MINUTES OF MEETING: Planning Commission
DATE OF MEETING: January 12, 1971
TIME OF MEETING: 7:30 P.M.
PLACE OF MEETING: City Council Chambers
ROLL CALL:
City Staff present': Stuart Wilson, J. E. Spano, and E.
J. Olinghouse.
APPROVAL OF MINUTES:
The minutes of the meetings of December 8 a'nd
December 22, 1970, were approved as corrected, by a
motion receiving voice vote approval.
WRITTEN COMMUNICATIONS: None.
ORAL COMMUNICATIONS: None.
PUBLIC HEARINGS:
(a) RESOLUTION OF INTENTION N0.76 - To consider recomme
ding Amendment of Article 13.75, Ord.#9060, re Planned
Community (P-C) Zone.
Mr. Olinghouse briefly went through the minor chant
being proposed to the P-C Zone, specifically: (1) Chans
uses permitted in C-1 Zone to uses permitted in C-2 ZOI
provided such uses are .established to provide a service
primarily for residents of the P-C Zone; and (2) Parkir
there shall be at least two(2) offstreet parking spaces
to be changed to "Parking as follows: Required off-stre
parking per unit shall be: a. Studio or Efficiency Unit
1 Space; b. One-Bedroom Unit-1.25 Spaces; c. Two-Bedroc
Unit-1.50 Spaces: d. Three or More Bedroom Unit-2.00.
Spaces. "
There being no questions from the audie?ce and none
from the Commission on this proposed amendment, -the
motion was made to adopt Resolution No. 686 and recomme
adoption of same by the City Council.
PLANNING COMMISSION RESOLUTION N0.686 - A resolution
recommending to the City Council of the Cimty of Carls-
bad an amendment to Article 13.75 of Ordinance No.9060
(Planned Community Zone), for the following reasons, al:
a copy of this resolution to be forwarded to. the City
Council in the manner prescribed by-'law: Reasons: (1)TL
proposed amendments will allow more flexibility and
better utilization of the Planned Community Zone.(2)
Subject amendments are in the best interests of the Cit of Carlsbad. ..
NEW BUSINESS:
(a) Preliminary application for Planning Assistance for
1971-72 Fiscal Year, Planning Director to State of Cali
Mr. Olinghouse was on hand' to dis'cuss his submittal
to the State's Council on Intergovernmental Relations (C as a Preliminary application for planning assistance,
involving some $60 thousand dollars, $40 thousand of
which is involved in the requested State grant.' He

added -the Commission would view, for information purpos
only, his final application which he plans for about
May 1971.
The previous'701' approved program-and the forth- coming reports as a result of this assistance program,
were touched on, 'as undertaken by the department's staf
and the planning conssltants in Berkeley.
I OLD BUSINESS:
I (a) 70.6 Public Utility Zone: Revised Draft still with
utilitu comwanu.
70.8 Historic Corridor: Mr. Olinghouse commented that
the project has been revitalized as a result of his mee
with the Planning Director from- Oceanside, Mr. Mi.ke
Bedeux, and their previous correspondence to this -depar
ment for work on a "Historical Corridor" pian. Both
cities will have' interns working this Spring in their
departments 'and this program can become active .again at
that time.
70.11' Problem Area Zoning Study: Mr. Olinghouse stated
reports will be forthcoming from the CIC on this in the
near future.
70.20 Revised General Plan: No change.

70..21 Review of Harbor Report: No change.
70.22 Vehicle Parking Ordinance: Mr. Olinghhuse .cornmen
on the memo from the E.P.C. to the Commission, includin
their statements regarding noise control and many
potential noise problems. It was also their recommenda
tion to include all potential and/or all existing nuisa.

Chairman Little commented that historically this ty,
of proposed ordinance became very difficult to present
to the 'pblic and he could foresee many problems in thi,
particular area of concern. Mr. Olinghouse stated he
was to attend a N.O.I.S.E. Symposium in 1;os Angeles the
following week,, which was aimed- at approaching that cit
and county's noise pollution and related p'roblems. He
added he might have more to contribute on this aft.er .th
conference. .
Commissioner Forman com'mented on the work committee
for the Nuisance ordinance getting started soon and he -
felt all 3 members should definitely be present for Che
meetings. T-he Chairman asked that the staff set up
specific items to be covered in such work sessions, and
make the material available in order to proceed in an
rderl y manner.
