APPROVAL OF MINUTES:
The minutes of the regular meeting of June 9, 1970 were
approved as corrected, by a motion receiving voice vote
approval.
WRITTEN COMMUNICATIONSt
(a) The secretary read a letter from the San Diego
Comprehensive Planning Organization (CPO) regarding the dissolution of that body, the final voting on this ac-
tion from all represented cities, and the baLance of
treasury funds being given to'a San Diego State college
graduate student in the field of planning ($408.71.)

I PUBLIC HEARINGS:
(a) CONDITIONAL USE PERMIT - to allow use of existing office space as a Small Animal Clinic at 2699 State
Street, on Westerly Side of State, North of Beech Ave:
Applicant: Dr. Henry C. Gregg, D.P.M.,
Mr. Johnston referred to a plot map exhibit, show-
ing the proposed temporary pet clinic in a building on
the front part of the lot with several other .businesses
located in the same building. He also r ad the Staff
Report dated June 15, 1970, presenting the background
for this request, in particular, that it is to be a
,temporary location only, pending completion of permanen
:construction at 2739 State Street. The staff recommend
tion was for approval of this request, subject to certa
eonditions, among which was a time limitation of eight(
'months only (through February 23, 1971.)
MR. BOB STOCKTON, 1759 Monte Vista, noted an incor
rect ownership on one of the adjoining properties (show
as Nation 6i Lee, owners) which has apparently been sold
since receipt of the latest assessor books from which
these ownerships are taken. This was explained to Mr.
Stockton for clarification. There were none in the aud
ence to speak either for or against this application an
the public hearing was closed at 7:45 P.M. (It should
be noted that the applicant, Dr. Henry C. Gregg, was
delayed, but he did arrive in time to state he would be . glad to answer any questions and that this use would be
a clinic only with no kennel facilities and overnite animals kept. The applicant was -advised there were ap-
parently no questions on this request.)
The motion was properly made to approve Planning
Commission Resolution No. 667, granting this applicat2o
for the reasons shown below and subject to the conditio
set forth in Staff Report of June 15, 1970.

PLANNING COMMISSION RESOLUTION NO. 667 - A RESOLUTION
OF THE CARLSBAD CITY PLANNING COMMISSION GRANTING A
CONDITIONAL USE PERMIT FOR THE USE OF AN EXISTING OFFIC
SPACE AS A SMALL ANIMAL CLINIC, LOCATED ON THE WESTERLL
SIDE OF STATE STREET, NORTH OF BEECH AVENUE, for the
following reasons: (1) The proposed use will be compati
ble with surrounding businesses; (2) The proposed use
is to be temporary only; (3) The proposed clinic is fox
'outpatient' use only. This permit is granted for a
eight(8) month period only, from the date of this hear-
ing, through February 23, 1971.
(b) CHANGE OF ZONE and ADOPTION OF MASTER PLAN - to recommend Change of Zone from R-A-10,000 to P-C(P1anned
Community) Zone and Adoption of a Master Plan, located
Southwesterly of Intersection of Marina Way and Park
Drive; Applicant: Dr. Nino Ferrero, M.D.
Mr. Johnston referred to a wall exhibit depicting
the acreage and location of subject property and he referred to various details of this exhibit as he read
the Staff Report of June 17, 1970. This report discuss
the proposed densities for this area in detail, and the Staff recommendation to approve was subject to conditio

general area, and who stated they were agreeable to the
proposed P-C Zone use as it is agreeable with the Gener

MR. ALLAN KELLY, SR., 4675 El Camino Real and alSC
an adjacent property owner, stated he was completely agreeable with such use under the P-C Zone, and wished
to compliment the Planning Department in it's work in
making such land use available in the city. The publi hearing was closed at 7:55 P.M., there being no others
to speak on this application. Commission questions and

Commissioner Little referred to the Janss property
sdjoing the Ferrero parcel on the SW corner on the Cove
snd which is zoned C-@ and therefore, any plans for the
Ferrero property should be compatible with this adjacen
zoning. There was additional discussion, but it was
~enerally agreed this was the best land use for this
parcel and this is only the preliminary hearing to con-
sider the zoning reclassification, prior to any develop
nent plans being submitted for review. The motion was
nade to recommend approval of subject application to
the City Council, via Planning Commission Resolution No

NEW BUSINESS:
(a) RESOLUTION OF INTENTION N0.72 - To Amend General
Plan - Land Use Element - to set P-C Zone for certain
areas East of Int. 5 bounded by Harrison, Adams, Park,
Kelly and Cannon Road (to be known as "Agua Hedi'onda
Lagoon Amendment") for public hearing July 14, 1970
(2) The use of the PLanned Community Zone assures the

OLD BUSINESS:
(a) 'Continued' Items Attachment _- Planning Director reports :
70.2 Garfield Area Reclassification: Mr. Olinghoust
read a memorandum dated 6-23-70 which covered the re-
sults of polling of property owners for the land area
involved. This polling had been for (1) reclassifica-
tion to RD-M..Zone and (2) Amendment to the General P1i
re Densities. The department recommended setting the
public hearing date for 7-14-70 for these 2 items, ba:
on the response received. An attached plot plan also
showed the locations for the various responses.
In discussing the affirmative replies and the
"no response" percentage figure of the total solicitet
it was felt there still remained too much doubt of thc
feelings towards this action by al-1 property owners,
and it was felt a second letter being sent,(with self,
addressed and stamped envelope) to the 35 remaining
owners who had not responded at all, was desirable pr.

contacted by Ted Richmond, representative for SDG&E,
who stated they wished the City to continue with form;

70.13 South Carlsbad Community Plan: Mr. Olinghouse
advised that at least one of the major property owners in subject area has not responded to the departmentFs
plans or previous discussions regarding the area plann
and he felt this item should be dropped from the activ
list at this time.
70.14 Open Space Element: Mr. Olinghouse wished to
delay any action on this item, pending the department'
revised General Plan presentation, which is currently
a priority activity and will be presented to the Com- mission before the end of the year.
70.15 Education Element: Deleted. from list. (Mr.
Olinghouse stated the consultants (Duncan f Jones of
Berkeley), under the '701' federal assistance program,
will present the education element under their work
scope.
70.20 Revised General Plan Project: (New Item -
Target Date - before the end of 1970.) Mr. Olinghouse
briefed on some of the aspects of the revised plan
currently in work in the department, many aspects of
which relate decisively to planning projects or items
previous and currently before the Commission. He
.added the revised plan has been discussed and needed f
the City for a long time and he hoped the support of
the Commission, and other outside agencies, 'will be
available in this effort. Specifically, work sessions
will be required to discuss the many aspects of this
revision, as soon as more work is completed by the
department.

70.21 Review of Harbor Report: Commissioner LITTLE
discussed the City's Harbor Report, whi,ch he felt shou
be updated in line with current planning for the Lagoo and a potential harbor. This could be carried on the
'Continued' items list as a "long range" program for
the Planning Department. Mr. Olinghouse stated a work committee could be formed, following a status report
from the department on the present Harbor Report.
COMMITTEE REPORTS:
(a) Environmental Pollution Commission: Mr. Olinghou
advised of this new groups first meeting, the purpos-e
of which was to solicit members'to serve on such a
commission for the City. Several members of the San
Diego State College staff, and one from UCSD, were now
interested in this activity, which is not scheduled to
begin meetings until September of this year.
