!The Commission discusered the fact that the DMJM report jreferred to the property along the freeway as having a :higher use than single-family residential zoning, and that jthe multiple-family residences would be compatible with :the freeway and property in the area; also discussed the !possibility of putting an alley in; and the off-street parking

i The Building Inspector explained that before they issue i i any building permits where the proposed structures may i : be in the path of the proposed widening of the freeway, ; i they refer the property owner or builder to the Division ofl, ; Bighways in case the State wishes to purchase property : I before it is built on. He reported that there had only bee4 : one instance where the property owner did not kome back i for a permit to build. He ekplained that the entry for ; : parking would have to be from the front. He stated that : the Highway would take some of this property, but felt i i there would still be an adequate amount of property left i ; to meet the off-street parking requirements. l

i MR. J. S. BELCND stated that at the present time they i only plan to expand the present racing operations for spor? ; car racing. The Sport Car Club of America has granted ; i approval of these races at this track and there will be ver$ : little problem of expanding the present facilities. They : i have an arrangement with the Vista Irrigation District to i ; supply them with water which meets the requirements of ; i the Health Department. The citizens in town have felt the ; effects of the racing events in the City, plus the nationwidd i publicity that is given. :jet drag races. The sport cars would be the "Enduro" typ? :and they would like to have go-cart racing. He did not feel; :the present facilities were suitable for stock cars. The I jraces would be held on the weekends, I
!When the Commission discussed continuing this hearing, i :Mr. Belond stated that if this hearing is continued and de- i jlayed the Sports Car Club of America will go elsewhere as ; :National races have to be scheduled in advance.
!MR. JAMES L. KINTZ., Attorney at Law, 221 Broadway, i vista, stated that he represented Mr, Frazar, from Lake ; San Marcos, Mr. Thibado, Mr. Meisinger and others, and! $e voiced the same objections that were expressed in the ; Setters from his clients. He stated this was not in the besti interests of the public if it is opposed by the property own- : brs in the vicinity. The property owners in the area would! bot have objected developments going in there similar to : pake San Marcos or Las Costa Downs. He stated that he i felt that it was a detriment to the neighborhood and asked : that this request be denied. I I

BELOW, in rebuttal, explained that this was unim- i @roved land and there were no developments there with i jthe exception of Lake San Marcos some distance away and I bho are doing a fabulous job and he would be conerned if ; be thought they were hurting them, He explained that the i Property was selling for $2,000. per acre now is selling ; $or $7,000. per acre and some of the Carrillo property, i Fe believed the only access to the &isi%~ and Thibado : properties was from Highway 76 and the only way they I I Fould improve their land would be to buy additi.ona1 proper -i $y for ingress and egress. It was his contention they did i hot want to do anytaing or will do anything with their land. ;

i The Chairman questioned the fact that Lake Calaveras was! :not mentioned in the Parks, Beautification and Schools ; report, and Mr. Thornton explained that Mrs. Betty Pi 011.: :rich was misinformed about the lake regarding the fence : !lines and came in for correct information that day regard-: i ing the size and location and will study this report on it. :

Discussion was given to the fact that the report was made i by Kenneth Norwood and there had been changes in the ; DMJM personnal.
The Chairman stated that he felt there should be a sum- i i mary of the report on the first page and another chapter : ; on industrials development, etc. He felt the report should! : be more clear and condensed if used as a "Bible" for the : next ten years, and that the Citiznes Committees reports i : and any addendums should be added to the report. He i would like to see it re-written in a usable form.
! Commissioner Freistadt asked to make a motion that Pauli :Neal be notified that the Commission does not intend to : : proceed with this until they have a better report. I
i Mr. Thornton stated that the general public wants to see I I a map of the General Master Plan.
