PLACE OF MEETING: COUNC t L CHAMBERS ROLL CALL: City staff representative,s present: Stuart Wilson, Cit) Attory, Joe Olinghouse, Planning Director, and Joe Spano, Asst. City Engineer. Councilman Carl H. Neis- wknder was also present at this meeting. Commissioner Gullett was present at 7:41 P.M. IAPPROVAL OF MINUTES: (a) Minutes of the regular meeting of August 26, 1969 were'approved as submitted, by a motion receiving a majority voice vote, Pre Abs Mot Aye Abs Abs WRITTEN COMMUNICATIONS: There were no Written Communications at this meeting. ORAL COMMUNICATIONS: (a) Chairman Jose reminded the Commission of the up- coming (September 28th) League of California Cities Con vention in San Francisco, as to the time factor for reservations and registration if they plan to attend. (b) Chairman Jose advised of his recent visit to the city of Susanvil le, California (Northern Cal iforni'a), at which time he had an opportunity to observe this city's recreational area and golf course on a very smal ,city-owned lake. He stated he was impressed with this 'effort and had obtained background informatton about tt from the city hall there, in relation to Carlsbadts own plans for Lake Calavaras as a recreational area. (c) The Chairman reminded the Commission of the San Diego County Planning Congress dinner meeting on Octobe 17th at 5:30 PM at the Atlantis Restaurant in San Diego All Planning Commissioners should receive notice of thi very important meeting, the subject of which is "Out- door Recreation and Tourism." PUBLIC HEARINGS: (a) TENTATIVE MAP - To consider recommending Approval of a Tentative Map known as the Vanderburg Parcel map,^ located on the Northeast Corner of El Camino Real and I I - COMMl SSIONERS ~~~ ~~ ~~. future Marron Road - Applicant: Otis E. & Christine Vanderburg.. .. The Staff Report dated September 3, 1969 was presented by Mr. Spano of the Engineering Department, along with a department layout indicating lo'cation, proposed devel- opment, streets, etc. He read the recommendations and conditions of approval regarding required improvements, traffic signals, water and sewer facilities for the pro- posed service station by Shell Oil Company. The Chairman called for the applicant or his representa tive and MR. JOHN WILLIAMS, 6667 Wandamer Court, San Diego, addressed the Commission as representative for the developer, Shell Oil Company. Thc previous Specific Plan for this property was referred to, at which time the entrance and exit to the station das questioned and full street improvements were pro- posed. Following the discussion which determi'ned full street improvements were a necessity at thi-s location, the motion was made to recommend approval of the TentatPve Map application. PLANNING COMMISSION RESOLUTION NO. 635, A RESOLUTION 0 THE CARLSBAD CITY PLANNING COMMtSSlON RECOMMENDING AP- PROVAL OF A TENTATIVE MAP FOR OTIS E. AND CHRISTINE VANDERBURG, identified by title only and further readi.~ wavied;.said Approval shall be contingent upon adherenl to the recommendations contained in Staff Report dated September 3, 1969, Items 1 through 7. A copy of this resolution shall be forwarded to the City Council for it's further handling. (b) CONDITIONAL USE PERMIT - To consider allowing the construction and use of a Fenced Heliport Pad, located Southerly of Carlsbad State Park and West of Old Coast Highway 101 - Applicant: John H. VanderSchel Mr. Olinghouse was called upon for the Staff Report ant he first referred to a department layout to point out the location for this heliport pad at the Southern ex- tremity of the City, as well as'the surrounding proper' ties. He then read the report dated September 4, 1969 in full, covering the applicant's proposed use, genera information, the staffl's recommen'dation to deny this use, and conditions to apply, if approved. The Chairman called for the applicant and MR. JOHN H. VANDER SCHEL, 1001 Hurstdale Avenue, Cardiff, Calif., 92007, introduced himself as the applicant and stated he was agreeable to the conditions of approval as read by the Planning Director, and would be glad to answer any que.stions at that time, having nothing to add to his application as presented. COMMlSSlONERS CITY OF CARLSBAD -3- Mr. VanderSchel stated he had instigated this appli'ca- tion at the request of the U.S. Coast Guard, who are desirous of having helicopter service avai'lable as clos to the water as possible,, as opposed to ttiei'r normal, larger aircraft operations and, at'considerable cost savings over their normal operatrons. He plans to uti'- lize the close proximity to the ocean for man and shi'p spotting operations, such as currently is 6ei'ng done i:r Pacific Beach wi.th small helic pters such as tips. Upor questioning, Mr. VanderSchel stated his affiiiati'on wtt the F.A.A. had received approval from both the Ocean- side district representative and the State representa- tive. Yr. VanderSchel briefed the Commi'ssion on h.Is plan,ned operations, stating that the pad would be located 10Q feet from Old Highway 101, his takeoff and landing pattern would always be from the ocean side, to avert any traffic hazard on the htghway or the nearby State Park. He further stated that while he parked his air- :raft at Palomar Airport and would use that facility as 3 home base, he still felt the heliport pad at the beac location would serve his operations better. Further, lis 10 x 10 ft. pad could not be used by other heli- :opters because it was too small and he did not fore- see the use of his facility getting "out of hand". rn answer to queries about the recreational uses of his lelicopter, Mr. VanderSchel stated he hoped to promote 'back-country" field trips for prospective developers >r buyers, but that he would offer helicopter rides at :ertain times to help offset his equipment and operatto :osts. He did not feel the proximity of the State Park :ampers and traffic on Hwy. 101 would hamper this type opera t'i on. The Chai-rman called for any others to,speak in favor or in oppostion of this application and a MR. ROLPH, 4433 Santa Ana Street, Cudahy, California addressed himself as representative for the owners of 36 acres directly across the highway from this proposed operation. He stated they were opposed to this particular type use at that location and that such operation would not be con- dusive to their plans for development across from it. YORRIS MORGAN, 128 Anders Street, Leucadia, CAlifornia, spoke as representa.tive of California Dept. of Parks and Recreation, San Diego Coast Beaches, who felt this ~se would be offensive to the normal atmosphere of the >ark near this location and, could be unsafe as well. ,AWRENCE WRIGHT, 6535 Easy St'reet, Carlshqd [Solamar vlobile Estates owner), stated the already heavy- use by iughes Aircraft Company and the m.i 1 i'tary of the coastal area for flight operations, should be a popnt of; consi'd ?ration for this application. CITY OF CARLSAD -4- Upon questioning the applicant stated he would prefer a Conditional Use Permit that would allow for the recreational uses as well, but that he would conform to the conditions of approva,l governing such operations. Following additional discussion of this use, the motion was made to grant a Conditional Use Permit for this ap- plication at the proposed location. P'LANNING COMMISSION RESOLUTION NO. 637, A RESOLUTION OF THE CARLSBAD CITY PLANNING COM.MISSION GRANTtNG A CON- DITIONAL USE PERMIT, LOCATED SOUTHERLY OF CARLSBAD STAT PARK AND WEST OF OLD COAST HtGHWAY 101, FOR A FENCED HELIPORT PAD, identified by title only and further read- ing waived; such Conditional Use Permit shall be for a One (1) Year Period and subject to the Conditions of Approval as itemized in Staff Report dated September 4, 1969 and is granted for the reasons stated below: 1. There is a growing need for such a helipad facility in this area; 2. It will not be detrimental to the surrounding prop- erties; 3. It will provide, and fulfill a need for, ernergency- type services. NEW BUS I NESS: (a) Commissioner Palmateer brought up the subject of landscaping for the new freeway right-of-way through Carlsbad and hoped the City would contact the.State Divisi.on of Highways prior to this construction to lear what was available in landscaping for this area. The Planning Director And Councilman Neiswender were questi ed for any recent developments by the County regardi'ng Interstate 5 and partkcularly the landscaping program for a "scenic corridor" as planned by the County. Mr. Olinghouse stated he would keep the Commission aware of the County project and, Mr. Neiswender stated he knew of no recent changes regarding landscaping although he had understood that all highway programs presently ap- proved and engineered would be completed this fiscal year. He also felt the City should pursue the question of landscaping and suggested that the Planning CommFssi instigate this action to the State. Following additional discussion, a motion was made to draft a letter from the Commission to the Council, with copies to the Parks & Recreation Commission, requesting the proper contacts be made to the County and the State agencies regarding possible 1ands.cape programs for the Carlsbad portion of Interstate 5 right-of-way. This motion received a unanimous voice vote approval. (b) Commissioner Gullett presented comments on a recent San Diego newspaper article about sites for a major jet airport, one of which is cited as Palomar Airport. Mr. Gullett asked the Commission to keep abreast of any plans of this nature and to be aware of the many prob-, lems involved in a major airport in this city. While he was aware of San Diego's need of such a facility,'he also felt other locations under consideration would Motion Ayes Nayes n- n Mot ion Ayes "-.
