The Corn-! mission should consider the future development : of the City and have their itinerary planned, I I Representatives from DI4JM will be doing most of : the talking at the hearing. I I I. I ..,- Mr. Neal stated they will send 1-00 economic repotts, 169 full reports, and 250 summary reports of the: Master Plan. He expected to have a separate I 1 economic report for the Commission in two weeks.: Thought and consideration should be given to the! distribution of these reports. Each one should 1 be numbered and accounted for: Generally the ; City Library has 3 or & copies, and each school i should have a copy of the report. I I iiirii !lI!l! I It will take about one week to get this report i together and then about three weeks for it to : go to press. There should be a meeting afker : receiving the reports. The public hearing could i then be the first part of October. I I When asked if any other cities had adopted the i Master Plan as presented without exceptions, Mr.: Neal stated that he knew of two cities who did and they had gone over it in minute detail prior: to holding the public hearing. Changes to the i report are usually made by adding addendum. He: ccmrnended the Gommission for the thorough study I I they have made. - Chairman Sutherland directed Nr. It was felt that area 4 should be .in. - Pages 18 through 31 - Comments are taken into 2 onsideration. There should be something in regarding Terramar part 11. + as we11 as assumptions. Pa e 32 - UnUer Assumptions - words will be added that list contains Page 33 - Mr. Neal stated densities will be changed to the following: Low density - 0 - 7/acre Low medium density - E: - 2l/acre - l/3,000 or with larger Medium density - 22 - 43/acre - 1/2,000 or with larger High density - 43 - 67/acre parcel 1/2,000. parcel 1/1 ,000 Page 35 - Beach area should be 2,146. There are no figures in the outer area because there is no development there now. They ing about the over all planning and not changing the zone. and Planning Commission should encourage the development near the downtown area of approximately 5 acres for administrative and professional development. Doctors and Attorney want offices designed for their needs with parking facilities. Offices can be located in commercial areas but commerclal uses should be kept out of office area. Page 41 - A paragraph listing Freeway Service Commercial will be added. H-R - Highway related uses - Used car lots and nurseries, etc., should be located along State north of Grand. Pa e 42 - Under Classification 1. - Delete "storage yards" and add '*on performance standards". Discussion was given to large storage yards on entering the City. Mr. )!ea1 stated that he felt any outside storage yards should be approved by a conditional use permit, and the City would have controls. Details of the zoning ordinance cannot be outlined in the General Plan; constant review is necessary, The General Plan is a policy guide and specific restrictions are detailed in the zoning ordinance. Under Location it should read "Between San Diego Freeway and Railroad from Terramar to approximately 1/4 mile South of treatment plant. Page 43 - There should be a section for Public Utilities. Specific standards for this use should be spelled out In the zoning ordinance with what is required for landscaping, buffer walls, parking, etc. Page 45 - Mr. Neal stated that he is going to check with the Fire Chief regarding the location of the fire stations. - Page 48- - Agreed to deleting the last paragraph. I Page 49 - The vicinity map is being prepared. Page 50 - Use another terminology for the extensjon of Agua Hedionda Lagoon. The last paragraph will read "By 1955 there will be a demand for " 1.95 high schools . . .". Mr. Neal reported discussing this with Dr. Taylor. Page 53 - A park will be shown near the east end of Agua Hedionda Lagoon where open green area drainage channel extending from Calaveras will meet Lagoon. "- Page 61 - In 12:t line on the page, delete "open-type storage yards kith adequately landscaped borders. Page 66 - Mr. Neal reported that he agrees with the recommendations for transporation and circulation and any ommissions were not inten- tional. They are working this out with the Engineering Department. Page 69 - Leave the first paragraph as originally written. Add grade separation at bottom. Mr. Neal agreed to the recommendations for streets and highways. Page 77 - Fourth paragraph will be the first paragraph. Page 80 - The Planning Director explained that Chinquapin would just have an overpass and Chinquapin is a vital factor for the development of the harbor. Mr. Meal stated that.he would discuss Chinquapin with the Planning Director. Pa e 82 - A new zoning ordinance should be written upon completion *Master Plan as one step in implimenting the Master Plan. DMJM will outline required changes they feel will be needed. Page 83 - The existing subdivision ordinance will be evaluated and recommendations made. - Page 85 - Capital Improvements were dfscussed. Mr. Meal stated that motels should not be in commercial zones. They should be under a conditional use permit. He pointed out that offices for professional businesses should be where they have easy access. There was discussion of creating a pedestrian mall on Grand and setting up parking districts.
