MINUTES OF REGULA? MEETING OF CARLSBAD CITY FLANNING COMMISSION
November 24, 1959
10 The meeting was called to order at 7:31 P,M, by Chairman Stringer, Present besides
the Chairmen were Comnissioners Zahler, Ward, Thomas and Jarvie, Absent

~hms that the minutes sf November 10, 1959, be approved as submitted, 5 ayes,
motion carried,
3- ORAL COMMUNICATIONS :
ae Corn, Jarvie stated that he, Corn, Zahler and Come Clizbe had attended
the last Council meeting and had been asked by the hyor what they thought of the
request for reclassification of property at the end of Sunnyhill Dr,; that he had
said he had expressed his opinion by voting against it as he thought it was a poor
city that could not retain one zone where people could go when they wanted larger
yards; that Cm, Zahler had made a statement; and that Conan. Clizbe had sent a
letter to the Council on this mattero
Comn. Netka was present at 7:35 P.M.
bo MR. MILES TALBERT, 2% ?4elr08es Monrovia, stated that he owned property
at 3579 Roostvelt; that ne had attended this meting in case the zoning Came up
relative to Roosevelt Sto as he wanted to know as much about it as he could; that:
hie property is zoned Re1 and if a change is made he wanted his property included
in it 8s he would hate t3 have a piece of land 180' x 500' deep surrounded by
R-3 without knowing that his property would be rezoned tooo
The Chairman informed Mr, Talbert that the hearing on the zone change had been con-
tinued from November 10th to December 8th, at which time they hoped to be able to
resolve it one way or the other,
40 WRITTEN COMMUNICATIONZ:
a. The Secretary read a letter dated November 20* 1959, from Dr., Miller of
the County Planning Commission regarding the Annual Meeting to be held December 9,
1959, at Mission Valley Inn, ,After considerable discussion by the Commission, it
was moved by Cam, Jarvie and seconded by Corn, Zahlcr that the Secretary and any
Commissioners who can attend be delegated to do so, and that the dinners of those
attending be paid for by the fund for that purposee if posaible, 6 ayesc motion
carried,

a, Proposed modification to Section 1400 of Ordinance 9060.
The Secretary submitted the propased modification to Scstion 1400 of
Ordinance 9060 to the Coinmission for their review, He then stated that the Chamber
of Commerce had started this by requesting a review of outdoor advertising; that
the present ordinance prevides, roughly, for a person doing business to advertise
on his own property in the C and M zones; thst there are a number of signs existing
in the city that are in violation of the ordinance tirat no one has done anything
about; that there had been many questions asked about the Royal Palms Motel sign,
but the reason for that sign is that the property formerly belonged to the owner
of the Royal Palms Motelb and when the City bought the property the cash purchase
price was reduced considerably on the basis that the owner be allowed to maintain
the sign as part of the consideration €or the sale; that Mrs., Hayes, Mr, Bierce
and he were appointed to look into the matter of advertising to see what could be
done; that the only question was whether outdoor advertising would be allowed, ando if SO, the method of how it could be accomplished; that he thought everyone was of
the opinion that changing Ordinance 9060 to allow general outdoor advertising was
not the answer but it shmld be restrictive and controlled, and that the Committee
had come up with a solution of handling advertising on a conditional use basis,
although they were fully-aware that many invo!.vemcntr would present themselves in
handling it this wayo
MR. HAL BIERCB stated that being Manager of Ocean &nor, some might think he was
interested in advertisin3 only because of that, but he Pelt ii was good for the
cormunity and everyone should be entitled to advertise as well as they; that
Carlsbad has one thing tD promote at this ttme and that is the tourist businere;
that if Carlrbad is going to grow, it should get its fair share of the business
going by, and that advertiring is the only way to let tourists know what there is
in the way of sleeping quarters and eating placer in a city; and that all business
sstablirinnents in Carlsbad would benefit from the tourist tradea
Coneiderable discussion was given this matter by the Coamisrion, during which the
main' points brought out 'were that there is only 3 or 6 miles of freeway going
through Carlrbad, bo there would be room for only about 30 signs under this pro-
posed modification and many merchants would be excluded from 8dvertising; that
equal opportunity should be provided for every commercial enterprise; that adver-
tising should be allowed in commercial and industrial sections of town as well as
Jefferson Street and the vicinity of the proposed shopping center on EI Cemino Real;
that signs should be uniiluminated as illuminated signs can prove to be a nuisance
to surroundinq residents; and that the Planning Commission had passed a motion some
time back to the effect that it would hold a public hearing on this matter when a
proposed amendment had been drawn up, so that as soon as the Clty Attorney presents
a proposed amendment that is complete as to detail, a public hearing will bt held,
bo Minimum required lot frontaae as provlded for in Article 5. Section 507,
of Ordinance 90%;
The Chairman stated that he had requested thfs item be put on the agenda
as it was possible this portion o€ the ordin8nCe should be amended; and that he felt
if a lot with 12,300 sq.f.t, required a 90' frontage, it would help when subdivisions such as that of Anderson and Sexton were submittedn
Comm, Zahler stated that the 75. frontage allows the use of cul de sac lots; and
that the topographic conditions have much to do with the frontageo
MR, DON HOLLY stated that San Diego County has a mininnnn frontage of 60'; that when
thelosloping downaill the lots are always wider; that the topographic
conditions determine the size and shape of Lhe lots; that he thought for 15,000
sq,ft,, 100' frontage would be appropriate, and for 10,000 sqoft., 80' or We
frontage would be appropriate except in some instances; that for cul de sac lots this width would be a waste of ground,
Conaiderabie discussion was given this matter by the Commission during which it
vas brought out that the cost of the land and improvements would dictate the type
of house; that Seacrest 1s in the LOBOOO 8qofte area, but the lots are an average
of 12,500 sqofto with more than the required frontage., The Chairman postponed
further discussion of this matter until the meeting of January 26, 1960, and re-
quested that each Commissioner study this section of the ordinance and present
recommendations at that time,
co Reclassification of certain property a8 requested by Archie Koylo
MR. DON HOLLY stated that Mr, Diniue had been in his office that after-
noon regarding the rezoning of his property along with Mro Koyl's, and had thougha
they could have the proparty rezoned on 8 combination M and R-3 zone basis,.
For information of the Commissioners, the Secretary read a report on zoning which
he had received from the Industrial Development Committee in San Diegod
During the discussion by the Commission on this matter, the Chairman stated that
he has asked to attend the next School Board meeting to see what their thoughts
were on rezoning this property,
do Appointment to Planning Commission,
After considerable discussion of the requisite qualifications for members of the Planning Com!ission, it was moved by Corn, Ward and seconded by Corn, Thomas
that a memorandum be sent to the City Council requesting that Mr, Eugene Dyson
be appointed to the Carlnbad City Planning Comrr,ission to fill the vacancy created
by the resignation of Cwm, George A, Clizbe, 6 ayes, motion carried,
