three District Off1cer1 from Malaysia, who have been viait i ng
the City of Carlsbad to 1tudy its operation for the past month.

Chairman Farrow e~plained Planning Commission procedures in its
capacity a, an advisory Coaai11ion to the City Council, and
identified those matters de legated to the Planning Commission
for final decision. He further explained the procedure observe<

Bill Hofman, Principal Planner, presented a report, essentially
aa contained in the ataff report on the matter. He referenced
two letters of opposition to the project that had been received,
one fro■ Michael Myers and one from Mike and Joanne Juha. Mr.
Hofaan indicated that 1taff reco11111ends approval of PCD-38, based
on the finding• and 1ubject to conditions contained 1n
Resolution No. 2048.
Chair-n Farrow inquired if anyone wished to speak on the
-tter.
The co-iaaion recognised Mr. Bruce Keller, 458 Palomitos
Street, Solana Beach, representing the applicant . In reaponae
to inquiry, he indicated that the applicant does intend to place
liahta and a cover on the fence surrounding the tennis court.
The co-1aaion r~coan1aed Mr . Albert Lowery, 7714 Palacio,
Carlsbad. Mr. Lowery indicated that hie property ia next to the
gch,arda property. He co-nted that he 1a the neighbor that wil1
be aoet affected by the tennis fence, and expreaaed hie
oppoeit ion to the 10-foot fence and windscreen. He i,,d icated
that the fence would restrict the only view from his home.
