and Swirsky, are planning to attend the meeting
of the Planning Congress 011 March 3lst at the Town and Country Club.
There being no further business to come before the Commission, the
meeting was declared adjourned at llt3O Po M.
