Kellogg, stated that he was the applicant !and explained his background and education and the time : :served in the service. He stated that he is now unemploy-I i ed and proposed having a small animal hospital similar to : :the one where he had just served his internship. He does i I not plan to board healthyanizmdd. and plans to operate the I :business by himself the first year, and would only be kee& ing animals that are acutely ill untif they are ambulatory. ; :He pointed out that they have these hospitals in residential i ! areas and he presented pictures he had taken of larger vet+ I inarian hospitals in C-2 zones. He pointed out that * I : nois.es: are primarily from healthy dogs and that he plan- I I ned to be in the hospital during working hours and did not : :intend to cause any animosity, and that most of the neigh- i : bors have businesses that would only be in operatiQn during the day. He had talked to most of the property owni : as yet regarding the use of the alley. He stated that he i i felt they could park 4 cars in the back and there were 2 ; : or 3 spaces in front which will serve him. In case Mr. i i Stein would not allow him the use of the alley, it would be ; : necessary for him to buy or lease some property for off- i i street parking. de did not intend to have an attendant : there on duty all of the time thefirst year. He explained i I that it was recommended in case of fire but was not re- ; : quired. : The Chairman asked Mr. Thornton about the parking for ! this business and Mr. Thornton stated that it would re- : : quire a minimum of 5.4 parking spaces and that the alley i i is not a public alley and is owned in fee title by private prd- i perty owners. I : MR. MAX 0. EWALD, 3308 Belle Lane stated that he is a realtor representing Dr. Kellogg and has an interest in : : the community, and pointed out that the property has been i i vacant for a number of years and that it was obvious that i i it was out of zone and there is a limited amount of C -M I : zone property. He stated that he felt this would be an ided i place for this hospital because a number of the cases woula :be taken care of by women and that it was near the shop- : i ping center and this would be a service that the community! : needs. He pointed out that he could see no difference be- i : tween this use and a pet shop which is allowed in a C-2 ; i zone and is allowed to have animals there for sale. A i search by Union Title Insurance showed that the alley was : : dedicated up to the theater property. He stated that at one: i time everyone was in agreement to dedicating the alley : : which has been used for over 5 years. He stated that he i feels this alley will go all of the way through to Beech St. ; : in the future. MKS. The City would i pay for paving the alley, if dedicated. I i Upon being asked if the property owners could build in the i : area of the alley, the City Attorney stated that in his I opinion he would assume that the property owners could i : put structures or block off the alley if they wished. I : The Commission also discussed putting this under a con- i ditional use permit.
