The Planning Director reported meeting with the i ; Chairman of the Parks and Recreation Commission i : to discuss this matter, and plans to meet with I i the Parks and Recreation Commission at their i next regular meeting and will present their re- ! port at the next Planning Commission meeting. I I I 1 I $ Commissioner Palmateer questioned if the Commis- i sion knew what streets would be vacated in the : Hosp Grove and stated he felt the Commission I I should see a specific map of the streets that ; are to be vacated in order to see if these streeqs would overlap any of the existing streets. The City Attorney explained the owners wished to i remove the old subdivision in order to apply for: a new subdivision on thjs property. The owners i wished to have these streets vacated in order : that the land would be one large undivjded parcel on which they could file a new subdivision. He : reported discussing this with the attorney for : the owners of the property in the Hosp Grove and i that the owner's attorney asked that this matter I be continued. Commissioner Freistadt was present at 7:47 P.I4. i I t 4 I * I I I I 4 i After further discussion, Chairman McComas asked! i this matter be continued and that the Commission: : have a map and explanation of all streets In Hosp Grove and to show if they are in conformancd : with streets in &he area; and that thy liave..a i report from the Parks & RecreatSon Commission ; ; before making recommendations to the Council. : 8 I I I I I I I I (b) Zoning on the Buena Vista Lagoon - I I The present zoning was discussed and some of the : Commission did not believe the present zoning : i was the best zoning for that area. t I : Chairman appoint a commlttee to study thSs mattelf. I I 0 t I 0 I I 0 :""""""""*"-""" Commissioner Palmateer explained that the Buena i i Vista Lagoon Committee has given considerable : : study for the development of the lagoon, and havd i been instructed by both cities to explore ways i and means of accomplishing the development of the Buena Vista Lagoon as a water oriented open spacd. They are doing this with the thought of help front : Federal agencies, and he felt the matter of zonirjg I could be delayed. I The Planning Director stated the committee has i : been working with Assemblyman Hale Ashcraft and 1 i felt it would be better to wait for another mont! : to allow the Committee time to present their 0 I fi ndings. I The question arose regarding the State buying a i i portion of the property along the lagoon for : development, and Commissjoner Palmateer stated i i that the State has not looked at the lagoon at : : this time. I 0 : The Planning Director stated that at their last : i meeting, he felt the Committee had taken definitd i steps to retain the lagoon. Sutherland - Chairman McComas presented! i Resolution No. 418 of commendation to former I 0 : Chairman Sutherland for his leadership and I accomplishments during his term of chairmanship.: f (c) ASPO re: Variances. The Planning Directoi I stated that he had discussed this matter with th< : Chairman and he felt if the Commission and Staff i I could work out a system to eliminate some unwarrqnted : requests for variances and some of the minor I items, they would be able to have more time to ! ! consider important planning matters. Planned Unit Development Ordinances. 3. Set up zoning ordinances to implement the General Plan. He stated that he would like to be able to have a background for a set of rules to operate on. : He reported receiving a copy of ASPO on Variance4 some time ago and on reading through it felt it ; was one of the best articles on variances. He i reported presenting the Commissioners with this : report at 3n earlier date and asked that the I Commission study certain parts of the report. * 8 0 I 0 a I I 0 ," r, r Pe stated that the Department and Staff should i a)r~l.y consider variances when they meet the four ; wasons !-eq!lired for granting a variance. I I I Tkt. City Attorney explained that the four reasons! wc-e requirements given for granting variances ; -i ;i the State Code. I I ?'*e Planning Director stated that he felt the Commissioners, on stating the facts and reasons I fr?~ granting a variance, should Pciad Items I, I I 2, 3 and 4, and should tell why tach of these reasons exists or does not exist. He stated tha6 he felt if there were too many requests in a 1 I certain area of the City, the Commission should : change the zoning or setbacks required in that area rather than to grant multiple individual : variances. He asked the support of the Comrnis- i sion on this matter and stated although variances: have been granted in the past, he felt the City is young and if they have a good set of zoning i ordinances, they should abide by them. I I Comm-issiocer Lamb felt that more printed reports i on planning matters should be made available to i the Commissioners and reported that a book on : Cluster Development by Mhite was very good. The Planning Director stated that the Planning Department is bui lding up a 1 ibrary now and he : would be happy if the Commissioners borrow any i of these books to study.
