Paul Klukas, Assistant Planner, gave the presentation on
this item as contained in the staff reJX)rt, usinq a
transparency to shc:M the location of the raceway.
He indicated four noise studies had been conducted on
Saturday nights, and there was no findinq of excessive
or inCX11patible noise. Staff did want it understood
that late or loud races would not be tolerated.
Staff made three reccmnendations for revisions:
Conditioo No. 5 of Resolution No. 2151 to read as
follows: Noise levels during the races shall not exceed
65 db SEL (sinqle event level) at any point 2,000 feet
tNay fran the Raceway property boundary. This conditioo
will be enforced on a continuing basis by the Land Use
Planning Manager.
Conditioo No. 14 to include: The entrance to the
Raceway prq,erty ( tidcet booth area) shall be
refurbished and upgraded. This shall include painting
of the booths, fence repair, and inprovement of the
entry road, and shall be CX11pleted to the satisfaction
of the Land Use Planning Manager prior to October 1,
1983.
Re<rular Saturday niqht races are limited to 10:30 p.m.
Staff also indicated there was to be dense landscapinq
installed alOl"IQ the raceway to block the sound.
The CUP would be reviewed in three years, and on a
yearly basis for the next two years, with an expiration
date of five years.

approximately 60 ruNi of ten seconds each, and staff
answered five to ten seconds, which meant ten minutes of
running time.
Olairman Schlehuber announced a mmtier of letters had
been received fran the previous time and this time and
staff had covered this in their report. He stated a
great many of the letters were not form letters and
showed a great deal of thought. The preponderance of
letters expressed sui::.x>rt for the raceway.
Olairman Schlehuber q>ened the public hearing at 7:14
p.m. and issued the invitation to speak.
Mr. Jim Downs, 1303 Crestridge Drive, Oceanside,
d!ressed the Camlissioo, representing Mr. Grismer. He
stated Mr. Grismt·r was pleased with staff's report, and
although the new oonditioos were not in the CUP which
to run to 1989, he would CX11ply with the
oonditiaui. Mr. Downs stated Mr. Grismer is aware the
raceway hu a limited life due to ea:incmic and land use
changes. However, it has been Mr. Grismer's livelihood
f<X" the last nineteen years.

Mr;, Downs stated that 52 of the 70 nearest hanes in
fileadcNlark had written letters s~tinq the raceway
q,eretion. O'l/'er 500 San Marcos people have supported the
raceway beoauee it is entertainment for the participants
• well the spectators and has no adverse effect. He

added the Highway Patrol has had no cooplaints. 'ltle
raceway has been used to train the sheriffs and by the
high school mardlinq band. He stated there are many
other noises nudl nore irritating, sudl as trucks,
aircraft, guns at Pendleton, noisy dlildren and barking
doqs. 'ltle raceway provides a release for the young
people who have a desire for fast driving, and it is
<X>ne under rontrolled circumstances.
In ronclusiCI'\, Mr. Downs stated the scientific studies
show there is no problem and there is overwhelrninq
su~t by the residents and business people. 'ltle area
benefits fran the noney brought in and the national
?,Jblicity.
Carmissioner Farrow questioned Condition 16 relatinq to
turbine engines ( jet ·drags), rocket enqines, jalopy.
races and destructiCI'\ derbys. Mr. Grismer stated from
the audience that in 1965 turbine engines were danqerous
(although they are not at this time), but due to a
a:,nsideration for safety, these madlines and races
listed were not allowed.
Ann Reed, 3231 Linda Vista Drive, Vista, spoke to the
CarmissiCI'\, stating she had lived nine years one half
mile fran the entrance to the raceway. 'The noise level
on any given Saturday night does not exceed anything
tTOre than just closirn the door to your hane. She added
she and her neighbors had no cooplaints. 'ltlere are a
lot of young drivers in San Marcos and a lot of elderly
drivers, and the raceway gives the young drivers an
outlet in a rontrolled environment to race safely. She
asked that the raceway be allowed to continue as it has
for the last nineteen years.
Mr. Hans Ledri, 1371 Poinsettia, Vista, addressed the
Carmission, in q:p,sition to the raceway. He statro he
owns twenty acres and grows flowers, but the flowers are
ruined because of dust fran the raceway.
Mr. Richard Staie, 872 Poinsettia ~venue, Vista, spoke
in favor of the raceway. He stated he lives one mile
from the raceway and the freeway, and the noise fran the
freeway is nudl nrce excessive than fran the raceway.
As far as fast driving is roncerned, he stated there was
nore speeding on Poinsettia than at the racetrack. Even
though he works out in his yard quite often, he had no
problem with the noise.
Mr. Lloyd Von Haden, 2089 Foothill, Mayor of Vista, spoke
to the COlmdsaiCI'\, suggesting staff nonitor the noise
fran the raceway Cl'\ the east side. The wind blows
the aound to the east and many cooplaints are received
by Mr. Von 8-'en regardinq the noii;t. -··'." +-he dust.
Aleo, Mr. Von Haden stated the cooplaints state the
ooiae oontiruee later at night than is allowed. He
felt it would be wise to find out fran other sources
where the noise takes place, when and hclll loud it is.
Mr. Von Haden stated his main roncem was that Vista had
the and uae l¥X'th of this site and any type of a
develqaent would certainly be affected by the raceway.
He uid that if the raceway would be phased out in five
years, that 1110Uld be helpful.

Mr. Voo Haden stated Melrose is to cane down sane place
in that area, and acoording to existinq plans, it would
oome through part of this area. He stated the alignment
of Melrose should be determined.
Mr. Voo Haden further stated he hqJed this CUP would not
be exteooed beyond the five years, and a 1 though Mr.
Downs rrentiooed everya,e was in favor of the raceway,
the support letters are fran the peq:,le who use the
raceway. He felt the evidence should be weighed for
both sides. 'lbe pecple are not objecting to the good
uses by the sheriffs and the high school, but they are
objecting to the noise fran the drag races. All other
problem; are minor.
Olairman Schlehuber respooded to Mr. Voo Haden regardinq
the alignment of Melrose, stating this was available,
and Mr. Von Haden should haVf' his Planning staff contact
carlsbad's Planning staff.
Mrs. Ida Dawsal, Agua Hedioncfo and Los Monos, Vista,
addressed the Ccmnission, stating her concern about
Melrose. Mrs. Dawsal stated she would like Vista and
Carlsbad to get toqether about the alignment. She also
stated the gates on Carlsbad property south of the drag
strip and the gate in Vista north of the strip are both
locked quite often on Saturday and Sunday. She stated
she would like to get rid of the gates and have Melrose
inproved and have access to all the property there.
Olairman Schlehuber answered Mrs. Dawsa1, saying the
raceway will cane in with a tentative map plan within
the next five years, the General Plan map will be
changed and will have to line up with the streets.
Mr. William Carroll, 1611 Via Cancion, San Marcos, spoke
as a propooent. He stated he 1 i ves as close to the
raceway as anya1e and does not feel the noise is
excessive. He stated that ten minutes of sound once an
evening, ale or two t irres a week can't be considered
excessive. He stated that noisy neighbors in Meadowlark
are nuch nore of a problem, especially if they arrive
hclne at two or three in the nDrning.
Since no ale else wished to speak on this matter, the
public testinoly was closed at 7:44 p.m.

2. CT 83-8/PW::52 C'ALIFCRHA BUILDERS -Request for an
eight lot/seven unft tentative tract map and planned
unit developnent located on the rorth side of Tamarack
Avenue between Adams Street and Margaret way in the R-1-
7,500 zale.
Bill Hofman, Principal Planner, gave the staff
presentaticn as oontained in the staff report, using a
transparency to show the location of the prqx:,sed
project. Mr. Hofman stated that the only issue with the
project was the request for access fran the property
owner to the south. Staff rould not SURX)rt an access
to this property fran the subject property for the
reasons that are outlined in the staff report. 'ltiese
rea.sau; include difficult access for E!l'll!rqency vehicles
and disorderly develq:rnent of the blodt.
Chairman Schlehuber opened the public hearing at 7:52
p.m. and issued the invitation to speak.
Mr. David M. nianas, 7518 Quinta Street, La Costa,
addressed the camdssion, representing the awlicant.
'l1le City Engineer asked Mr. 'ltianas whether he was aware
of the Replacement for Coldil icns 24 and 25, and he
answered he was and they were in agreement.
Kathleen Shirley, 1199 Magnolia, addressed the
camdssicn, stating her request for access seemed the
least disruptive as far as the neighbors were concerned.
She stated she would like to have Mr. Joe Sandy discuss
the technical aspects.
Mr. Joe Sandy, 2956 Roosevelt Street, addressed the
camdssicn, using a map he handed to the Coornission for
their perusal. He explained Ms. Shirley would have to
get an agreement fran three property owners to go north
to Magnolia or west to Ada!E. At this time she wants to
develop property and would only have to deal with one
owner, and felt this was the appropriate time to get access.
Chairman Schlehuber asked who would pay for the land she
was taking fran the landowner and Mr. Sandy answered
that would have to be wocked out with the landowner.

Mr. Rowe c.uimented on the easement, stating one of the
owners would be adjacent to the easement that is
proposed, and he is oot in favor of this. He doesn't
want traffic going down by the side of his hane.
Since oo one else wished to speak on this matter, the

Comu.ssioner Farrow irquired of the Assistant City Attorney
whether Ms. Shirley had an easement on the property.
'1'1e Assistant City Attorney answered there were ooncerns
with the easement that have not been addressed. 'the 100-
feet panhandle would not be allowed and the easement
might oot be s~ted by the existing code.

presentation on this item as oontained in the staff
report, using an transparency showing the project site.
He also used wall maps, one showing the prqx:ised project
and one showing the existing plan. '1'1e driveways have
been nDYed fran El Fuerte to Santa Isabel and the
buildings have been broken up into smaller oonplexes,
maximizing the ocean view. '1'1e original map showed a
swinllling pool and this has been changed to a volleyball
court and a gazebo and barbecue area. '1'1ere are walkways
in the new plan connecting the units to the recreation area.

Mrs. Marian Chavez, 3360 Garfield, addressed the
Oclllnissioo, with a questioo for the ~licant. Mrs.
Chavez owns the building next to the lot where this
project is planned. She has an upstairs apartment in
the triplex and accessibility to that apartment is
almet on the next-door prq,erty. She irxJUired whether

Airport Road, and the following changes to the
