M. by Chairman Baumgartner. Present besides the Chairman were Commissioners Jarvie, EbrigM and ' were Commissioners Fennel, Swirsky and Stringer, and Secretary Ewald. Engelmann; City Manager Nelson and City Engineer Kubota.. Absent 2- A proposed phn for the Civic Center was presented to the ~'omrni5siQn. which had been prepared by Gordon Whitnall and Associates. The proposed site is located in an area bounded on the east by Ekmwmd Street, 09 the north by Laguna Drive, on the west by Pi0 Pic0 Drive and on the south by is the praseat Fire and Police station. PAT, ZAHLER, owner of a portion of the property propwed in the pbn, stated #at he and hie father both owned proparty in the proposed area. and they were ctrtainlp interrst.d in bowtug whather this site ia Q ba developed now or 20 ~YS from uow. €le asked if this site and plan were adopted if he would be allowad to build or make use of his property. He was informed that unless there was a precise plan adoptad that hr could make use of hie propcrtp. He stated that he would be tn favor of a precicle plan being adopted SO that they would brow what to plan in the future. Several of thu members from the Woman's Club were present and ware asked by the Commi6eion to voice their comments. MRS. FINIS JOHNSON. stated that when the proposed general plan had having the comzunity building placed behind the jail and firs station and bren tevtewea the woman% Club that some of the members oppocled suggested that it face on Laguna Drive. MRS. JEAN MC CAW, Chairman of tbe Library Commission. stated that be Library was cenarnrp in need of more space; they were operating under crowd d conditions now, ahd when the new high school was opened it would no dou k t become a serious condition. Mrs. McCann expressed hops of psrhpas a temporary space in the community building for the library. She further stated that the County Museum of Man were anxious to have space in this area :oi.1000. sq. ft for display purposes. MRS. SUTTON asked how long it would be before the City would need a my rial' regarding the City's prisoners? Mrs. Sutton was informed that the City years. The housing of tha City's prisoners by Oceanside runs approximately could probhbly operate in the present 1ocation for another two or three $60.00 per month, and that until such time as there waa a greater demand they would continuo the use of Oceanside's jail. for houaing of prisoners, or the agreement with Oceanside was cancelled, Mr. Nelson informed the C~md~dOn tbat on in.tructiana from the City Council he tsad contacted an architect, Mr. .George Hatch. who developed the plan6 br the Civic Center at El Cajon ad La Mesa. The architect had been in to see Mm and look over the proposed sit.. The City had received a form of contract for the Council to review. Tbe architect had agreed to do all the preliminary d?awiUgs of the whole plot plan and how the buildings will be tied in. The contract calla for a fixed fee basis in the amount of $4,000, of which 113 would have to be paid this fiscal year. Comm. Ebright moved that since there is no opporition to the proposed plan and site, this hearing be closed and the matt+r be continued until the meeting of February 11, 1958. Seconded by Comm. Jarvie.
