The Co-isaion recognized Hr. Arthur Anderson, 3345 Don
Diablo, Carlsbad. Hr. Andereon indicated he ie in
agreement with the staff report, and requeeted approval of
the propoe al .
The Co111111ission recoRnized Hr. Jack Edwards, Engineer
repreeenting the applicant. Hr. Edwards referenced
Resolution No. 1967, Item S; and Resolution No. 1958,
Condition 26, regarding the median, and requested
clarification of 1a•. He indicated that a portion of
the overall median would be a traffic hazard, and
expre11ed his opinion that the median strip should be
built in its entirety.
Mr. Edwards continued that the median does not improve
the traffic character on El Camino Rea I. He added tha · a
future rai1ed ~edian would be a benefit to the Reneral
public 11nd 1ho11ld not be a11e11t1ed against the adj11cent
property owners.
With regard to Item 5 of Resolution No . 1967, Charles
Gri11a1 explained that e ither the impact viii be mitigated
by the condition• of approval, or there are certain
aspect, of the project which override any impacts of the
EIR. He added that it i1 a positive finding.
