I I Commissioner Sonneman was present at 7:17 P.M. The PWming TeWciaa-showed proposed zones 1 and 2 : : on the map,which he felt should not be over 35' high. Zone: I l would take in property from the Freeway to El Camino i I Real, and from back property lines facing Buena Vista : Lagoon to approximately Chinquapin Avenue. Zone 2 is : ; in the southerly part of the City. He stated that he did not t think 6 story buildings should be built to the property line : as parking and landscaping have to be considered and the : lots should not have less than 25% lot area. He stated : I that in this day and time, people are esigecially interested I in beauty. I Commissioner Ward was present at 7:25 P. M. : Commissioner Grant was present at 7:29 P. By common consent it was agreed that the Planning Technician, Mr. DeVore and the Secretary should pre .. i pare an amendment to Section 1304 as the height limita- : tion as otherwise provided for in this section are not I applicable to power generating plants. I I A short recess was called at 9:30. Reconvened at 9345P. b. I 1 I I I I * I * I I I (d) Park Drive extension to El Camino Real. The Planning Technician showed a map from the County with suggested routes for major and secondary streets I with alternate routes, He also showed the plan that has ; been adopted in Oceanside. The County has recommendeg that the extension of Park Drive be called Hillside Drive! ; but he had talked to the City Manager and City Engineer i and they felt it should be called Park Drive. Streets I I running north and south should be Drives and those stre+ running east. and west should be called Avenues; thorough+ fares should be called roads, The old road running east i and west, north of Palomar Airport was used in the earli days to get to the beach from the back country, The San i Diego Gas 8t Electric Company purchased a 20' right of ; way from Mr. Kelly which could be paved and used as a i right of way with an underlying easement for pipeline. ; The industrial area should be tied in with this new roadt i and he felt the boundaries of the City should be extended ; to Leo Carrilio's ranch policewise. Allen Kelly propose4 to develop fingers on a cul-de-sac with a 20' channel I I which would be located on the easterly end of the lagoon. i Park Drive would cross a portion of this channel on the ; lagoon to connect to Terramar Road. ALLEN KELLY stated that he felt the expense of building I. a bridge across the lagoon would be too great. They haw3 a 60' road easement, a5 Carisbad Propties gave half and I he gave half. He pointed out three main roads, one would connect just northerly of Jay Hoffman's property to El Camino Re a1 from Park Drive and would fork to the Tri - City Hospital and Vista. He stated that they could have a good road along a pipe line the City bought from Mr. : Cannon, He doe n, 9nt the road changed to cut throq$ the middle of the u$ is all right to straighten the 1 I channel. He stated that the Kelly family owns roughly 1500 acres of property, He spent 4 years on the County ! Planning Commission . Roads can be planned but we do I not know what will be developed there. Commissioner Sonneman asked about annexing Leo Carrillo's property and the Planning Technician stated it i is too far to annex unless they annex some other property" I I I I I I I I I I I I ! There was a discussion of the proposed sewer line 1 I i::;:; :!!V!* location. i FRANK DeVORE stated that he concurred that a bridge across the Agua Hedionda Lagoon would cost too much : money to build and would hamper the development of the i I I lagoon I I i;ii:i I I :;;:;: The Chairman stated that Park Drive is shown on the i ;:i:::l subdivision map as 62' going down to the water when the : 1*1::; tentative map of Shelter Cove was adopted. I I The Chairman asked the staff to contact the three propert$ owners, Carlsbad Bay Properties, Ltd. , Allen 0. Kelly I and Robert W. and Augusta V. Phipps. 4 ! I I * The Planning Technician stated the Engineering Departrrm4 has contacted the owners and Mr. Kelly is willing to have: property dedicated for half a road. Carlsbad Bay Properf ties, Ltd. (Kay Katicka) owns the other half. The Secretary was instructed to contact the owners and i secure the dedication of 62' for a right of way. Mr. Melton asked if the Planning CommissIon wanted the Planning Staff to work with the Transportation Research, i an organization set up for planning and roads, Each city ; supplies one man to coordinate the cities and counties' : planning of roads. He stated that he asked the City I I Manager about adopting a Master Plan for streets in the : Carlsbad Municipal Water District. The County would like to work out a road to connect to Poway from Carlsbd; The Chairman stated that he feels each city should make I up their own streets and it would not V.&e any difference : to Poway what is done in the City of Carlsbad. 8 I MR. DelRaE stated the County is not concerned with the i lagoon or part of the City. I f MR. KELLY stated the County lays roads out roughly and! put roads through peoples' property, for example they put; a road Ulrough a man's golf course, and pointed out that I it takes money to build roads. There was a discussion of "panhandle" lots and the FLan- i ning Technician stated they have a policy drafted for the ; next meeting for the Commission to review.
