PUBLIC HEARINGS:
(a) CONTINUED - VARIANCE - To consider application fo reduction in lot frontage from 60 to 20 feet, creatins a ."Panhandle Lot!' - Applicant: Mrs. Donald JI Hunt, f6 1239 Knowles Avenue property.
Mr. Johnston presented the Staff Report dated 2/1 70, in conjunction with a wall exhibit depicting subje property, the adjacent freeway, and adjointng properti The report set forth the background information concer ing the particular lots involved,. and preceeding condi tions requiring this variance application. The Staff recommendation was to approve this panhandle'lot split was substantiated with reasons and several conditions regarding public utilities, street dedication, drivewa openings and, conformance with Ordinance #8045 for house moving regulations.
The secretary introduced a letter of protest to this application, and fin particular the abandoned hous now located on this property, which was dated February 24, 1970 and signed by adjacent property owners: MR. & MRS. FRED'E. REMINGTON, MR. & MRS. RICHARD WERNER, MR. AND MRS.. PHILIP L. BOLES, MR. & MRS. JOSEPH J. WHITFIE MR. & MRS. IVAN LUNDQUIST, AND MR. & MRS. ROBERT L. CO
MR. HARRY TRUAX, of E. Brian Smith Engineering, a representative for the applicant, was present to furth explain the circumstances involved with Mrs. Hunt's pending arrangements for this property. He stated she intends to have the abandoned house completely refurbi and placed on a permanent pad, but she must still be able to utilize the remainder of the parcel. He furth stated Mrs.. Hunt is definitely willing and ready to proceed immediately with the filing of the tentative m for subject parcel, the necessary remodeling, and all Dther details. Commissioner Dewhurst questioned the arrangements being made for drainage on the panhandle lot and Mr. Truax ventured opinions how this would be jone. Mr. Dewhurst commented that on past panhandle lo decisions, drainage had been made onto the street. Mr rruax added this problem would be resolved at the time the other lot was built on. The panhandle lot is in excess of 100 feet wide and Mr. Truax stated the house would be well set away from the property lines. There were none in the audience to speak in favor of this ap plication.
MR. COOK, 1195 Stratford Lane, stated he was one of those protesting in aforementioned letter of opposi tion and, that they were opposed to a panhandle situa- tion being allowed after 3 years of looking at the pro as it is now. He felt there were no guarantees Mrs.Hun will actually do as so stated and they had been told before there were to be no "move-ons" in this area. Th feel there should be guarantees that what she does wit this property is in- agreement with the rest of the pre dwellings there and no the detriment and eyesore the

The public hearing was closed at 8:lO P.M. and ;ommission discussion followed. Comments were made as ;o the desirability of keeping the present residential lse intact and that while panhandle lots were not alwa) :he best use for oddsize lots, this particular applica- :ion appeared not to be objectionable in that area. he sign situation and ha.d learned that most of those ontacted were conforming with the new sign ordinance nd that subject list of signs and action taken furthe ndicates the progress on this in the City. Mr. Osbur tated there are 143 business houses in the City and a f these are to be contacted regarding their signing, s to its age, condition, sizes, etc. He added the pre ethod of routing the sign permit to all concerned de- artments and the policy of advising businesses about he sign ordinance was having very good effect. He dded that all. political or promotional signs of a tem rary nature had obtained the required City Manager pproval, for a 30 day period.
0.8 Scenic Corridor: Mr. Johnston commented.that the epartment was currently attempting to work out a join rogram for landscaping, etc. with the City of Oceansi long El Camino Real. This is however, still in the tal king" stage.
0.13 South Carlsbad Community Plan: Mr. Johnston com ented the department has started contacting the prope wners in the area and preparing some preliminary plan e felt in the next couple of weeks they would be read o have a study session with the Commission, and hope- ully c,omplete this item by June.
The Chairman wished to add two items, as follows: 0.16 C-M Zoning Study: Per previous discussion re- arding bulk storage operations in these zoned areas.
0.17 Review of Sign Ordinance re Variances: This also as previously discussed and the Planning Director has een requested to present a report.
Mr. Osburn requested discussion and direction fro' he Commission regarding handling of subdivision direc ional signs. The various needs, uses, and probable ocations of these rather "special use" signs which de elopers or owners use to direct homebuyers to their omes, etc. Mr. Osburn stated no signs are allowed On .public right-of-way, but asked that some action be nitiated, in the form of amendment to sign ordinance r other means, if the Commission felt these were nece ry. Should an amendment be considered,stipulated dl's ances for sign locations, how many to be allowed, siz nd how long they could be used should be included, fter considerable discussion as to necessity of such igns, other means of advertising subdivision location tc., the motion was made and passed unanimously by oice vote to leave the matter of such signs as is.
