HomeMy WebLinkAbout1962-01-23; Planning Commission; MinutesMINUTES OF THE CARLSBAD CITY PLANNING COMMISSION MEETING January 23, 1962 The meeting was called to order at 7:47 P, M, by Vice-chairman Hughes. Present besides the Vice-chairman were Commissioners Davis, Neiswender , Kistler , Jarvie and Ward. Absent, Chairman Grant. (This meeting was late because of a Special Meeting of the City Council.) Approval of Minutes of January 9, 1962. A motion was made by Commissioner Ward and seconded by Gommissioner Neiswender that the minutes of January 9, 1'962 be approved as submitted. All ayes, motion carried. Written Communications: There were no written communications. Oral Communications: There were no oral communications. Old Business: (a) Report from Committee on the reclassification of zoning property on Pi0 Pic0 from Palm Avenue to Chinquapin Avenue from R-l to R-3; with G-l zoning on the westerly 225' of Parcels 1 and 2 combined, book 206, page 5 of the Assessor's Map of San Diego County. Commissioner Jarvie, Chairman of the committee, reported that he met with Commissioner Hughes and Chairman Grant to study this property and described the property they thought would be best rezoned and explained it on the maps, Commissioner Kistler stated that the property owners on Harrison and Adams may be opposed to this zone reclassification. The secretary stated the Catholic Church owns everything on Pi0 Pic0 southerly of the Baptist Church to Tamarack and between Pi0 Fico and Adams northerly of Tamarack with the exception of the Pharr property and the Rahe property. MR. KAY KALICKA, P. 0. Box 71, Carlsbad, stated that after the last meeting he had explored the situation and may be able to figure something out for a hotel or something similar. He also stated there may be opposition on Chinquapin to this rezoning as he understood Bob Watson has a tentative map prepared on property tliere. He also knows the ownership of Lot 7, Assessor's Book 35, Page 137. It is owned by people from Los Angeles who obtained the property from an estate. He stated it should have a potential in there, if it is rezoned to R - 3, so they would submit plans as he does not feel the present property owners would have a personal interest in the welfare and development of the City. There are not many large pieces of land left to develop and he would not like to see this land on Lot 7 cut into small pieces. I 1 A -2 " I The Secretary stated that it wwld be better to have a potential if the Commission wishes to rezone this corner 2-3 so the owners would have to submit precise plans before building. There was a lengthy discussion on the rezoning of this corner on chinquapin and Adams as the Commission did not want a potential zoning there. A motion was made by Commissioner Neiswender and seconded by Commissioner Ilistler to adopt a Resolution of Intention rezoning the property easterly of Pi0 Pic0 from Palm Avenue to Chinquapin as outlined on the maps with the exception of Lot 7, book 35, page 137 of the Assessor's Map of San Diego County which is to remain I' -1. The property to be rezoned from -1 in R-3 (Muitiple Residential) lying easterly of Pi0 Pic0 between Pah and Magnolia, being portion of Alles Avocado Acres Fesub-- division, Block E3 Map No. 2027, Book 204, Page 222. phrceLs 1, 2. 3, 4, 5, and 6, and Book 205, Page 200, parcels 1 , 7 and 8 of the Assessor's Map of San Diego County; also property lying easterly of Pi0 Pic0 between Magnolia and Tamarack, Thum Lands, Tract 236, parcels No. 2, 3. 4 and 20, Book 205 Page 270 of the Assessor's Map of San Diego County; and property lying easterly of Pi6 Pic0 and northerly of Chinquapin, Thum Lands. Tract 237, Map 1681 . Book 206, Page OS0 , Parcels 4, 5 and 6 of the Assessor's Map of San Diego County. From R -1 to C-1 zoning on the westerly 225' of parcels 1 and portion of 2 combined. Book 206. Page 050 of the Assessor's Map of San Diego County having a line drawn parallel with and distant 225' perpendicuhr from the easterly right-of-way line of Pi0 Pic0 Drive and 376' 4 southerly of Tamarack. The balance of Lot 2 is to be R-3 excepting the 105' westerly and parallel to the westerly right-of-way of Adam8 Street which is to remain R -1. Parcel 3 Book 206. Page 050 of Asssessor's Map of San Diego County is to remain R-1. Commissioner Xistler asked about the R-1 zoning on the 105' on Adams Street. MR. ICALICKA stated they should have a buffer strip because of th homes east of this property. The Vice-chairman asked for a rolL call vote. A YES: Vice -Chairman Hughes, Commissioners Davis. Neiswender , Kistler. Jarvie and Ward, NOES: None ABSENT: CbWrman Grant. Motion carried. (b) Approval of the acquisition of walkway property as an addition to the Buena Vista Elementary School site. Commissioner Jarvie stated the Parks and Recreation Commission is meeting on Tuesday. January 30, 1962 this time instead of the 22nd. -3 - Commissioner Davis read an article from the paper about the Recreational Center in El Cajon. It was started about two years ago and the completion work was held up until three weeks ago when volunteer brick builders went to work on it. The children meet there in the day time and the senior citizens meet there at night. Commissioner Davis stated it would be nice for Carlsbad to have something Like that and that maybe with the help of organizations and civic interest it could be accomplished. Commissioner Jarvie stated that he had talked to Colf Dunne about the red route of the Elm Avenue Extension as it would go through his house. Commissioner Jarvie thinks the Commission should go ahead with this route. Commissioner Davis called attention to the width of the sidewalks on Elm and Jefferson as he thought they were narrow. Commissioner Neiswender stated that the City should have standard type buildings along State Street. The Secretary stated that in hi8 opinion an ordinance to control the architectural style of buildings would not be Legal. By proper motion the meeting was adjourned at 8:35 P, M.
