in its capacity as an advieory Cannissioo to the City
Ck>uncil, and identified those matters delegated to the
Planning Qalll\i.ssioo for a final decisioo. Olairman Farrow
further explained the procedure observed by the Cannission
during public hearing items.

Mt . Hofman further presented staff presentation with over-
head graphics and elaborated o" past designs.
'lhe Ccmnission reoognized Mr. Jack Henthorn, 2956
ltloeevelt Street, c.arlsbad, CA., of the Agatep
Q)rporation, representing the applicant. Mt. Henthorn
ooted that they basically ooncurred with staff
reo:nnendations, with the following exceptions:
Resolution No. 2033 -conditions 25 and 26.
No. 25 -Felt it was too restrictive.
No. 26 -felt 5,000 trip threshold should be

oondition.
Olairman Farrow opened public hearing and i~ired if
anyone would like to speak en thE: matter. Since no one
wished to speak, public hearing was closed.
Following discussion, the Coomission aoopted the
following resolutions subject to Condition No. 26 and

Daniel Bentschke, Assistant City Attorney, noted that
there were changes to Conditioo No. 25 am were adjusted
with oonferenoe held with applicant prior to meeting.
After oonclusioo of staff presentatioo, floor turned over
to Mr. Kent ltlitsoo, Traffic ConRultant, City of
CMlsbad. Mr. "1itsoo addressed camri.ssioo giving

staff and Camrl.ssioo, staff ooncluded that their rec-
cmnendatioo would be to approve project with the deletion
of middle driveway with right-in/right-out access on
Marron Ibid.
After nuch elaboratioo oo all three resolutions am
issues pertaining thereto, Cllairman Farrow asked if there
were any further oannents or questions regarding item.

hearing was closed.

Olai rman Farrow called a recess at 9:15 P.M., and the
Carmiss ion recxxwened at 9 : 3 5.
4) GPA-66(A), SCX1lllERS -A request to add a sea:>ndary
arterial to the Circulation Element of the General
Plan to connect with Rancho Del Oro arterial shown
on the Oceanside Circulation Element.
Olarlie Grillln, Principal Planner, presented report,
essentially as oontained in the staff report on the
matter. Mr. Grillln noted the issues involved with the
oodition of Rancho del Oro and the possible problems that
traffic oould cause on Marron Road.
Staff also ir.dicated that this project may be premature
since Council just appointed a Traff ic Circulation
Advisory Carmittee. Staff noted that this camrittee 1oOuld
study arterials in the whole City of Carlsbad.
01airman Farrow opened the public hearir¥3 and extended
the invit ation to speak.
'lhe Comlission recognized Mr. Nick Banche, 702 Fourth
Street, Oceanside, CA. Mr. Banche said that they were
askir¥3 that Rancho del Oro be added to the Carlsbad
Circulation Element. Mr. Banche stated that they feel it
would be to the good of the City. Asked that they
oonsider a certain traffic cx:>nsultant to look Oller the
circulation issue. Stated that this could benefit
carlsbad.
'lhe camdssion reoognized Mr. Olarles Strong, 5252 Balboa
Avenue, San Diego, CA., Federal Art and Associates. Mr.
Strong noted that this project was unique and that
Oceanside was anxious to get this in, also would aid
carlsbad.
In response to a question, Mr. Grillln noted that there was
two letters received which brought up negative points 1)
cal Transi 2) Department of Fish and Game.
Further discussion revealed that it would be to the
interest of the Camdssion to allow the Traffic
Circulation Camdttee to do there study and that this was
pranature at this time.
Pol.lowing diBUCBsion, the Comlission adopted the
following resolution with reflection that they were not
againat the item, but felt it was premature at this time,
and that Buena Vista Lagoon be mentioned in the ll'Otion.

with the aid of overhead graphics.
After discussion, it was the reo:mnerrlation to continue
item so that staff oould consider how the height of a
parapet roof would be measured. 'nle item was continued
to January 12 , 1983.
6) ZCA-153, CITY OF CARL.5BAD -An amendlrent to the
zoning Ordinance to establish the Rl}-H, residential
density high zone.
Bill Hofman, Principal Planner, presented report
essentially as contained in the staff report, with the
following nodification:
Cllange ordinance Section 21 .23.050, page two (2),
arrl substitute with wording that was passed out to
the Ccrnnission.
