By a proper motion and unanimous voice vote approval, Moti'on X
the minutes of the meeting of May 12, 1970 were approved, Ayes

PUBLIC HEARINGS:
(a) CONDITIONAL USE PERMIT - To allow construction of
a Lutheran Church, Church School and Parsonage, locatec
on Southeast Corner of Elm Ave and Valley Street;
Applicant: Henry Meyers Investment, Inc.
The Chairman referred to the May 20 memorandum fron
the Planning Department, requesttng a conttnuance of
this item for two(2) weeks to allow more time for the
Engineering Department to complete their condtti'ons of
approval for incorporation tn the staff report. .
The motion was then made to continue this puhllc
hearing for conditional use permlt to the meettng of X Matron
X Absent June 9, 1970; this received voice vote approval.

OLD BUSINESS:
(a) Planning Commission Resolution No.'657 amending
Ord. #go60 Article 14, Section 1400 re Conditional'.U'be
P-ermits; returned by Council request for additional
information and revision. .
Mr. Olinghouse referred to the recent Council re-
quest for additional information on Item E, Page 1 -
'Carnivals and Circuses', and certain other lesser re-
visions or deletions from the final form previously sub-
mitted to them. He noted that 'Fairgrounds' had also
been added,under Uses,.while 'Rodeos' was not added as
-.suggested by the Commission, in that this type use was
covered elsewhere in the amendment. It was generally
agreed that this revised form should now be acceptable
and covered all previously discussed items as best
possible.
Inasmuch as this is already a formal Commission
resolution, no motion was necessary to return it to the
Council for their further consideration. However, a
motion was made to return the revised Resolution No, 657, with changes requested and now incorporated, to
the Council, with a memorandum stating it has the ap-

proval and concurrence of. the Commission, as revised.
(b) 'Continued' Items Attachment - Planning Director
reports :
70.2 Garfield Area Reclassification: Mr. Olinghouse
referred to the department's suggested letter draft
dhich would be sent to all property owners in this are
(Garfield/Tamarack Ave), as a means of polling them as
to their wishes regarding reclassification. Mr. Johns
clarified that a copy of the recently adopted RD-M Zon
ordinance, as well as a density/zoning map for the are
would be attached to this letter. The property owner
can then simply mark whether or not he approves of SUC
zone reclassification and return his statement to the
department office, and in this manner all property
owners involved can determine what is to be done in th
a rea.
It was agreed this was a good means o? getting
all property owners knowledgeable of the new RD-M zone
con,cept, in that action has been pending for this area
for some years past. The motion was made to approve
the Planning Department's letter to property owners, a
suggested.
70.3 Buena Vista Lagoon Study: Mr. Olinghouse re?ter
ted the facts to the present time between thts ctty an
the City of Oceanside regarding preservation of Lagoon
lands and uses, which was to have resulted ?n a Jolnt
City Committee. He stated further that a formal resol
tion needs to be presented to the Council for approval
and subsequent forwarding to Oceanslde. tt was agreed
that now the Commission should origtnate such a resolu
in order to reactivate this project, Mr. Oli'nghouse
Nas requested to make known to the Council the purpose
and apparent need of such resolution from thi's Clty, t
line with previous requests from Oceanstde.
70.4 Mobile Homes Study: This report having Just be
completed and handed out to the Commission, Mr. Olingh
stated he would discuss it briefly and allow them tlme
to digest the contents thereof, prlor to any formal BC
or recommendation to the Council. It was pointed out
this study was entitled ''Supplement No. 1 to the Housl
Element" and the Council could approve it and adopt it
to the Code of the City.
He briefed the four main parts of the study, co
pleting with the department's recommendations as a res
of the complete.study project. He stated it had gcown
considerably from his original intention for such proj
in that he had studied various sources of statisttcal
data and compared this city with some 5 other North
County cities, 2 of which have also completed some typ
of mobile home study. All aspects and considerations
regarding mobile home parks have been approached and M
Olinghouse commented on certain detaTled data made aya
able from Mr. Robert Sanborn, wfitch had been very help

3een limited in some areas. For instance, Carlsbad hac
?o modern, or recently added, mobile home parks but dit
7ave nearly 5,000 spaces recently approved in the past
18 months, none of which have yet developed. Of these
the 650 space park slated for east of El Camino Real
and entitled "Rancho Agua Hedionda Park" has had it's
Zonditional use permit for almost a year and this will
sxpire for such use in mid-June.
Comparisons for tax revenue to cities between
jubdivisions and mobile home parks, as well as actual
tax revenue received from such parks, was commented on
3nd is covered in this report, although it is stated
that such statistics are hard to pin down under the
sresent State law. Mr. 0.linghouse also added that San
liego's Comprehensive Planning Organization (CPO) has
recently initiated a county-wide study on the mobile
Tome park question .and he suggested this City wait for
additional information from such a comprehensive repor'
-le concluded that the city now has a basis of referencc
for future mobile home park applications. Mr. Oling-
louse also stated the moritorium period has now lapsed
3s of May 19, 1970 and he wished to make this report
3vailable.to certain interested individuals, prior to
final acceptance by the Commission and Council. He
stated a-11. copies could be marked "Preliminary" until
the report is completely discussed and approved of.
The motion was formally made to continue this
natter for discussion to the meeting of June 9, 1970.

70.5 Density Study: Mr. Olinghouse stated a new map
incorporating this study and the one under ttem 70.12
(Revised General Plan - Land Use Element) would he
.landed out for later discussion also. Mr. Johnston
stated some problems had arisen, ori'gtnating from the
"Harbor Report" of past years, never havi'ng been accep
by the City. Discussions with property owners in the
area have proved this a detriment now. This new map,
in addition to the department's map and recommendatton!
~reviously submitted to the Commission, will be discus!
during a June meeting, or possibly will require a Work
Session.
70.6 Public Utility Zone: Mr. Forman and Mr. Oling-
iouse..hhd attended the SDG&E-hosted luncheon of May 16
and Mr. Forman reported on some of the items covered
there. He stated a formal report Rad been precsented by
3n official of SDG&E, as well as their requirements anc
intentions for future fuel use and additional structurc
at the Encina Plant.
. Mr. Ted Richmond of that company stated he expel
DGEE to reply to the Commissionts drafted public utrl
one in the near future.

70.8 Sce.nic Corridor: Mr. Olinghouse stated there
were now some good source’s of air topography photos of
the El Camino Real area and it was the departmentEs
intention to avail themselves of this type material to
aid in this particular study.
70.11 Problem Area Zoning Study: Mr. Olinghouse statt
the Neighborhood Advisory Committee was formed at the
last meeting of CIC and the property owners will be cor
tacted as soon as a representative of the HUD office il
Los Angeles can visit and explain the federal programs
more thoroughly to them.

70.12 Revised General Plan - Land Use Element: Mr.
Olinghouse referred to the area and map for this land
use element and a resolution of intention to set publt
hearing for June 23, covering an amendment of the
General Plan. It was pointed out t-hat about one-third
of the Garfield area in question under Item 70.2 above
was under consideration in this proposed amendment, an
Commissioner Little suggested waiting for the results
of the polling of property owners on the former item,
before setting a public hearing in this matter.. I.t wa
suggested by Mr. Johnston that a photocopy OP this map
could be attached to the letter for these property own
and thereby cover polling on the two questions at one
time. Therefore, this item will be continued pending
results of the survey.

There was no representative from the Building De
partment present to present and answer questions on thl
house move request, and it was agreed to continue tRis
item of business to the meeting of June 9, 1970, to
allow this .department to be present. t
,COMMITTEE REPORTS:
(a) Community Involvement CommitteeCCIC1: Mr. 01 ingh
briefed on the recent activittes of the Goals subcom-
mittee, in particular with the forming of: new goals fo
the City regarding ecology, land use goals, etc. This
group is now meeting every two(2) weeks and Mr. Olingho
thought he would present this in more depth to a work
committee of the Commission during the montfi of Ju.ly,
which could be a joint meeting of these two groups.
Also, the next meeting of the Clf comrnEtteesi will be
an evening meeting at Jefferson..School; 7:30 Pi:Ms;-
Wednes-day, June 17th.

(b) 'Leased Housing Progr.am: Mr. Olinghouse advised h ?ad received word this date from Sacramento that the
contracting with the consulting firm and the State is
Deing completed, but that the funds are now retroactiv
to May 15 rather than the former date given of May 1,
(c) Airport Expansion: Discussion was given the rece
addition of 1,000 feet of runway at Lindburgh Field in
San Diego by the Marine Corps Training Center, which i
?oped will alleviate some of their pressing traffic
problems.
