Bill Hofman, Principal Planner, gave the presentation
on this item as <Dntained in the staff report, using a
transparency and wall llll!lpS to show the project site. In
support of the requested variance, Mr. Hofman stated the
reduced setback would reduce the anount of grading. He
also called attentioo to the additional conditions as
contained in the Land Use Planning Office nennrandum
dated August 24, which are to be included in the
Resolution. 'Ille applicant is aware of these conditions
and has <DllCUrred.
Chairman Schlehuber q:>ened the public hearing at 7: 16
p.m. and issued the invitation to speak.
Mr. Jirn Goff, 1241 Elm Avenue, clR)licant and owner of
the property, addressed the Comnission, explaining the
properties adjacent to the Palderosa would rot create
any problenB for their neighbors, and he felt the
envirorvrental problems had been well-handled.
Mr. Goff stated he would like to clarify the phasing oo
the project, as they intend to b.Jild one half of the
project in the first phase, and the remainder in phase
two. 'Ille inprovements would be made as the phase is
oarpleted. Re indicated staff had been made aware of
the phasing schedule.
Cannissialer Lyttletoo ifw:tuired about kitchen <XlOrs
opening inward en the floor plans, and Mr. Goff answered
her point was well-taken, and these problerm would be
addressed at the time the designs were made final.
Mr. Herbe1·t G. Mains, 2821 La Nevasc..a Lane, addressed
the Comnissioo, stating hie prq>erty is adjacent to the
proposed developnent and he would like to know the
elevatioo of the lots to determine whether he would lose
his view.
Mr. Dick Hunsaker, 3001 Red Hill, Costa Mesa,
nipreeenting the applicant, attached a large nap to the
wall showing all propertief" adjacent to the Rancho
Ponderoaa aibdivisioo. The elevatioo changes from the
same l,I> to twenty-two feet lower than the Palderosa
hams. He indicated the elevation difference by Mr.
Mains' prq>erty was eighteen feet, and with a single-
stocy structure, would rot infringe oo the view.

RECESS:
Chairman Schlehuber celled a ten-minute recess at 7: 31
p.m. to allow the property omers present to talk with
Mr. Runsaker and det~rmine the elevation adjacent to
their individual pr.cperties as sho.m Cl1 the map.
The meeti~ was rea:Jnvened at 7:41 p.m. with all
Comnissiaiers except Camdssioner Marcus present.
Chairman Schlehuber announced it was still a µ.iblic
hearing and asked for other testim::lny.
Mr. 'Ian Ruggles, 7934 La Cape la Place, addressed the
Comnission stating he would like the statement that
hCBPA adjacent to Rancho Palderosa ~ld be single story
to be a part of the Minutes of the meeting.
Chairman Schlehuber asked Mr. Goff whether that
statement cx,uld be nade and Mr. Goff agreed it rould.
Chairman Schlehuber stated the statement that homes
adjacent to Rancho Palderosa ~ld be single story ~ld
be nade a ronditicn.
Since ro one else wished to speak rn this matter, the
public testi.m:ny was closed at 7:43 p.m.
Comnissioner F'riestedt asked staff to reiterate the
variance findings and Bill HofrMn re-stated the findings
basically as rontained in the Land Use Planning Office
menorandum.
'l"~ Comnissicn discussed the variance request and asked
staff why it was oone this way. Staff stated the
variance had been requested this way by the applicant.
The c.pinion was expressed that the wrong variance
request had been made for the wrong type of variance
and should be for a eetbad<: variance. Reference was
made to the Standard Pacific project, and the fact
the Planning Comnission denied the variance request
but reroamended the project, and the City Council CX>Uld
nake the findings for the variance.
Colllllissioner Priestedt stated he oould oot make the
findings for the variance. He stated the grading
did not create an extraordinary cirCUJl'Stance, as the
entire site 1110Uld be graded.
A motioo waa llllde to IIJlProYe the Negative Declaration
issued by the Land Use Planning Manager and adopt
Reeolution No. 2169, adding a rondition that en the
westerly property line there will he single story homes
as the IIJlPlioant has stated, including the phasing as
sc:heooled by the c,wlioant and including the additicnal
oonditialS set oot in the menorandum dated August 24,
1983, handed out by staff.

Comnissioner Friestedt stated he would like to koow the
feelings of the Cannissicners oo the variance. He
stated the camrlssioo had denied Standard Pacific's
variance request and had reoomnended approval if
findings a::,uld be made by the City Council, and they
made those f indings.
Mr. Goff s tated for the record that he understood what
the Comniss ioo was ooing, but they had rot created the
idea. 'ltie City Engineer told them to oome to the
Comnissioo for a variance in this respect.

concern of staff, and at ooild out this could present a

the Comnission strongly preferred to see this as cne site

on the project, addressed the Comnission, stating the
affordable housing issue aune '-"" belatedly and he had

criteria ftt this. He felt this issue could be resolved

delsying the project, and this could be worked out with
staff before the tter canes before the Council.

Mr. Nogle referred to the project a block and a half
away fran their proposed project, and stated they would
conform to the same criteria to be eligible for the
affordable housing designation. He further described
the property as rontaining a run-down shade at present
and some change would have to be made very soon. 'lllis
project would eliminate that problem and create housing
for families with children. 'Ille majority of the units
are twO-bedloan units, which would allow for nore than
two people to a unit. He further stated there would be
a large recreatioo area, also. 'Ille need for approval
was stressed by Mr. Nogle, as financing has been
obtained and the applicant is romnitted to proceed
inmediately qxn approval by the City Council.
The Comnissioo and staff discussed the different nethods
by which this project oould proceed to Council, without
a decisioo at this time.
Mr. Fred Norman, 3334 Harding Street, addressed the
Ccmnissioo, urging approval of this request. He stated
the people in the other o:xcplexes in the area walk to
the shewing area and he felt this should be a similar
type of apartnent o:xcplex.
Mr. Nogle again expressed the desire of the applicant to
get this project before the Council a.s soon as possible.
Since oo one else wished to speak en this matter, the
public testi.m::iny was closed at 8:29 p.m.
The Comnissioners and staff mentiers again discussed the
proper procedure to send this project forward, with Mr.
Grimn stating the criteria ITUSt be affordable housing or
close to high E11ploynent oenters er housing in the
Redevelq::ment Area.

Mr. Hagaman stated the regulations would limit the
grading oo the rorrioor and would take into
consideration the visual effects, setbacks, use of
betTIIB, etc. 'ftte cbject would be to keep the cnrrioor
fran being c,yerpowered by driveways, strnctures and
signs.
Wall nape were used to show El Camino Real areas as they
exist and what oould happen under the existing
stanclards, as oonpared to how it oould look with the rew
regulations.
'fttere was a slide presentation sho,,ing different
sections of El Camino Real, 9Cl'lle with too many signs,
too mny large bJildings and poor landscaping. other
slides depicted the proper landscaping and hems to
avoid a cnrrioor effect.
'ftte Planning Caffflission voted to direct staff to set
the El Camino Real Corrioor report for ?Jblic hearing.
'ftte Planning Caffflission will use this report as a
guideline for projects in process until it possibly
becanes an official policy of the Coomi.ssion.
The camdssion expressed its ~reciation for the W(l['k
done oo this repcrt and oonplimented those involved in
the WOt"k.
