CASE NO. GPA-28 - CIRCULATION ELEMENT
The City Engineer, Tim Flanagan gave report and pointed out on graphics some modifications from last Circulation Element adopted. Also provisions for bicycle routes were discussed, along with goals & policies of this elemel
Jane Skotnicki, 3684 Adams, Carlsbad, stated we must not
forget to 'include a bicycle route in our plan, not only
for recreational but for transportation purposes also. Felt this subject should be given high priority.
There was very little testimony on the Circulation Element After discussion between the Commission and Staff, the
Commission recommended that the revised Circulation Elemen
be returned to the Staff with instructions to include general provisions for a Bicycle Path and Route Program. Motion was.made at this point that the Circulation element be returned to Staff; that El Camino Real be designated as
scenic route and that the Bicycle Element be improved.

The Planning Director gave Staff Report. Mr. John Klucl of Pacesetter discussed the project and pointed out area on wall graphic.
This matter had been continued several times for the purpose of designing a more effective circulation system. After discussion by the Staff and Planning Commission and presentation by the appliant, a motion was made to recommend approval of the Specific Plan and Tentative Map indicating the first condition of the Specific Plan require that the lots indicated as Opt Space be zoned Open Space prior to final map approval.

CASE NO. SP-31 (A) Papagayo By The Bay (Larry Hunts PartnershiP):
Requested an amended Specific Plan to allow constructiol of '280 units on 23 acres of land located north of the Agua Hedionda Lagoon between 1-5 and the AT&SF Railroad zoned P-C (Plgnned Community.)
The Planning Director gave Staff Report. He stated the proposed project had not changed other than the deletion of the South one-third of the project since 1972.
Larry Hunts, Developer and Architect for Papagayo, told the Commission about the project. He stated the project plans were basically the same as presented two years-ago. He answered questions from the Commissioners regarding grading before rainy season, traffic signal and landscaping.
Public hearing was opened with Robert Crabtree, 4070 Harbor Drive, Carlsbad, spoke in reference to the chain-link fence around property. He said he under stood this was to be another type fence in the general plan.' He complaimed of traffic jams in the area. He felt if density was changed,the persons living in that area would not like it much longer. He also mentioned there was no lighting.
Barry D. Ammon, 4070 Sunnyhill , Carlsbad , stated he felt this project going in would cause a ruination of the Lagoon and cause traffic jams, no sidewalks, . wal k-dont walk and was concerned over tax effects., Stated he was definitely against the project being built there.
Mr. Diamond, 519 Chinquapin, Carlsbad, stated if 230 units are built, there will be a traffic problem. Also would 1 ike to see pub1 ic access cleared up 20 feet down Harbor Drive.
Jim Hunter, 4130 Harbor Drive, Carlsbad, asked if dirt that was contoured 30 feet higher in back of property would remain there.
Eileen Howard, 4075 Harbor Drive, Carlsbad, stated she would like to suggest the lot belonging to the Trasp family be dedicated to City of Carlsbad so that they may have adequate fire protection behind her home. Stated there was absolutely no access to west side of harbor. She a1 so suggested the road remain where it is so they may have access to their own back yards.

Bert Skowski , 4170 Harbor Drive, Carlsbad, Spoke regarding the d-ecorative fence the developer was to build. .Stated
there was a lot of pedestrian traffic. He mentioned there was no parking space provided and there was a public walkway at the end of Harbor Drive. Stated he had to Cali the Police to get automobiles out of his driveway. Asked where cars were going to park. He felt the parking problem had not been planned for.
Allan Kelly, 3455 Spanish Way, Carlsbad, asked if Papagayo and Pacesetter were going to have further rezoning, and pay for rezoning later. Asked if we would contemplate that would be a City. obligation.
Mr. Larry Hunts gave a rebuttal answering questions regarding the types of fences originally proposed. Stated the developer gave 5ch~fices of different style fences. Answered question regarding earth moving, stating they did not block any views and this dirt had been moved sometime ago.
The Planning Commiss.ion was presented a revised Specific Plan (SP-31-A). The revision was prompted by California Coastal Commission. requirement not to develop certain .land$ south of the sewer line which bisects the project site. The City Council approved a Tentative Map extension for CT 72-13 provided that a revised Specific Plan eliminating the area preempted by the Coastal Conmission be left out.
Motion was made to deny this project for the following reasons : 1. The proposed Specific Plan is QbstantiallS different from the original Specific Plan (SP-31) , approved by the Planning Commiss- ion.
2. There will be no guarantee that the origina Specific Plan (SP-31) will be able to be constructed at such time the State Coastal Commission his adopted the Coastal plan.
3. The proposed Specific Plan (SP-31A) does

not provide for adequate access to the proposed open space easement.
NEW BUSINESS
- CPO Six-Month Report
The planning Conmission was presented a report requesting July 9th as a date which the Planning Commission and City Council could meet to hear the CPO Six-Month Report. The Commission, by minute motion, agreed that 7:OO p.m. on July 9th would be .an appropriate time for the report. The Planning Director will request that notification be given to the City Council at the July 2nd meeting that CPO will be available on July 9th at 7:OO p.m. .........................................
UNFINISHED BUSINESS
The Planning Director mentioned memorandum Sent to city Council regarding Carls''.Jr. Restaurant. The City Council approved Carl si Jr . Restaurant on the appeal The Planning Conmission acknowledged receipt of the report. .............................................

LATE ITEMS
The Planning Director presented to the Planning Comnissior a report outlining the process the City Council has taken
with respect to the redesign of the Covington-Coninmark Project. An explanation was given that densfty had been reduced to 13.25 dwell ing units per acre and that the goals and policies of the Open Space and Conservation Element had been met by a redesign which added several public amenities. After discussion by the Planning Commission a motion was made that the report to the City Council indicate the following:
1. The Planning Comnission is not in agreement with the redesign of the Covington-Coninmark project. It is the Planning Commission's opinion that the . density should be 10 dwelling units per acre maxi- mum. The Planning Commission has recently recommended to the City Council the proposed revise land use element which recomends a density range of 4-10 dwelling units, therefore, if a re-design is to be accomplished, the re-design program should meet the density recomendation forwarded by the Planning Commission.
2 .. An alternative to the above recommendation, if the City Council elects to proceed with the proposed Covington-Coninmark project prior to the adoption of the revised Land Use Element, the Planning Commission recommends that the City Council adopt Exhibit A - SP-,102 revised June 18, 1974. It is recommended that the adoption be subject to the amendments proposed by Staff and Applicant in the report to the City Manager dated May 14, 1974.
