Condition 18 was amended to include allowing the
awlicant, at his q,tion, to furnish heavy, thick
landscaping along the rortherly l:x>undary of the property
line to the satisfaction of the City staff, or the
alt ernative of a six-foot decorative block wall.

area of 14.55 acres located on the south side of Adams

Charles Grimn, Principal Planner, gave the presentation
on this item as contained in the staff report, using a
transparency showing the zone nap.
Chairman Ramotis q,ened the public hearing at 7:20 p.m.
and issued the invitatioo to speak.
Janis L. Libuse, 1320 Grand Avenue, Suite 115, San
Maroos, representing Gregg Harrington, a:Jdressed the
Camdssion. She presented oopies of a petition to the
Camdssicners representing 45 neiahbors who are in favor
of this project.. Ms. Libuse stated the re-zoning woold
a llow zero to foor units per acre, which lolOUld still be
the lowest density by tiflY of the la<JOOOs. In support of
the aJJPliamt's request for re-zoning, Ms. Libuse qave
the statistics er, densities surrounding the three lagoons
in the area, reiterating this lolOUld still be the lowest
density of tiflY• Ms. Libuse concluded, stating Gregg
Harrington was here to answer aJTf questions the
cannissiooers might have.
There was a discussion cfflXl9 the Camdssiooers and Ms.
Lib.tee r ,egarding the justification for the re-zoning.
Patricia Alton, 4380 South AdarcE, a:Jdressed the
ca.isaioo, stating she was in favor of this project.,
providing the pathway fran A&lns to the lagoon, a de
facto access, is reoogni:.:ed. Ms. Alteri used the
t ransparency to indicate the approximate locatioo of the
pathway. Following a discussioo about access to the
l agoco, Chairman Raltx>tis i3tated the Agua Hedionda Phn
did oall for a vertical ai...-oess to the lagoon, and he
informed Ms . Libuse of this.
Mrs. Iooe El sner, 730 Las Pal.ms, cddressed the
Cc:.ld.u!m, stating she was the amer of prq,erty at the
southeast axner , at AdMIII and Hoover, and this zoning
would allow her to have two lots . Mrs. Elsner stated she

Mr. Mathew Midget, 4374 AdanE, crl:lressed the Ccmnissicn,
stating oonc-ern aoout the re-zoning and the JX'SSibility
of a request being nade for nore density at a later date.
Donna Sadia.ea, 4378 AdaJr6, spoke to the Ccmnissicn in
oppoeiticn to this za,e change, stating she felt the
property should oot be piecemeal zoned and should be
consistent with the R-1-15,000 zcne across the street.
Ms. Sadia.ea also expressed ronc-ern aoout the traffic en
AdanB Street, liotlere there are oo sidewalks or curbing.
Chairman RCl!t,otis cxmnented that when site plans are
sul:lnitted for this area, those i.Jll>rovements would have to
be nade.
Ms. Lib.lee spoke to the Ccmnissicn in reoottal, stating
the traffic was oot a problem, as this street is a
collector street and at the present time has cnly about
1,000 trips per day. At the time this area is developed,
the street will be inproved. Also, Ms. Lioose stated the
a~licant did oot feel this was piecemeal zoning.

Camrlssioner Marcus quentialed the possibility of
developing to the high end of the density due to the
topography of tQe area, and staff agreed SCllle of the lots
are extremely steep and would require special design.
Camrlssioner Marcus also irquired aoout the sewer
problem and staff assured her there was ro sewer problem
at the present time.
Ca111dssioner Farrow a:mnented he felt ro ooffer was
needed between n-1-15,000 and R-1-10,000 areas, rut he
did feel the Ccmnissicn should look very closely at the
site plans when they are sumu.tted.
Chairman RCl!t,otis and Ccmnissioner Lyttletcn expressed
their ooncun:ence with Ccmnissioner Farrow's crm1Ents.

The Planning Ccmnission rontinued ZCA-171 -CITY OF
CARLSBAD indefinitely.
Olairman Ramotis introduced the two League of \oolen
Voters' representatives.
Ccmnissioner Farrow introduced his son, Kevin.
Ccmnissioner Lyttleton introduced her parents and her
daughter.
4. SOP 83-9 -PATERSCN -A request to oonstruct an
additional single-family residential unit oo a .20 acre
lot, located at 928 Laguna Drive.
Charles Grinm, Principal Planner, gave the presentation
on this iterr as rontained in the staff report, using a
transparency showing the project site.
Mr. Edward Patersoo, 1375 Basswood, addressed the
Ccmnissioo as the applicant, stating he ooncurred with
staff's recarmendations.
The Planning Cr.mnissioo approved the Negative Declaration
issued by the Land Use Planning Manager and ~ted the
following Resolutioo:

presentation he rrade to the joint Council/Planning
Conlllissioo meeting TUeeday evening. Mr. Holzmiller
stated this had been a Planninq Department effort ard he
also wished to cnrpliment the Planning Comnissioo for the
work they have oone in lightening the Council 's work
load.
