'lbe meeting was called to order by Vice-O'lairman
Schlehuber at 7:05 P.M.
Present -Vice-O'lairman Schlehuber, carmissioners,
Marcus, lo'rbotis, Jose aro Rawlins.
Absent -Chairman Farrow, carmissioner Friestedt.

Vi~airman Schlehuber explained Planning Camlission
procedures in its capacity as an advisory Ccmnission to
the City Council , aro identified ttx>se matters delegated
to the Planning camrl.ssion for a final decision. Olairman
Farrow further explained the procedure observed by the
Q:mnission during public hearing i terns.

Mr. Grimn, Principal Planner, gave staff report on this
item as included in Ccmnission packet. He used the aid of
overhead projections to indicate location of lines in
questioo.
After conclusioo of report Mr. Gri.nrn stated it was the
reccnrnemation of staff to Council to certify
supplemental EIR.
Vice--Olairman Schlehuber opened public hearing on this
item and asked if there were any further questions of
staff.
After conclusion of discussions on this item the
Ccmnission adopted the following resolution:

4. ZCA-152 ~ITY OF CARU,8N) -An amendment of the

oondaninil.111 projects by the requirement of a Con-
ditional Use Pennit and Planned Developnent Permit.
Staff requested a continuance of this item to consider
the inclusion of a requirement regulating the length of
time a unit could be sold and to consider allowing time-
share oondaninilms in the f,t)bile Hane Park 7.one. After
discussion between staff and camti.ssion it was the
consensus to continue this item.
5. ZCA-155 CI'IY OF CARI.SBAD -An amenanent of the
1.oning 6rdlnance to provide for the regulation of
political caffl)aign signs.
~. riimael Holzmiller, Land Use Planning Manager,
~ssed the camdssion on an arnenanent to the ordinance
for sane standardization of political signs placed in the
City.
Discussions held on several itens contained in ordinance.
References made to ordinance regarding deposit for sign
permit to insure removal of signs after calll)aign, size
and placement and nlllt>er of signs permitted on property.
Mr. Lefty Anear, 1728 Calavo Court, Carlsbad, CA. ,
addressed the Ccmnission on the issue of signs being
placed illegally. Mr. Anear also stated there were
problerm with signs on priv!'lte property and noted that
the O'.>uncil wanted to a:ne ui:> with sane sort or
standardization signs.
Oluncil Meatier Preaoott, addressed the carmission stating
he didn't have any problenB with the putting up and
taking down of politcal signs, but did have concerns with
ai . He stated the proposed size was not large enough
for an effective calll)llign sign. He ale,o expressed
ooooern with signs in the public right~f-way.
Vioe--0\airman Schlehuber asked if there was any further
diacuuion in favor or 0AX)8ed to the ordinance. After
further diacuaaion public hearings were closed.

6. SOP 80-ll(A), PF.A SOOP AMERSm's -Request to
postpone ccnpletion of off-site int>rovements until
the final phase of the irotel is cnrpleted.
Mr. Bill tlofman, Principal Planner, presented staff
report t o Cclllniss ion stating this project was approved in
1980 and at that time f ull street int_xovements were
required along the entire frootage of Paseo del Norte.
Since that time several amerdnents have been made. Mr.
Hofman concluded hi s staff repor t as indicated in written
report.
Mr. Barry Bender, representative of Rick Engineering,
addressed cannission stating that ~e has worked with
staff on these amencnents and only ~lem he had was the
reoarmendation of the eight inch sewer 1 ~ instead of
six. He also stated that the blockage reported which
oocured in present six inch line was due to construction
debris and that it would be a financial burden to tear-up
that portion to oorrect. He also stated that he felt
that this problem could be handled aaninistratively with
the Engineering Department. Mr. Richard Allen of the
City's Engineering Department addressed the camrl.ssion
and stated that he also felt that this problem could be
~led administratively.
Vi~airman Schlehuber asked if there was any further
p.iblic hearing to be heard. Since there was none, public
hearing was cloeed on this item.
After discussion upon cami.i&sicners, notioo ""-3 made to
support staff report and re<nnendations anci to have
engineering handle adml nistratively any problem with the
six inch sewer line.
