Inasmuch as there was insufficient members present for
a quorum and it was known Commissioner Palmateer would
be lade in arriving, the Agenda items for this meeting

NEW BUS I NESS:
'(a) Four (4) House Moves - Applicant: Jack McCoy, per
the following: House at 2747-2751 Madison Ave; one at
2755 Madison Ave; 2786 Roosevelt; and 2501 State Stree
a1 1 to be moved to 985 Laguna Drive.
Chief Building Inspector Osburn was present to explain
that the applicant had requested permission to move 3 houses and one duplex from the above locations, and
the Building Department had inspected these dwellings
at that time, with the decision these buildings would
require corrections in order to meet present City stan
dards, after being moved. Also, because the Commissio
had recently approved one new development in this area
and another is also proposed, it was felt a Commission
decision was required in this case due to its adverse
effect on the general area.
MR.. JACK MC COY, 3470 Walley Drive,. was present as the
applicant in this matter. The Chairman asked for the
Building Department's investigation and Mr. Osburn
stated it was not felt this was possibly the highest o
best use of the land, particularly in view of the new
and proposed higher uses in the area. It was known
that this good use was hoped to contimue upgrading tha
area of the City, and the houses to be moved were not
in line with the planned-for development. The size of
the buildings, number of bedrooms, number of parking
facilities, lot sizes and conformance or non-conforman
to the City's building code were clarified and discuss
Mr. Osburn addressed the applicant in stating he felt
sure the cost of moving these particular dwellings and
bringing them up to standard might well exceed any ex-
pectation of the applicant. The applicant stated he
did not as yet have title to these dwellings, which wa
contingent upon the decision of the Commission.
The Planning Di.rector presented certain statistics re-
sulting from the recent special census, such as the
density, population per househo'ld, number of automobil
per dwelling, etc., for this area in the City.
Mr. Osburn was aware of the history of these buildings
as to age, type of construction, materials used, and
ability to qualify for their intended use after they
were moved and inspected by his department. Certain
inspections had already been attempted on the dwelling
and problems were expected.
It was decided that those Commissioners not present
and those who had not seen the houses in question,
should be afforded an opportunity to look at both the
houses and the proposed location before making a deci-s

io'n on this-application. The Building Inspector offer
the services of his department should any Commissioner
desire to be shown all t'he items under consideration
in this matter, either during normal working hours or
after 5:OO P.M., at their convenie.nce.
A motion was mape to continue this item of request for
four (4) house moves to 985 Laguna Drive, until the
regular meeting of June 10, 1969. The applicant was
agreeable to this to allow the Commissioners time for
personal inspection. This was agreed to unanimously
by voice vote..
(b) ' One (1) House Move - Applicant: James A. Scanlon,
from: 2790 Madison Ave to 1240 Pine Avenue.
It was noted the applicant was not present and the
matter would be continued to the regular meeting of
June 10, 1969 also.

Scenic Corridor:
The Planning Director opened the discussion on thi
item, briefing the Commission on a recent meeting
with the County which proposed a County-wide sceni,
highway program, in which all cities would partici
pate and examine the various means of developing
such areas, other than those suggested by the Stat1
proposed program for San Diego County. The status
of the State program was also discussed. It was
pointed out the County feels additional roads,
streets and communities should be considered and i
is planned for all Planning D.irectors to meet and
submit items from their area for inclusion in a
County progra. In this way, the County hopes to
work out a "policy" towards the scenic program.
Mr. Olinghouse also suggested inc'lusion of a new
category in the Gene-ral Plan of Highways, called
"The scenic connector streets" (such as Oceanside
has done), for Carlsbad streets such as Jefferson
and possibly Park Drive; these streets would have
particular standard and serve a particular functio

committee, or establish a line of policy, to make
submissions through him to the County level, in
order to keep control of land use within the Count
It was noted several cities have already registere
interest in this program and full participation is
hoped for.
Buena Vista Lagoon:
A Planning Department map was exhibited showing
areas ringing the lagoon and'the Planning Director
stated it was possible for the City to submit a
grant for matching funds f.or open space use and
pick up the remaining lots not in use for develop-
ment and access into the lagoon. This area could
then be utilized as a park, with picnic tables,
rest areas, water use areas, etc., in an effort to
beautify the lagoon and make it more usable. Dis-
cussion and examples of how the City could obtain

a participating agency or the agency controlling
this use of the lagoon. Also, an informal meeting
with the property owners at the lagoon should be
held prior to presentation of this proposal to the
City Council. Another possibilFty was including
Oceanside in this action because of.their obvious
interest in the lagoon.
This discussion closed wi.th agreement to setting
up meetings with the property owners, the Planning
Commission and department representatives, and
'others wiih a vital interest in the lagoon's devel
opmen t.
Grant Specific Plan:
Mr. Johnston brought the Commissioners up-to-date
on this continued reclassification and specific
plan application. He explained the specific plan
has been changed and, enlarged in scope, and furth
discussed the Planning Department's thoughts regar
ing this development as to use, access streets to
the freeway, tie-in streets to the development,
parking, etc. Following this discussion with the
Commission, a further meeting with the applicant
as well as a meeting with adjacent property owners
is necessary. Mr. Johnston further stated that
the applicant now proposes a complete "freeway
service facility" on this property, which is con-
sidered a prime location for such facilities. Dis-
cussion followed as to the types of buildings,
heights, multiple story buildings, etc., as may
be included in this specific plan. Further discus
ion indicated other areas in the' City where multiF
story buildings or buildings over 35 feet high
could be used satisfactorily.
Development Concepts and Controls:
The Planning Director presented his chart and othe
graphic material to explain his thoughts for possi
ble future land use requests. This dealt with the
urban problems and, potential and covered urban
stimulii, trends of growth, density, etc. for citi
like Carlsbad. He also utilized certain statistfo
obtained from the special census information for
the various areas within the .City.
Possible solutions to existing problems in the Cit
changed attitudes, examples set by other cities,
and brief discussions of. Items a thru e under this
topic were presented. Mr. Ollnghouse also present
booklet-type reports on some of these topics, and
discussed proposals and alternatives to urban
problems from these reports.
