Charles Grinl, Principal Planner, gave the presentatioo
on this itt!III as rontained in the staff report, using a
transparency of the locatioo 11111p shcwi ng the project
site.
Oollaiuianer Ralbotis questioned Conditioo 126 as to
the inta'lt with regard to inprovements to washingtoo
StNet. Acting City Engineer Dave Hauser explained
that loope and ail~acs were planned. ca.nissiooer
Rcabot:ia urged engineering to oonplete such loops as

Since ro cne else wished to speak oo this item, the
public testimony was closed at 7:10 p.m.
Camdssicner Rawlins inquired whether Washington is a
street now and Dave Hauser stated it is incatplete at
this tune. He stated the City was aware they rould rot
get a full right~f-vay to neke a full-fledged street.
That is why engineering planned to ?Jt in loops where
they rould, and the traffic engineer had indicated the
loops should be catpleted as soon as possible.
The camdssicners discussed the width of washingtoo at
24 feet with a right~f-way of 30 feet, allowing for a
two-lane street with nc:-parkinq. 'nle Council had
decided, because of the higher density fronting oo
Washingtm, to allow a Sl.llH;tandard street in this area.
Camdssicner Ronb:>tis called attentioo to Exhibit A,
stating it was in ronflict in its present form.
The Planning Camdssioo c!R)roved the Negative
Declaratioo issued by the Land Use Planning Manacier and
ad:lpted the following Resolutioo:

on this iten as rontained in the staff report, using a
transparency showing Rancho Carillo and a wall graphic
showing existing Palanar Airport Road1 the cxiqinal
realignment and the present t"e<JUested aligm.ent. 'ffle
applicant wishes to retain the existing aliqnment with
the exoeptim of the curve, whidl would be a 2,200
radius rurve with ro super elevatim.

wording and would allow the applicant nore flexibility
in roadway illptCU&L1t.
'ff1e aliqment of. Pal.alar Airport Road was discussed by
the Camliaaion, with the reasoo for retaining the
origir.al aligrant being the utilities. If the
aligrant wre c:fwlnged, it would involve noving utility
linee, 11\idl would be prohibitive as far as <DSt.

Mr. Ladwig stated there was cne question he wished to
bring to the Conmission, and that was regarding
Condition t13 as it relates to Palanar Airport lbad. He
stated the applicant agreed to the dedication section,
but questioned the ronstruction of median curbs at the
outset. 'lbe developer has oo oojection to the four
lanes and would request painting the median area until
sane future ti.Ille, either tied to a n.umer of units
occupied, or llltlen the City Engineer recruir.ed this. He
continued, stating this would be the ooly strip of
rnedian at the present time, with oone to the east or
west, and it Wll!IS felt this a::>uld cause nore traffic
problem; than it would help.
'nle Ccmnission discussed this request, with the
consensus of q>inicrt of the Conmissioners that this
request was reasonable. 'nle Acting City Engineer stated
this median was needed at the outset, due to an
increased rumer of accidents oo that road, particularly
where there is oo median. Mr. Ladwiq stated there would
be MeqUate separation between the lanes, but due to the
cost, they "°1ld request rot installinq the curbs until
a later time.
Since oo one else wished to speak Cl\ this item, the
public testiJrony was closed at 7:29 p.m.
The Camdssioners discussed the 2,200 radius curve,
determining that was a safe curve, and the alignment of
Palanar Airport lbad as it is oow with that exception.
Mr. I...!dl.ig reiterated the CDSt of noving the utilities,
if the road were to be 11'01,"e() as originally propNJed,
would be prohibitive. He added that the alignment as
shown now would be nuch better for heavy traffic.
Mr. Ladwig and the camrl.ssion also discussed his recruest
to paint the median at the present and rot oonstruct the
.nedian rurbs until sane future time. 'nle camrl.ssioners
felt this request was reasonable as long as these
inp1XM!llll!nts were bonded for and they were tied to a
certain l'Ultler of units occupied, and as long as the
City Engineer CDUl.d require the rurbs to be oonstructed
at l!fff tiJlle he deemed it necessary. Mr. Ladwiq again
stated the reason for the request was the rost factor:
this being a mile of roadvay for the oonstruction of the
median wrbs. Re stated they would be willinq to bond
for the entire llledian at the outset.
