I I (b) Report of City Planner on Council action on Plan- i ning matters . I I The City Planner reported that the Council had the first reading of the R-3L Zone Ordinance. The Commission discussed having another ordinance for : density type zoning where you have a cluster of homes and( then have a recreational type development. Commissionef. Davis called attention to the last page of the San Diego ; County Planning Commission Progress report of 1962, i which has two significant additions to zoning ordinance: ; "Subdivisions Substituting Recreational Areas or Open i Space for Portion of Required Lot Area", and "Require- ; ments for Neighborhood Hous f'ng Developments". ! I I i The Secretary presented proposed Resolution No. 316 i i incorporating the recommendations of the departments as : : conditions for approving the tentative map. i The City Planner explained the location of the subdivision i I I I , I I I and that the square type lots would be suitable for duplexe$. t I I I i The City Engineer, Lowell A. Rathbun, reported that it i : is standard procedure that the Telephone Company is goin$ underground with all of their lines in new subdivisions. : : There is a 14" storm drain on Harding Street which was p$t i in by the County and parallels the Freeway to the south. : I I * * After due consideration a motion was made to recommend: Davis ; approval of this tentative subdivision map. I Ij;*;I ::;I;: ::;:;: !*I!*! I FRANCIS 3. FOX, owner of FOX'S Snug Harbor, inquired i about the p9rinitted uses in the R-T zone and whether it : permitted constrnction of a marina, club house and living accommoda'iiww znd the sale of food and liquor. I I I I Chairman Palmer asked the City Attorney to advise Mr. Fox of the types of development and uses permitted in an ; R-T zone. I - I I I I I I I 1 OLD BUSINESS: The City Planner stated that they have not finished the i setback study as it was felt the Commission should hold ; this in abeyance until a report comes in from the firm of i DMJM. The subdivider of Magnolia Village has discussee asking for a variance for setbacks, but since this is flat i land he felt that it did not warrant any change in setbacks : and that a grading plan will have to be submitted before a i variance can bc garanted. I I It was the general feeling of the Commission that no changks should be made in the setback schedule at this time. The City Engineer stated that he wished to add that he and! the City Planner had both discussed the setbacks with the ; subdivider and that they both concluded that this subdivisiqn , does not warrant a variance. I I The City Planner reported that he has been working on a report on planning and how it functions, He felt that the i City should set up goals that they wish to accomplish and : then to work towards them, taking a small area at a time .I He felt that they should have a complete alignment of Elm : Avenue to Highland this year. He explained the terrain of> . the City was not only suitable for normal type development, but'kreen belt" type and marina type developments as well; The City should also have recreational type development; : the Old Carlsbad Well will be an added tourist attraction. i Commissioner Grant gave a brief on the history of Cartsb@ for Commissioner Lamb regarding the Mayor's Committees, appointed by former Mayor LaRoche, composed of Citizenb of the community and officials of the Power Company for : the purpose of studying the needs of the City. The City ha$ hired a planning, architecture and engineering firm of : Daniel Mann, Johnson and Mendenhall to update the City's plans, including an area south of the City and to make a : feasibility study of the lagoon. They will make this study i and then public hearings will be held to amend the Master : Plan. I I The City Planner stated that this firm will study 37 squar$' miles in and around the City. He called attention to the : fine Palomar Airport, the 3 fine lagoons and the rolling i hills. I I I I I I I r I I I I * 6 I I * I The Secretary read a letter dated August 30, 1963, from ! the San Diego County Planning Department in which they I enclosed two maps of proposed revisions of the San Diego I ! Gouty Master Plan of Major Highways and asked whether qny ~ recent changes had been made in the City's Master Plan I that should be reflected in the County Master Plan. I 1 I I I I : The City Planner stated that San Diego City and County have had a research team working for five years on a prei f liminary study plan of the streets and highways and that ; he would bring a staff report of the action taken. He stated that he has a : : library of books on Planning if the Commissioners would i Like to look them over. I * 8 I 8 ;4;;; I I 8 8 I 8III I There was a discussion on the conduct of public hearings: : The Staff report by the City Planner was discussed and i some of the Commission felt that it should not be read t i before the hearing was closed and others felt that it shoul9 : be a part of the hearing. It was agreed that the report : i should be of his findings and not his recommendations. :I:::; :I 1) 8 I After due consideration, the majority of the Commission 1 I felt that the best procedure was to continue to conduct I the meetings in the same manner, except that after the ; : rebuttal the staff report should be given prior to the I closing of the public hearing.
