APPROVAL OF MINUTES AND RESOLUTIONS
Approval of the minutes of .June 24, 1975 were continued to the August 27, 1975 meeting for lack of quarum.
The minutes of July 23, 1975 were approved with the following correction under oral communica€ions:
"Nominati.ons for Chairman of the Planning Commission to .fill' the unexpired term of Gary. Wrenth for the remainder of the- 1974. period, were held. 'I '
Resolution No. '11 73,. Michael Straub, V-250 .was approved with the following corrections:
The dates of the public hearings sho.uld specify May 13, 1975, continued to June 24, 1975 and July 23, 1975.
Under facts and reasons, finding No. 1 should read .as follows:
1) There are speciai circumstances applicable to the subject property which are not shared by other similarly zoned'propert: in the area as follows:
a) The parcel has a shape other than the conventionally

Amos Sommers, Applicant, requested continuance of two weeks, to the August 27, 1975 Planning Commisison meeting, to work out technical problems in the project.
Chairman Jose asked the audience if there was anyone present who wished to be heard in regard to this case.

Mrs. Sarah Hernandez, 3839 Sierra Moranda , Carl sbad ,. asked if Mr. Sommers could further state what problems he had ..to work out.
Mr. 'SQmmers stated that the .problems pertained to technical. prob- lems involved in annexing Lot A, shown on Exhibit A, dated . '7-14-75.
Mrs.' Hernandez stated she could return in two weeks to'heav: the .case and make her statements.

Scenic Highways Element of 'the General Plan - Consideration of thi Scenic Highways Element of the General Plan.
Planninq Director Donald Agatep gave brief staff presentation explaining memo of August 13, 1975.
Associate Planner, Mike'.Zander gave staff presentation sf the Scenic Highways Element, st'ating basic content and the- require- . ments of the State Law with respect to Scenic Highways, .relation- ship of the minority report and the relationship of the develop- ment-review committee's report.
outlined the CIR (Council of Intergovernmental for General Plan Element scope and nature I of' Scenic .Highways Elefnent.
There'was considerable discussion among the Commissioners as to implementation tools of the Scenic Highways Element, where they . originated from, etc.
Planning Director Abatep explained that'the i.ntent o'f the .:El.ement
* is to set standards for development within a given area alonq an identified scenic! roadway, and- that the goals-and objectives-, contained in the Element reflect developmental criteria and performance standards the City would utilize in creating Scenic Highways .
Dr. Fikes expressed, at considerable lengthj his concern. that the, E-lement might decrease property values in scenic areas.

Allan Kelle-y, 4675 El Camino ,Real expressed his views of the. Scenic Highways Element, stating that he did not oppose the . .Element in concept but that he felt the Element was intended by State Law to be an Historic Highways.Element, but he feels\ that the City's proposed document as a whole is grasping for power.
Fred Morey', Vice President, La Costa Land Co. , 2623 Avidal, Carlsbad, spoke expressing concerns on behalf of La Costa as to meeting the deadline set for completing the Element, what is goin! to be scenic and what is not.
There was no further pub1 ic coninents either pro or con. SecretarJ Don Agatep siated as a point of order that the public hearing should not be closed as the case was going to be continued to a later date.

I After substantial discussion it was moved and unanimously approv- ed to hold a workshop session on August 20, 1975 at 3P.M. to discuss the policies of the Element at greater length.

A further motiQn was made and unanimously approved to continue thi case to the August 27, 1975 Planning Commission meeting.
Block Study - Reviw of internal circulation for existing large residential blocks in the City.
Assistant Planning Director Bud Plender explained the repor? on .the block studv and mentioned the 1ist.of alternative methods of developing blocks. -
A minute motion was made recommending a memorandum be sent to city Counci 1 recommending that City Council prepare pol icy state-. ment. for solutions as outlined in the staff report. The motion di not carry.
A further motion was made to approve the block'study as recommend-
ed by staff. The motion did not carry.
It was moved and approved to continue this case to the August 27, 1975 meeting:
