He questioned Ilr. IDeVore on whether the City would do the dredging ;or if it would be done jointly. iJr. DeVore stated that the lagoon or harbor would I :fill up and there was no way out; except to dredge !it; that the size of the opening is important. :They are concerned with this being kept open for :cooling the water.+If closed they would pump the: :lagoon dry within h urs. The Company is will-: iing to donate theyh$t&$ area for a harbor and thej ;felt this was a good community effort. The Corn- : fpany plans to build on the south shore of the I :lagoon. They purchased property at Sorrento fori :a power plant in the future. iGEI.4. ROGERS questioned why they shoulId be excluded !if they are compensated. ii5R. KELLY stated that no one in the back country lis going to want to join the district. They would :be less likely to want to join the district now i :than they were before when the Carlana Harbor !District was being considered, since taxes are soi !much higher now. !GEPl. ROGERS pointed out that the City could condedn :the property by eminent domain, but felt the people !will not vote for this if 1/3 of the area is left: :out. He suggested setting a limit of 5 cents tax! :to get a toe hold to start with. I ! I I I I I I I I I I I I I I I I I I I I I I I I I 4 I * I I I !The Commission discussed the harbor being self isupporting and the boundaries of the district; :they questioned La Costa being included in the jdistrict; that the report indicated the City does :not have enought financial support; that Carlana !Harbor District was not mentioned in the report; :that Oceanside Harbor district just includes the :City of Oceanside; that the Harbor at Dana Point !would help this area; and the possibility of a iconrt~ittee of city officials and citizens being :formed after the presentation to decide how to :proceed.
