Re a~ded that there ia a 30" San Diego Gaa & Electric pipe line running acroaa the property. With regard to fire aervice, Mr . Barne• referenced a letter fro■ the Carlabad Fire Depart-nt, which indicate• a purchaae of a aite in Calavera Hill• i-diately. Re added that there haa been a 1ite propoaed on the Lei1ure Village property, to be financed by Leiaure Village, which connect• with Cannon Road. Hr . Barne• addreaaed Staff'• concern with regard to the time frUN! before Cannon Road goee in, and again referenced the letter from Leiaure Technology, which indicate• that Cannon Road ia in their firat atage of development. He added that thie would provide three acceaaea to the 1ite. With regard to grading, Mr. Barne, indicated there ia approximately 9,100 cubic yarda per acre of grading, which he atated i1 very low for a 1ubdivieion. Re referenced the 1taff report, and indicated that Staff haa doubled the grading. Since no one el1e wiahed to ■peak on the matter, Chairman Parrow cloaed the public hearing at 7:55 P.H. Richard Allen indicated that the City of Viata ha~ been atteapting to obtain an aaaeaament diatrict that would put Cannon Road and Melroae Avenue through; however, added that he ia unaware of the atatua of ■ame. Comi11ioner Joee expreaaed concern regarding the amount of additional traffic on Che■tnut Avenue, due to the statu■ of Tamarack Avenue and Elm Avenue. Ccnaieaion discu■eion reflected the revised PUD Ordinance, with regard to den■ity and grading. Richard Allen indicated that he compared thi ■ project with approximately 1ix or eight other projects, and this project compared with a standard ■ubdivi1ion, ar.d come■ out about average in grading. He added that thi■ project hao not reduced the volume of grading, which i1 de1ireable in a planned unit development. APPLICANT: THE BARNES CORPORATION Co1m1issioner Friestedt indicated he cast a negative vote •• he is not in agree■ent to opposing the earliness of the project, although he agrees with the staff report. Chairman Farrow called a recess at 8:32 P.H., and the Coaiiaaion reconvened at 8:42 P.H., with seven members present. 3. CT 81-49/CP-2001 MELLANO. Request for a 10 unit Tentative Tract Map and Condominium Permit on a .57 acre lot on the north aide of Walnut Avenue between Lincoln Street and Washington Street in the R-3 Zone. With the aid of a transparency shoving the location of the project, Bill Hofman gave a staff report on the matter. Chairman Farrow opened the public hearing at 8:44 P.H., and extended the invitation to speak. The co-ia■ion rec~gnized Mr. Alex Friehauf, Architect repre■enting the applicant. He indicated that they are 1n agree-nt with the condition■ of approval, with the exception of Condition No. 22 of the Re■olution with regard to the -thod of grading. Re requested that aaae be left open, and ■ugge■ted that the fol loving wording be added to the end of the la■t ■entence, "or a■ othervi■e approved by the City Engineer."
