MINUTES OF: PLANNING COMMISSION
DATE OF MEETING: August 13, 1968 TIME OF MEETING: 7:30 P. M.

ROLL CALL
Commissioner Palmateer was present at 7:37 P. M. Also present were City Attorney Wilson, Assistant City Engineer Spano, Building Inspector Osburn, Planning Director 01 inghouse, and Assistant City P1 anner Johnston.
APPROVAL OF MINUTES:
(a) Minutes of the regular meeting of July 23, 1968, were approved as submitted.
(b) Minutes of the regular adjourned meeting of July
29, 1968, were approved as corrected.
WRITTEN COMMUN3CATIONS:
(a) A card of appreciation, addressed to the Planning
Cornmission, from Mrs. Voorheis and Family, was read
and acknowledged.
(b) Letter dated July 29, 1968, addressed to the
Planning Commission, from Mrs. Ralph A. Reynolds,
President of the California Roadside Council, statin-g
that they are gratified to see that the Planned
Community Zone and the proposed sign ordinance are
making progress and want to commend the Commission's
work in this field. It also stated that Carlsbad is
showing real leadership in development of sound enviro mental-standards.
(c) Letter dated July 29, 1968, addressed to the Planning Cornmission, from Glenn E. McComas, President
of the San Diego County Planning Congress, stating that a copy of a letter is enclosed from the City of La Mesa Planning Commission, expressing their opinion that the San Diego County Planning Congress should be
dissolved. The contents of the letter will be dis-
cussed at the Congress Board of Directors meeting in the fall. They would appreciate having the Commission give thoughtful consideration to the questions raised
by the City of La Mesa so that the Commission's views can be made known to the Board of Directors at the fall meeting.
Enclosure - Letter dated May 13, 1968, addressed to
Mr. Dan C. Cherrier, Secy-Treasurer of San Diego
County Planning Congress, from Grant E. Burns, Direc-
tor of Planning and Secretary of the La Mesa Planning Commission, expressing the La Mesa Planning Commiss- ion's opinion and reasons that the Congress should be
dissolved. There was no official action taken at
the Commission meeting, but it was Mr. Burn's impress-
ion that the Commission was not interested in contin-
uing its membership.

Commissioner Palmateer felt that the San Diego County
Planning Congress is worthwhile, as it gives the Com- missioners an overall concept of areas of planning
and also gives the opportunity to see other areas of
outstandinq planning.
There was a general discussion on the matter, and
the Commission agreed that no decisions or recommenda- tions should be made until they contact Glenn E. Mc- Comas for further information.
ORAL COMMUNICATIONS:
(a) There were no oral communications.
OL-D BUSINESS:
(a) Secretary Jose read the City Council and Planning Commission Pol.icy for Public Hearings that was adopted by the City Council on May 7, 1963.
(b) Memorandum - re: Proposed Sign Ordinance.
A memorandum was received by t-he Planning Commission, dated August 9, 1968, from the City Manager, stating that after hearing discussion and opposition voiced by members of the audience, at the Council meeting
held on August 6, 1968, it was the Council's decision
that the ordinance be returned to the Planning Commis sion, and that a time be.fixed for holding a public hearing on the proposed ordinance..
The Planning Director briefly reviewed points that were discussed on the proposed ordinance at the Aug-
ust 6th Council meeting and stated there was little discussion by the Council, but there were various
members of the audience that did speak in opposition. Th'e main objection from the audience was the three year moritorium on non-conforming signs. He stated Mr. Stransky, Representative of Western Oil and Gas Association, spoke in opposition of the ordinance and stated most cities have a 5 or 10 year moritorium period. .Mr. Olinghouse pointed out that from various reports he has reviewed-, the average moritorium
period is five years, however, they do vary from 1 an 1/2 years to 10 years. He also stated that Frank Kirk, Chamber of Commerce President, suggested that
the Council delay action .on this matter, so that the
Board of Directors could review and discuss the pro-
posed ordinance.
Commissioner Dewhurst offered some written material
regaoding sign control to the Planning Commission and stated he could possibly get a representative from the Town Council of La Jolla to come to an adjourned
meetlng or a public hearing to explain the background of how their city enacted the sign ordinance and also explain some problems they were faced with.
COMMISSIONERS
The Planning Director stated that the Planning Depart- ment could present slides of signs,along with certain specification of signs in Carlsbad, to show comparison and could also review other city sign ordinances. He felt that the ordinance itself should be understood and this would possibly clarify problems and questions for the people in opposition to the ordinance.
When questioned if it would be possible to present a movie or a program on sign contro1,the Planning Director stated that he could possibly get a 25-minute movie called "The Ugliness of a City", which he felt was very well arranged.
After a general discussion, it was agreed that the Planning Commission hold a public hearing on the proposed sign ordtnance on September '10, 1968.
NEW BUSINESS:
(a) The Planning Director presented a book to each Commissioner called "The Citizens Guide to Planning", and stated this is the first book received of the two he has order for the Commissioners. He stated that the book is quite comprehensive and felt that the Commission would enjoy it. He stated that findings of the Commission's adjourned meeting of July 29th, have indicated that it would be advisable to review the General Plan and to add elements of the overall objectives to the general plan for clarifica-' tion and should be discussed"at a later date.
(b) The Planning Director reported that the Planning Staff is beginning studies on a specific plan for properties in the vicinity of Garfield Street, as a number of property owners on Garfield Street have requested a zone change to R-3. He felt that a specific plan should be prepared for the proposed area
in order to control the density. He stated that an informal meeting will be held for the property owners in the surrounding area for purposes of discussing and reviewing the specific plan. The public hearing will be scheduled for the first meeting in October.
(c) The Planning Director also reported that a public meeting has been scheduled for August 24, 1968, in regards to the Brady Zone Change in order for the applicant and the property owners in the area to review the specific plan, which has been prepared by the Planning Staff. He stated that the public hearing for the zone change and the specific plan will be scheduled for August 27, 1968.
