3- ORAL CONNUNICATIONSs There were no oral communications,
WRITTEN CONIWNICATIONS :
a, The Secretary read a letter dated March 13, 1959, from the Director of Planning, County of San Diego, addressed to the Carfsbad City Planning Commission proposing that a planner of division chief caliber be added to the County Planning Department to initiate coordinated, County-wide regional master planning,
The Chairman stated that this was one of the things the Planning Congress had been workhg on; that it was their opinion that there should be one individual
with the prime responsibility of coordinating existing ordinances in the County as well as fringe zoning; and that he would be on the staff"of the County Planning Department
The Secretary then read a copy of a presentation made by the County Planning
Director which set forth the arguments for hiring a planner for County4.de
regional master planning and coordination,
Considerable discussion was given this matter during which it was brought out
that there was a need for guidance on problems clther than normal every day matters.
Commissioners Hayes and Stringer felt that, adding another man to the County Plan- ning Department would be an unnecessary expense to the tax payers and add to government red tape, It was moved by Corn, Stringer that the letter be referred to the City Council for actLon due to the fact that it is an administrative matter
and may possibly come up for future allotment out of the budget, The motion died

bo The Secretmy read a letter from the Carlsbad Municipal Water District dated March 4, 1959, requesting perimeter zoning of lands served by the Municipal
Water District,
After some discussion ky the Comnissioz, it was iROTred by Comm. Stringer and seconded by Corn, Fennel that a memorandum be sent to the Carlsbad City Council,
with a copy to the Carlsbad Mirtual Water District, recommending that the County Board of Supemisom be requested to ask the County Planning Commission to zone
the area bounded by the Carlsbad Mutual Water District boundaries and lying outside the City of Carlsbad to Residential-Agricultural. 5 ayes, Comn, Hayes voting "Not1 Motion carried,
co The Secretary read the portion of the memorandum from Gordon Whitnall dated March 9, 1959, which concerned his schedule for meeting with the Planning
Commission during the coming fiscal year. The Chairman stated that this matter
would be held in abeyance m.d discussed in connection with the budget later in
the evening,
do The Secretary read a memorandum from Gordon WhitndLl dated March 6, 1359, concerning the zoning of property abutting the Agua Hedimda Lagoon; the exten-
sion of Elm Ave. to El Cdno Real; and the development of El Camino Heal. The
Chairman stated that this memorandum was for general information and no discus-
sion was held by the Commission,
3- DISCUSSION OF MAST232 PLAN:
The Chairman stated that the Master Plan had been covered in recent discussions
and that this discussion period would be for the purpose of review and further
remarks
During the cLiscrtssion the following points were brought out: on the whole, the Master Plan is good and ghves the City a goal to work for; the area stndies are
for use merely as a guide and possible solution to opening up some of the land-
locked areas but are not bindlng; that the potentid R-3 area along P%o Pic0
was not re-zoned to R-3 as the property owners were not willing to bring
tho area up to skandard by making the necessary improvements. The Commission then decided that as the elenents of the Master Plan had been officially adopted by the Commission and the City Cauncil several years ago, the Secretary should cheek
with the Clty Attorney to find out if any public hearings or action were neces- sary, atd present the decision at the next study meeting.
6- DISCUSSION OF BUDGET:
The Chairman stated that basically the budget is set up to cover Persord. Serwicea,
which includes salaries of the Planning Consultant and Secretary to the Commission;
Capital OLhtlays for equiprrent; and Material, Supplies ad Services; and that be-
fore giving it to a cornnittee, h2 thought the Personal Services portion should be
discussed,
Considerable discussion was given this matter during which the general feeling

It was moved by Corn, Stringer and seconded by Corn, Baumgartner that the services of Mr, Whitnall be continued on the same basis as at present, 4 ayes, Cammissioners Hayes and Jarvie voting rtN~'to Motion carriedo
"he Chairman appointed the following committee to study the budget and asked
that they present their recommendations at the next meeting on April 14th:
Comm, Fennel as Chairman; Commissioners Stringer and Jarvie; and Secretary Price
as ex officio member.
7- PLANNING COMT.IISSION APPOINTMENTS :
Comm, Baumgartner state5 that both his and Corn. fi=brightBs terms as members of the Planning Commission would expire in April. It was then moved by Corn,
Baumgartner and seconded by Comm, Hayes that the City Council be requested to
make appointments as soon as possible to fill the two vacancies so that the Planning Cormnission could operate at full strength, 6 ayes, motion carried,
8- ATTENDANCE AT PLANNING :OMKISSION MEETINGS:
It was moved by bum, Stringer and seconded by Corn, Baumgartner that letters
be sent to the City Manager and City Ehgineer requesting their attendance at Planning Cornmission meetings 6 ayes motion carried,
9- Adjournment. By proper motion, the meeting was adjourned at 9:35 P.M.
