Mr. Barnes stated that they had received authorization on I : May 7 1964, to proceed with the study. He explained the i plans for their study of the area to include all of the land : : within the incorporated city and south to include the Los i i Batiquitos Lagoon and land within the Carlsbad Municipal :

contract period is for one full year and it would be to the i : City's advantage to have study information programs. I I
i When asked if the Commission would be able to refer to thbm i for guidance ader the Master Plan is completed, Mr. : Barnes reported that the contract is specific and the entird i fee is arrived at on the man hours required, and contract4al i arrangements would have to be made for continuance of : : their services if the City wished this.
: Discussion was given to earlier reports made to the City, I I such as the Gordon Whitnall report, Brown and Caldwell, : : and the Patter son reports.
i Mr. Barnes explained that they will review all prior plans! f the contract, which is an advantage to the City. They will! i have several maps and diagrams to place on the wall at the : next meeting , and the public may attend, observe and listefn I but will not be able to take part in the discussion.
