Mr. Agatep presented the Staff report advising that it contained modifications made at the request of the Commission at their meeting of March 13, 1973. There was, again, s.ome concern expressed for making this an ordinance and after discussion by the Commission it.4 was recommended that this item should be consideeed. at a later meeting. At this point, Mr. Agatep suggested that the amendment.: should be discussed at a workshop session and a motion was made to continue to the next NOES motion carried. """"""""""""""""""""""""""- Staff advised that environmental impact requirements had been satisfied re: this amendment. The Public Hearing on this matter had taken place at the previous meeting and on receipt of the advice concerning E.I. requirements, a motion was made to accept the report NOES as commercial offices. Pritchard and Joyce M. Pritch for a C.U.P. to develdp a 105-space recreation rd on the south side of Palomar Airport Road between trailer park (K.O.A.) on property generally locat?d Macario Road $undeveloped) and Kelly Drive, East Of 1-5. """"""""""""""""""""""""""- The Staff report was presented by Mr. Agatep. The report outlined their reasons and conditions for ap- proval. There was a short discussion between staff and the Commission to clarify questions re: location of the park, flood plains problems, access and con- struction. Mr. Bert Pritchard, 2285 Cameo Rd., the applicant, made a brief presentation and requested that the C.U.P. be extended for a period of 15 years instead of ten as recommended in the staff report. The Ceramission had several questions re: length of time requested for the * C.U.P. and expressed their approval of a plan for this type afpprofect in Carlsbad. There was no one present to speak in favor of, or.in opposition to the application and the public hearing was closed at 8:45. ! ! i .,- . . . .. CITY OF CARLSBAD Without further discussion, a motion was made to approve the Conditional Use permit for a period of 15 years and the motion carried. (f) CONDITIONAL USE PERMIT NO. CUP-80 - Request filed by John Amos and Alberta Amos for a C.U.P. to all6w.constraetion of a church and related:: facilities on property generally located at 1238 Oak Avenue;. ........................... Staff recommended that this hearing be continued to the regular meeting of April 10, 1973 to allow time for receipt of further information and final report preparation. There was no one present to speak in favor of, or in opposition to the application, op continuance toiitfieg next regular meeting and a motion made to this effect carried. (9) CONDITIONAL USE PERMIT NO. CUP-81 - Request filec by Rev. Richard S. Miller (Church of the Nazarene for a C.U.P. to constcoct a church and'related facilities on property generally located at 2675 Highland Drive. ........................... Mr. Zander presented the Staff report outlining their reasons and conditions for approval of the project. Three letters in opposition were presented to the Commission : Ziegler, 2701 Morning Glory Lane; Compton,2715 Morning Glory Lane; and a combined letter from Mr. Compton and Mr. Zieglerr There was a petitic presented by those opposed along with a petition from those in favor. Four of the signatures included on the petition opposing the project were also on the pel tion in favor of the project - 1. Herbert S. Mooney, 2684 Highland Dr.; Helen S. Fairchild, 2792 Highland; Wm. T. Price, 1355 Forest Avenue; and Violette Git. Mr. Nick Sauer, Attorney, 2965 Roosevelt Street, was present on behalf of the,Chuuch of the Nazarene as was Rev. Richard S.'Miller. They briefly explained the project, pointing out that traffic would ingress and egress from Las Flores not from Highland since this was one area of concern. Those appearing in opposition to the project were - Ralph Ziegler, 2701 Morning Glory Ln.; Joe Martin, 2635 Highland Drive and Mr. Compton, Morning Glory Ln There was no one else present to speak in favor of, 01 in opposition to the project and the public hearing was closed at 9:35 P.M. There was a lengthy discussion by the Commission re: when the C.U.P. should take effect; landlocked lots which would be affected, the use of the present ' structure on the property as a temporary meeting placc for the church and the length OC time for use of the present structure as a church. At this point, a short discussion took plac when the City Manager advised that perhaps the Commiss would want to place a time limit regardin g temporary use of the house currently on the property. UNFINISHED BUSINESS: (a) ENVIRONMENTAL IMPACT GUIDELINES """"""""""""""""""""""""""- A brief report on the new guidelines was presented by City Attorney Biondo along with the printed informatio from the Planning Department. The Commission was re- quested to refer any questions they might have to him. NEW BUSINESS: (a) TENTATIVE TRACT CASE NO. CT 73-7 - Request filed by La Costa De Marabella Associates for aDDroval o? a 58-unit condominium development on 6I.62-a~. generally located on the south side of La Costa Avenue between El Camino Real and Nuera Castilla Way. ........................... Mr. Agatep presented the Staff report on this one-lot subdivision outlining their reasons and conditions for approval. Mr. Jack Raines, Rick Engineering, Carlsbad, applicant representative advised that they concurred with the recommendations of staff. After a short discussion, a motion was made to approve the application for tentative map and the motion carri LATE ITEMS: (a) PARKING PROVISION FOR TRI-CITY AUTO DEALERS (VINCE DIXON FORD) Staff recommended approval of request from Vince Dixon Ford to relieve them of certain curbing requirements on portions of the parking lot planned for new cars and trucks,"specifically around planter areas.
