He did not ask for overt i night camping on the Lueders property as the former Mrs.; : Lueders wishes to sell it. He stated that in view of the : i proposed Master Plan he had asked for a 5 year time limi6 : as he plans to build a yacht type clubhouse on his property{ i de explained that his leases are for more than two years : : and that he plans to blacktop 154 feet near the water and i i to have more toilet facilities. He also stated that the pro-: : perty has been torn up because of the sewer line going i i through there.
i The Building Inspector explained that the Health Depart- : ment has to see that electrical and toilet facilities meet i 1 the requirements of the State of California who are very : i strict. Anything on wheels comes under mobile homes i : and is governed by the State.

Munk, Senior Planner, San Diego i :County Planning Department presented a map of proposed : !zoning for area in the County Southeast of Carlsbad encomj !passed within the Carlsbad Municipal hater District area : :to the Batiquitos Lagoon, from the ocean to the Carlsbad :daceway. unzoned and they held a meeting at the Carlsbad Municipag i tbater District and proposed having an A- 1 (8) zone. The i : property owners objected and organized a committee and i proposed zoning for the area. This was reviewed by the i : staff and they came up with a compromise as shown on ; I the map and felt this is a good plan. He explained that { ; the A- 1 (8) zone would be an acceptable zone as it allows : i crops of all kinds and some livestock, but no poultry busi: i ness and would be an interim use, E-1 a) would be an : ; Estate Type zone. 3-4 is the County L s multiple family I i zone which they propose for property along the ocean for : ; apartments, etc. With a special use permit this allows i : trailers, motels and hotels. They are currently working : ! on a luxury type trailer park but feel the property along i the ocean may become too valuable for trailer parks. &

i They had more requests for commercial but considered ! : this by the amount of traffic and future major streets. I South side of Palomar Airport Road West of I31 Camino i : Xeal at Kobert Kelly's trailer park where they expect a : i request soon by the owners for a three acre shopping i i center. They also proposed a C zone in La Costa for a : ; shopping center.
i Mr. Munk stated they wanted this Commission to see this : before taking it before the San Diego County Planning Goa- : mission and the Board of Supervisors as they felt it was i4 i the interests of the County and City to have this property : : zoned, and would like a letter from this Commission on I how it fits in with the City's plans for zoning. DMJM is ; : making a study for a general plan for the area, however, i i this is a precise zoning plan.

: The public hearing on this precise plan will not be before : I 6 weeks or 2 months. Mr. Munk reported that 75% of the : : County is still unzoned but felt that property along the i i coast should be zoned. He explained that uses may come i I in and destroy the area and have detrimental effect on the ; ; City.

Ma. ED HUMMEL explained that there are 251.53 acres owned by the City ar_d the Ldse is z2pro::imately 80 acres: When the lake is full there would be about 100 acres of water. They wished to obtain and plant pine trees and doi a precise plan for each of these areas. They propose to ; have a rifle and pistol range; a golf range; a ball park l (for amateurs); picnic grounds, camping; and youth campf I
MRS. BETTY VvOLLRICH, reported that there is good water and fishing there and they would like to open this I up for one day a week. Most of the owners of property : between Lake Calaveras and El Camino Real are willing i to give 102' right of way. It is necessary to have the :
Planning Commission's approval of this. There are old i wells there similar to those in San Luis Rey. They used : to pump water from San Luis Rey in and recently have i been pumping surplus water from the CM-WD in it. They : need to maintain the San Luis i3ey water rights for mix- i ing the water in. She reported that the Police Depart- : ment needs a pistol range and the Sportman's club need I a skeet range and a place to fish. She reported that the i State will stock the lake with warm water fish, free of ; charge, and will charge for trout fishing. Many youth I groups want primitive camping.
MR. HUMMEL stated that they plan to plant many native I plants and they have maps from the Soil Conservation i from Fallbrook and will have themat the next meeting. : I
After €urther discussion, the Commission agreed that ; they would like for the Planning Director and the Engi- I neering Department to study the area and make reports : at the meeting on May 11, 1965. I I
Commissioner McComas reported that he had attended a San Diego County Congress meeting on April 5, 1965, i and their next meeting would be on architectural control ; and precise planning on May 7, 1965, at Hotel Del Coro- i nado. I *
The Planning Director reported that he was meeting with i Paul Neal on April 20, 1965, and the Commission exprest sed a desire to meet with him also,
