I MINUTES OF .&GULAR MEETING 04’ CARLSBAD’CITY ~J&JNING COMNISSION June 28, 1960 1- The meeting was called to order by Chairman Stringer at 7:30 P.M. Present besides the Chairman were Commissioners Zahler, Thomas and Ward. 2- Minutes of June 14, 1960. It was moved by Commissioner Thomas and seconded by Cormriissioner Zahler that the minutes of the meeting of June 14, 1960, be approved as submitted. Four ayes, motion carried. 3- Written Communications. There were no vritten cmunications. 4- Oral Communications, There were no oral communications, 5- Election of officers for 1960-61. The Secretary stated that the offices of Chairman, Vice Chairman, and 2 delegates to the San Diego Cbunty Planning Congress-were open. Commissioner Zahler naminated.Commissioner Thomas for the office of Chairman. J:J:Q Commissioner Thomas stated that he had been certain every seat in the cham- ber would be filled, as he believed the public was interested in knowing about the workings of the people conducting their government, However, he was glad that there were a few attending the meeting, He stated that he has been very bitter over the happenings of the past 2 weeks and his bitterness was not over yet. He declined the nomination for Chairman, stating that he would be very willing, under normal conditions if they were working with a Council that anyone could work with, to accept the Chairmanship and give the job his best. He stated that he is not through fighting this, as far as getting information to the people. This is not something the Commission is trying to hide, although the Council seems to be trying to hide it. It is almost unheard of and unprecedented for any Commission to be removed in this manner, and the four Commissioners present were fighting to see that it was done in a proper manner. They would have accepted a dismissal, but not a letter sent in this manner, via the City Manager, requesting that they resign, due to tvnon-functioning,q* This letter was ambiguous, to say the least, and actually meant nothing because of the many connotations of the wording used, Commissioner Zahler asked if the election of new officers could not be postponed, and stated that he was in accord with Commissioner Thomas’s feelings on the matter. ““.“L *. n .. Commissioner Thomas stated that it is definite that the Council does not want this Planning Conaission, or else wants certain members removed. The Carlsbad Journal carried a statement that the Council intended to reappoint certain members of the Commission. He said he had no idea who the members were that they wished to remove and he did not care who they were; but he objected to the manner in which they had attempted to remove them. There are legal ways of accomplishing their removal, to which none of them would have objected. He stated that he, as a taxpayer of the City, intended to *+:* fight for ju, .ice. He feels that there is something **sinistertt, as the Journal put it, but he does not know just what it is. If the Council dis- likes him,then he would have appreciated it if they had sent a letter dismissing him; then it would have been done according to law. He would have been happy if they had taken the right way because then we would have a City Council that was performing their duties. He stated that he agreed that the election of officers should be postponed, as the present Com- mission members would not be here long enough to perform any functions. W Chairman Stringer stated that he had a ruling that he would be Chairman until another one is elected. *;':'k Commissioner Thomas asked if anyone knew who it was that the Council wanted to get rid of. *+:+: Chairman Stringer stated that at the, next Council meeting they have the perrogative of firing them. He believes that they are only after one or two at the most, and he could not figure out who the second member was. Five of the seven members were appointed by three of the existing Council members. He stated that he felt he was put on the Commission by the people and if he has done something wrong he would like to know about it. If the Commission has not been functioning as a Planning Commission because they have not accomplished certain things they set out to accomplish, he would like to point out that when he was elected Chairman, the No. 1 project was to have the control line and precise plan for the centerline of the extension of Elm from Elmwood to El Camino Real developed. The Commission has sent at least 2 meesages to the Council asking if this could be accomplished and nothing has ever been done on It. There is a lot of open ground in the area and a subdivider could place a house right in the middle of the area where the street should go, thus costing the taxpayers thousands of dollars, as the City would have to buy it. -L 7- . ,.'-X Chairman Stringer stated that the Carlsbad Journal had made a statement regarding the Planning Commission's spending of money. He pointed out that the Commission has nothing to do with money, and therefore the Com- mission should not be blamed for spending money to fix up streets which were to be fixed 2 years ago. Nominations for officers were declared postponed. 6- New Business: There was no new business. 7- Old Business: Chairman Stringer stated that prior to the 1959-60 fiscal year, there were many complaints from the Postoffice on the house numbering system. It was the opinion of the Commission that they could save the City money by asking the Postoffice to help out by bringing problem areas to the Com- mission's attention. At present the Post-mistress had no problems for them. Commissioner Thomas stated that he had a few more comments to make before the meeting adjourned. About a year ago, at the time when he was appointed to the Commission, there was almost a direct duplicate of what is happening now. The City Council had been removing members from the Comission and this is when he had been appointed. Commissioner Thomas referred to the Planning Commission Minutes of June 9, 1959, Paragraph 5 of Oral Communications on Page 3, which -2- state that the Commission had requestec! a joint meeting with the Council to iron out their differences, however such a meeting was never held. He stated that he wanted people to realize that things were not ''sweet" a year ago either. "r J -A: Chairman Stringer stated that they were not going to get anywhere by trying to fight. He believes that they should keep the papers clean and keep their heads up. He stated that sometimes a little power might go to someone's head, but he does not know where to place the blame. As far as his own actions, he feels they have been unreproachable and his conscience is not bothering him a bit. 8- The meeting was adjourned at 8:OO P.N. Respectfully, J.'H.
