Chairman Schlehuber announced the Planning Coomission
Procedure as printed oo the reverse side of the Agenda
and gave a short SU111Mry of the Procedure.

Chairman Schlehuber announced there were requests to
continue Items ,2 and 5.

Plan to realign approved route of Palcmar Airport Road,
and to nakP minor changes to ?')asing of en-site p..tblic
inprovements.
After determining there was oo one present to give
testim:lny en this item, the Planning Coomission
continued Item 12 to Decerrber 28, 1983.

for approval of a tentative subdivision map and
oondominil.l'll permit for 100 units en the south side of
Caringa way at the oorthwest oorner of Alicante Road and

1. MP-150(F) -CAIAVERA BILIS -Request to amend the
Calavera Hills Master Plan to change densities, village
boundaries, developnent types and park sites in the
Calavera Hills Master Plan area.
Bill Hofman, Principal Planner, gave the presentation en
this item as oontained in the staff report, referrir.g to
a letter received at the meeting fran Mr. Scott Turpin of
Calavera Rills Coopany. Mr. Hofman stated staff rould
not make any reccmnendations reqarding Mr. Turpin's
letter as they had rot had time to study the letter.
Chairman Schlehuber q>ened the p.lblic hearing at 7: 14
p.m. and issued the invitation to speak.
Mr. Scott Turpin, Calavera Hills caipany, 110 West C
Street, san Diego, addressed the Cam\ission, using a
transparency to show the Calavera Hills Master Plan. He
stated the letter he had subnitted to staff and the
Camrl.ssion oonsisted of language changes and clarified
sane mrbiguities remaining in the naster plan.
Mr. Turpin used wall maps showing the original master
plan and the altered naster plan.
Chairman Schlehuber stated the letter signed by Mr.
TUrpin dated Novent>er 23, 198 3, would be made I! part of
the reoord.

Chairman Schlehuber stated this matter was too CX)lll)lex
to be considered withoot staff having analyzed the
letter presented today.
Conrnissioner Rcrrbotis suggested the p.1blic hearing be
held a, this matter, and then the item be oontinued
until staff has time to study the Noverroer 23, 1983,
letter.
'Ihe Conrnissioo discussed this letter with Mr. Turpin,
with Mr. 'l\Jrpin reiterating points oontained in the
letter. After a trief discussion, the oonsensus of
opinioo was that the l!A)licant's representatives and
staff should discuss this letter further. '!he
suggestion was m&de by the Chairman to oontinue this
item until later in the evening to allow staff and
applicant's representatives to discuss this matter at
this time.

4. CT 82-22~48/ZC-268 -HtJIUlHREY'S -Request for 1)
a zone cfaanqeran R-1-10,000 to Rll'!(O) and 2) a thirty-
unit tentative tract map and planned unit develcptent
located oo the southwest oorner of El Camino Real and
Chestnut Avenue.
Chairman Schlehuber stated for the record that
Ccmnissioners Raltx>tis and Rawlins and he had visited
the site.
Ccmnissioner Rcrrbotis a:mnented that he had reviewed the
minutes of the previous meeting and felt qualified to
vote oo this item.
Bill Hofman, Principal Planner, gave the presentatioo oo
this item as oontained in the staff report, using a
transparency showing the locatioo of the property.
Mr. Hofman stated the Traffic Consultant had visited the
site and additional oonditioos had been recomnended.
'Ihese oonditions were given to the Conrnissiooers prior
to the meeting. Mr. Hofman asked these oonditions be
incorporated into the oonditioos of approval.
Chairman Schlehuber q)eOed the p..tblic hearing at 7: 35
p.m. and issued the invitatioo to speak.
Mr. Phil Bucoola, 8uCO'.)la Engineering, 1000 <)Jail
Street, Newpol:t Beach, addressed the Conrnission, stating
after discussia\8 with the Traffic Engineer, it was
determined Chestnut Avenue could be desiqned without
problems to adequately handle the traffic that exists
today and will be generated by this project. He stated
the l!R)lioant ooncurs with the recomnendations of the
Traffic Engineer and staff's reccmnendatioos.

Mr. Buca:>la crmnented the Traffic Consultant reronmended
the applicant provide ~ss for the single family hemes
to the SCXJth, and the applicant intends to oo that by
allowing those residents incfress and ec:iress Oller a private
street. He further stated an acceleration lane will be
constructed and a median oo El Camino Real. Mr. Bucc.ula
statea the traffic load oo Chestnut had decreased O\Ter
the past two years according to the latest traffic study
conducted in October of 1983. 'Ihis study indicated a
decrease of 14 percent, and Mr. Buco:>la felt this
decrease would rontinue with the developnent of Elm and
Tamarack.
Chairman Schlehuber stated that traffic circulation was a
concern in th is matter, and if that is solved, perhaps a
heavier density CX>Uld be ronsidered.
Bill Hofman rlarified staff's position by stating the
zone change \IOJld oot be justified without two access
(X)ints.
'Ille applicant stated he had oot seen the additional
conditions, and after reviewing them, stated there was no
objection to these o:>nditions.
'Ille Ccmnission discussed the re-designing of Chestnut,
with the flattening out of the street in that particular
area. 'Ille City Engineer will determine the standards to
be met and the applicant will neet all City standards
with reciard to this re-design of Chestnut Avenue.
Mr. George Genevro, 3821 El Camino, questioned the
acceleration lane co be ronstructed on El Camino and
staff stated the design had not been worked out as yet.
Richard Allen, Principal Civil Engineer, stated El Camino
Real is ooly four lanes wide at the present time, and
will be six lanes eventually, with an acceleration lane
i ncor(X)rated in at that location.
Mr. Richard Wattles, 3871 El Camino Real, representing
four haneowners south of this project, addressed the
Ccmnissioo, stating he was in favor of this project
because the four hemes had experienced 100 percent septic
failure and would welcane the sewer being brought~ El
Camino Real .
Mr, Vince Laoorte, 2295 Cameo Road, irl:Jressed the
Ccmnissioo, objecting to the access ooto Chestnut Avenue.
He stated the exit would be behind his property and he
requested a wall be wilt by the c:g,licant to screen the
exit.
Mr. R. E. 11:1\aR), 2286 Cameo Road, cx:mnented it is
difficult to m!lke a left turn fran Cameo Road ooto
Chestnut at the present time, and this '«lllld be
exacerbated by another access onto Chestnut.
Mr. Lacorte added that many children use Chestnut at
school times and traffic is very heavy.
Mr. Bucoola spoke in rebuttal, stating the applicant
would build a fence oo the Cameo side, and the units will
be oonsiderably lower in elevation, making them invisible
fran the cameo properties. Mr. Bucc.ula reiterated the
traffic study had been oone by the City of carlsbad
showing the decrease in traffic.

Bill Hofman stated the cnnditioo for a fence along the
southern prq,erty line was already a condition of
approval. Hoolever, oo rondit ion for a wall was included
for the western prq,erty line upon which the Cameo
hemes are i.'dja cent.

The Ccmnission discussed the mange in density and the
feasibi lity of this chnnge with the ronditioos as
rea:mnended t,ooight, with Olairman Schlehuber and
Ccmnissiooer Rawl ins expressing disawroval.

be awrovea by the City Engineer.
Item 11. MP--150(F)-cAI.AVERA HILLS
Mike Holzmill er, Land Use Planning Manager, informed the
Coomission that an agreement had been reached between
staff and applicant oo I t em tl to continue thi s item.
Mr. TUrpin st ated the applicant agreed this matter should
be oontinued two weeks to qive staff time t o respond to
the letter presented to the Coornission and staff today.
A motioo was rMde to ront inue this item, but the notion
was tabled to enabl e the public hearinq t o cont inue .
Chairman Schlehuber stated this was s t i l l a µ.ibl ic
hearing at 8: 17 p.m. and invited nore testi.rrony.
Marty Orenyak, Buildinq and Planni ng Director , st ated
any questions the Ccmnission might have should be
answered at this time.
There was a discussion about the cciqinal master plan
being changed to delete the BIMll park areas and
inoorporating this into ooe large park area. Also, the
ter,porary road through the park area is sanething to be
addressed by staff as well as other circul atioo probleirs.
Another problem to be adaressed is the RV storage area.

week and these problem will be addressed. It was
expressed by the camdssicn that staff should be fully
informed when they meet with Mr. 'l\Jrpin oo these
problens.

this item as contained in the packet, using a
transparency to show the location of the prq:>erty. Mr.
Hofman called attentioo to a oorrection to the Resolution
contained in a nero, deletion of Condition 139 and a
rrodification of Condition 119, giving nore flexibility oo
the type of concrete to be used on the private street
entryways.
Chairman Schlehuber cpened the p..1blic hearing at 8:34
p.m. and issued the invitation to speak.
Mr. Gary Carter, 3900 Harney Street, San Diego, addressed
the Ccmnission, stating the applicant concurred with
staff's reccmnendations.
Attenticn was called to Condition 117 on page 4, with the
Cannission statinq this should read 20 ft. by 20 ft.
