DAVID REEDY, representing Dr. Carey and f4rs.i Ireys as a business consultant, stated the I I school has been in operation for two years at i that location. The students are non-residents : and there is no activity in the school at night I except for the parents. San iliego State College! has sent pupils to them and some are from Los ; Angeles. In answer to Mr. Kelly's questions, i the first 3 items were yes. 140. 4:Gr. Carey * I stated that a high woven wire fence around the property to prevent the boys from future tres- : passing would only encourage trespassing, how- ever, if a high wire fence was necessary it would be built. No. 5: The fruit stand would be i on their own property; the sewer line easement : is outside of their property. No. 6:They wish i to provide for future boating facilities in t I regards to the Agua Hedionda Lagoon being de- veloped as a harbor. This would mean going-over; the sewer easement if they could get an ease'meht; for private docking. No.7: Dr. Carey owns the i above property and has a lease option on this ; property. 3.3 is owned by Broward and Felkins. i No. 8: The school carries $500,900. liability : coverage according to Dr. Carey. No. 9: "Recrek ational facilities" include guns, bows and arrowb and target guns that will be locked up when not ; under supervision. No. 10: They may have a I I camp at some time under City control like Camp : Pacific. No. 11: They have water supplied from i the CWO and have been assured by the City Fire i Department that they would have protection as ; they are only 5 minutes away from City Hall. They would have fire protection on each floor. i No. 12: The City Police Department now patrols i E7 Camino Real and come in from Kelly Road up ; to El Camino Real. fJo. 13: There is a 3/4 I' : water meter and fire extinguishers at all levels!. MR. REEDY explained the school is not operating at the present time as the existing buildings are being reconstructed and brought up to the City Code. They are building to allow for 30 students. The school has not been in operation the last year while Dr. Carey has been studying in Europe. Two years ago they had 12 resident and non-resident students. The school has taken drop out students and after working with them have put them back in Jr. High School. 1 DR. CHARLOTTE CAREY, 4539 El Camino Real , explai4- ed that the purpose of the school was to help i those who cannot get along in public schools. I 1 They work with the students and the parents, de- I pending on the problems of the youns ters, for I between 2 and 3 years on the average, before thed return the students to public schools to be good: citizens. They are studying ways to decrease i the time and hope to be able to decrease the I I time to one year. They use the University of i Southenn California extension course which is an : accredited course and schools have accepted their: recommendations. She reported that there is a ! great deal of work to do with the parents. I I Commissioner Palmateer stated that he is an f?l.D. ! and is associated with a physcholigical class and questioned the ages and the time spent. Dr. ; Carey stated that the ages of the youngsters I I would be between 9 and 18 years. They will spend 5 to 6 hours a week with the parents teaching them to deal with the youngsters as they are. I I They wi 11 work with the youngsters from 8 to 8:3q in the morning until 5 or 6 P.M. The reason for : this length of time is that some of the mothers i work and therefore the child is kept in school : until the parent is home from work. There will i be an individual program designed for each I I individual boy. No others present spoke in favor of this request.! The Chairman questioned Mr. Kelly if this answer-! ed his questions. I F4R. KELLY stated that a good many of the question: were cleared up and answered. He wanted to know i what the recourse would be if they changed from ; a day school to continued residents if they I I saw the need. He felt if the students were there! over the week end and started to ramble, the I surrounding property owners should be protected, i although he did not want it to look like a prison!. fie stated that he felt that any school depreci- : ates surrounding property to some extcnt. Very : bright 18 year old boys can think of things to do!. i3R. JOHN FRANCIS FOX, 4215 Harrison, stated that i he was not speaking in opposition but questioned i the zone changes in regard to densfties in the : R-T. He questioned if this would be contradic- ting the General Plan prepared by DMJCI. I I I I I I I I I t I I I I I I I I I I I I I I i Upon being questioned regarding the curriculum i I Dr. Carey reported that the first year is not a : i regular school program, as they work with the i i students helping them to learn; the second year i : is approximately a regular school program. The ; i licenses required are similar to the Academy's. : i DR. CAREY assured Mr. Kelly she did not want the i I boys trespassing on other properties. The boys i I in the day school will be up to 14 years old. : The 18 year old youths would have a small group i i with a program of a few hours a day. She stated i : she would be happy to make resitution for any i damage the students did to other property. She i i also stated that she did not operate a bus servicb : and it would be up to the parents to make pro- I i visions for transportation. She felt the best ! I use in this area is not in conformance with the I :General Plan, the subdivision has been layed out i jwith an interior street pattern. Since the I Engineering Department did not have a representa-i : tive present he read their report and recomrnenda-; tions. I I I He explained the General Plan was to have indust-; : rial use on the west side of El Camino Real , how-; I ever, this property was already zoned industrial : : and they have the right to develop it accordingly! ! He explained the topography of the land and that i I he felt they should have beautiful residential ; i sites overlooking the canyon. t& hopes to have i i a green strip for a golf course I& the airport. I I The Planning Director reported a difference of ! i opinion between the Planning Department thinking i i and the Engineering Department as they recommen-: : ded that the stubout streets be extended to the i adjacent property. He believed the industrial : : streets should be confined so that additional 1 i industrial zoning east of El Camino would not be ! encouraged. Holly voiced objectidn to Item 15 in : the resolution 3s he did not feel sidewalks are : necessary in the subdivision as there would not ; I be too much pedestrian traffic as parking will be! ; provided for on each lot. He felt that it would i I be better to eliminate the sidewalks through the : ; development and have more landscaping. blr. Holly! i rlr. Holly stated that they would sell building i ; sites and there would be no speculative building.; i He stated that he represented REALAP, Ltd. which i I is Palmer spelled backwards. blr. Ralph Palmer; is a resident of the City and is insistant that i ; this be a good industrial subdivision. I I MR. RICHARD GEYER, 690 Elm Avenue, stated that i I (-1r. Kelly lives across the street from this 4 i proposed subdivision and has indicated that he i : is in favor of the subdivision. He will be re- i presenting i4r. Kelly and also Ar. Palmer. The care of the planting was : I discussed in his office and at the prefiling I i conferences and something would be worked out i : between the subdivider and the Park and Recreati4n Department, as they will be in the City right of I : way, and will be handled similar to the way I I i street lights are handled. He stated he would : liked for the Commission to see the map rlr. l i Stoermer presented as Mr. Palmer wants this to : i be a first class development. There will be veri : restrictive restrictions that will be filed and i recorded. This cannot be done until the subdivi-: I sion is accepted. He referred to the attractive i I developments in Sorrento Valley. I I i Points discussed were the sidewalks in the sub- i ; division, and whether they were necessary; the : i plantlngs; that there would be no traffic hazzard ; and the streets are wide enough to handle truck- i ing; the extension of the stubout streets; that I i it would be a selfcontained industrial develop- i : ment; the need for an industrial development in i i this area; that this would not always be in the : : country. I The Planning Director called attention to consid-: i ering having sidewalks on El Camino Real as this ; ; would definitely be a major City street and 0 i should have sidewalks.
