APPROVAL OF MINUTES 2. The minutes of March 12, 1974 meeting . were approved with a correction of adjournment time change from 12:30 p.m. to-12:30 a.m.
The minutes of March 26, 1974 meeting were
approved as presented.
The minutes of April 9, 1974 meeting were approved 'as presented, with one correction on page 2 in third paragraph should'read

PUBLIC HEARINGS:
1. CASE NO. GPA-28 - LAND USE AND CIRCULATION . ELEMENTS. This item was taken out of sequence
and placed at end of Agenda because it required lengthy discussion.
The Pla.nning Commission was presented a staff
report on the major changes reflected in the
land use and circulation elements. .The .
Planning Commission accepted testimony from the foll owing persons:
.'Byron White, 'lawyer for Bresse Ranch, pointed
out .on .a wall graphic between 600-.700 acres' - in an' area bounded by Palomar Airport Road on the north and El Camino Real on the west.
The property is owned by Mrs:Bresse who
1 ives in Los Angel es. Mr. White presented
copies of a letter and map requesting that
be incorporated in the Land Use Element of
the Carlsbad General Plan. He comnented on
reasons listed in the letter and for,these
reasons, it was requested that the plan

be adopted, and that the Planning Department's and the Citizens' Land Use Comnittee's Plan be adopted for the south side of Palomar.Airport Road. The Citizens' Committee will be requested to study this ,subject also known as Carillo Ranch.

.Mr. Ronald Navarez, 3147 Roosevel t, spoke against a zor change. He indicated property owners in that area had gotten together and do not want the zoning in that aree changed. They want it to remain C-1.
Mr. Keith Gregory, Hill Street, Oceanside spoke on density 22 units per acre vs. 30 units .* He thought 10 to.16 units per acre should be medium density and 20 to 30 units per acre should be high. He felt he would be hurt financially with a proposed zone chans
At thi.s point Commissioner Dominguez asked what the average density per acre had been. Mike Zander of the Planning Department answered 25-30 or 33 maximum. Commissioner Jose asked if our greatest density had been in lower income property. The Planning Director . answered, stating it had not been in that area at a1 1.
A. J. Skotnicki, 3684 Adams, Carl sbad, stated he hoped, somehow that some of the jargon could be taken out of the,Land Use Element.and that it be presented to a larger number of people to enable them to understand our plans. He stated he realized this was only an
set phase on limited growth policy. He wanted to know
if there was such a policy and if so where he could find. it. , Secondly, if Land Use Plan proposed would allow for a kind of obscenity as Marina Towers in OceanGide.
Mike Zander, Planning Department, gave precise chanqes mad.e to.map on density and raceway where we differ .from Land Use Committee.
Mr. .Mike Straub, 3577 Catalina, spoke concerninq the -map s'howing lower'density than the City has been using in the area. He stated he could see a density problem of 16. and Staff said possibly 20. Mr. Straub indicated 36 dwelling units per acre were presently

Mr;. Edward Navarez , 31 35 Roosevel t, Carl sbad , stated '. that residents in that neighborhood. did not want the ,' zoning changed. He felt it is their right to have area remain as i.t is.
Mr. Jack Kubota, P. 0. Box 1095, Carlsbad, related- his feeling on density around the city hall area to Las Flores. He indicated because of impacts of the freeway and Pi0 Pico, .this area is unfit for single-. family dwellings. He felt the R-1 zoninq along Pi0 Pic is a misfit in the City Planning.
Mr. Allan Kelley, 3445 Spanish Way, Carlsbad, spoke in reference to long-range planning. He stated the City and other concerned groups should get togethev and come up with a philosophy as to what we want to do in Carlsbad. Felt we should work toward population growth and stated schools would have to be prepared for this growth.

Mr. Mike Straub spoke again regarding small piece of property pointed out on map at El Camino and Chestnut. Stated this occurs because of the intersection. Stated he was confused because it seems to be down in a hole and yet it is shown with a higher density than other areas. The Planning Director explained that in the existing General Plan this is zoned Commercial on the north side and Residential on the south side. In an attempt .to lessen impact he stated something more compatible with major intersection should be planned. He indicated perhaps a land use that would act as a buffering to El Camino.
Mrs. 'Cleona O'Brien, Oceanside, indicated the noise level from freeway was bad. She thought property in the Pine Street area should be zoned for Professional Office rather than residential.
Appreciation was expressed in a letter signed. by John Mamaux, Chairman'of the Land Use Committee and ' . twelve members, to the Planning Commission and City Council for their interest, diligence and patience
. during the preparation of this Land Use Plan.
After substantial discussion between Commission, Staff, and. Citizens, motion was made to continue the matter to an adjourned Planning Commission Workshop to be conducted May 23, at 7:30 p.m., at which time the Staff
, and Planning Commission would recommend adoption of a Land Use Element to City Council before the Commission . took action on the Circulation Element. Chairwoman Casler told the audience anyone wishing to attend the works-hop may do so.

The Circulation Element was continued to the regularly scheduled meeting of June 25, .1974, with the stipulation that the flanning Commission would recomnend adoption of a. Land Use Element to City Council before the .Commission took.aCtion on the Circulation Element. Motion was made to give staff and Circulation Committee time to review circulation document..

Mr. Aftahi of Rick Engineering Company conc.urred to table this item. Commissioner Little asked if this,item would be renoticed. He was told it would be .renoticed. Motion was made to table the item at this time.

C. CASE NO.: CUP-96 - CARLSBAD BOYS CLUB CARNIVAL: A request was made by Carlsbad Boys Club to permit a carnival from June 12, 1974 thru June 17 , 1974, to be held at the Plaza Camino Real Shopping Center, locatec at the northwest corner of the intersectionlof Marron
Road and El Camino Real.
John Mamaux spoke in favor of the carnival and stated
he would appreciate the Commission's approval.
Motion was made to approve C.U.P. - 96 with one addition
to item 6 to read: to the satisfaction of the City
Manager.
d. CASE NOS.: SP-155 and CT 73-59 - PACESETTER HOMES: Requested consideration of Specific Plan and Tent- ative Map (not a public hearing) to permit a 326 unit condominium development on property generally located
at the northeast corner of Lowder Lane (Paseo del Norte)
and Camino de Las Ondus, (extended)
The Planning Director gave staff report stating staff
recommended approval. He indicated Item 4 met require-
ments relating to public facilities.
Mr. John Klug spoke with concern over future policies
of City Council regarding traffic signals. He stated
he did not understand their intention. Mr. Tim Flanagan of the City Engineering Department, explained the developer's responsibility for signals would only be up tu the-time of recordation of the final map. Mr. Flanagan also pointed out on wall graphic the traffic pattern for the City.
Commissioner Barrett stated this case was denied prior to this meeting. The Planning Director explained the
reason.for denial was because it did not meet the
existing Open Space-requirements.
After staff report, applicants testimony and discussion among members of the Commission, the Planning Commission moved.to approve the proposed project. The motion did not pass because of a 3-3 vote. The major objections to the project were circulation and development sf residential units in an area which had limited public, commercial and professional services.
Chairwoman.Casler explained to Mr. Klug that they had the right to appeal to City Council.
Motion did not carry.

Jerry Rombotis, 3505 Charter Oak Dr. spoke in agreement with staff report including items 1 and 3. Motion was made to approve this request based on justifications in staff report.

This. was continued because Mr. McReynolds was not able to comply to City Council Policy No. 17 (Public Facilities Policy). Motion was made to continue this item to May '28, 1974 to enable him to satisfy requirements of Public Facility Pol icy.
