Also present were the Planning Director : Donald Schoell and Building Inspector Osburn. n 0 Vice-chairman McComas explained that the purpose of : : this adjourned meeting was to meet with Mr. Paul Neal of! DMJM to discuss the reports. t 0 The Planning Director stated that the purpose was to mee4 i with Mr. Neal to get the basic thinking of the Planning : : Commission. Mr. Neal has been rewriting the prelimin- i ary report which will be reproduced. Be has been going : : over the citizens committee reports and would like to go i i over some of the aspects with the Commission. I MA. NEAL reported a conflict in some of the citizens c04- : mittees reports and stated that he did not agree with the ; i desidential and Agricultural report of having high density,! : residential-tourist commercial zones along both sides of : I the freeway, as there is only so much high density and I I commercial the City can support and this is not good plan: ; ning. t 8, , '8 8 ' 't 0 b ' ? NEAL explained that a buffer can be designed bet- i : ween single-family residences and commercial areas by : I having landscaping there rather than by placing multiple i : dwellings next to the commercial. i He felt the City should have signs by the off-ramps en- : couraging tourists to the beach area, rather than for just i i stopping overnight. He felt the City should have motels ; : and hotels in that area with shops for tourists within 0 * i walking of the beach. i He reported that he had brought a carbon copy of his re- i : port which was only half finished and consisted of 40 page4. : There was considerable discussion on whether these re- i ports should be published and if they should be incorpor- : : ated in the final report or be an addendum, to the report.: I t t r I t t n I 0 n 0 0 t 0 n I n * : Also discussed was the releasing of these reports to the i newspapers. The Chairman explained that it was his ! understanding with the Commission that no releases i should be given to the press without being cleared through I ; the Chairman or the City Manager, and that John Burrus ; I with the Blade Tribune has been after him to do a series i : of these reports in the paper. After considerable discus- : sion, the Commission agreed that the Chairman could re- i : lease the citizens' committee reports to the newspapers, : i giving tne Carlsbad Journal an equal opportunity to pub- i : lish them. : The Planning Director suggested that the Chairman give ! the lead for these articles. 0 0 Mr. Neal was asked to go over the committee reports and i n n t n 0 n I 0 b n b t 0 0 0 i point out any changes he felt were necessary. : Mr. Neal stated that he had no changes to make in the An-: I nexation report. He pointed out that the State : Highway Patrol always have their offices located near a i Freeway interchange. I I I e He stated that he saw no justification for putting in motels! east of Pi0 Pic0 in back of the Shell Service Station. b l e He pointed out the need for the library on the East side of the Freeway because there are orwill be more children : living on .this side and there are more schools on the e Easterly side. The younger children use the library more than the older citizens do. e l Mr. Neal stated he was opposed to the land on the South i side of the lagoon having further industrial zoning as he ; felt the City could issue a Conditional Use Permit to the I utility company to allow them to develop as necessary, : Mr. Neal was not in favor of the entire area from Oak to : Laguna being zoned commercial. He felt the more the amount of commercial area is confined the better the comt mercial area will be. He felt there should be more I I single family residences near the downtown area for older: citizens West of the Freeway. b Assessed land valuations and rates were discussed. Mr. Neal stated that the interchanges do not have to be I commercial, and signs at off-ramps could guide the tour- : ists to the shopping area and tourist attractions. The pro; perty along the Freeway should be ae attractive as pos- I sible and should not be clobbered up with commercial ; areas. I e e e I * I b I I I I e e l The zoning of commercial areas was discussed pertaining! to not having the property used. He reported that the I I City could give commercial zoning but could wait with the I second reading of the ordinance as there are 00 statutory : i requirements lor the time period for the second reading- i : of the ordinance. The provision could be made or bonds : i required that the builder finish the building. e l I e e e The Planning Director pointed out that variances are I I I : granted for the land and remain in effect for whoever uses: i it. Whereas zones may be changed as required by the ; : needs of the City. I ! I I I Mr. Neal stated that the Parks, Beautification and School4 report was fine and saw no conflicts with it. e t { Residential and Argicultural Report. Mr. Neal was of the; i opinion there should be some fine large single family re- i ; sidential homes overlooking the lagm!l on the Southerly ; i side of Adams as people may have a $100,000. home and i ; a $50,000. boat, I I i He explained that the Harbor report is part of this contracf and will be done at the same time as the General Plan. He i : felt the Harbor District is feasible if the City can support : I it. l e e I e l e 1 e e I I e I I I I I I rc c c i He felt Terramar should have medium density zoning. He i saw no reason to put more R-3 next to the High School ; and believed thrrr,e should not be any commercial immedi- : ately adjacent to the schools as it would only be asking i for more trouble with policing problems. i The Building Inspector pointed out that the property own- ! ers bring the problem to the City Hall of people throwing : pop bottles and trash around the schools. Mr. Neal i stated that it was the schools problem to police the pro- : perty. i Alleys in commercial areas were discussed and Mr. Neal i did not believe alleys in multiple zones would be benefi- : cial to the community. : Waterfront and Harbor. Mr. Neal referred to the com- mitee's report on height limitations and felt the lowering : of height 1imite.h Ocean Street would have to be justified, He felt that R-T was better than solid apartments along : the ocean. : Chairman Sutherland and Commissioner Lamb expressed I a desire to have the Civic Center in the downtown area on : Madison Street. The rest of the Commission present . 0 0 0 0 0 I were not in agreement with this. The Planning Director stated that he felt the Commission 4 I i should discuss the location and composition of the Civic : Center at length in the context of the total needs of the i City. One need to look into is that there is a very little : ocean front property that the City owns or has access to. i The sale of the present civic center location might be ; some use in acquiring access to the ocean. : Mr. Neal stated that he would have the rest of the mater- i ial for the Commission to reproduce and would keep in : : touch with the Planning Director. He stated that it would I i be impossible to have the hearing on May 6 and 20 now I : and they would be lucky if they have them in June. * I i After discussion on reproducing the reports, Commission: i er McCarthy volunteered to have copies of the General : Plan run off for each Commissioner and two copies made : of the introduction, and the Commission could meet and i : discuss this with the Flanning Director. ! The Chairman stated that the Commission had definitely I 1 I i not accepted the*prelirlzinaz-y report or the land us& study. i : The firm will not receive their money until they give an ; acceptable report. I : It was the opinion of the Planning commission that the i i Planning Director should study this and make his recom- i : mendations.
