As to the drainage, he stated they \IOJld have to accept the water en their property and provide a Wll'f for its remval. Camdssioner Farrow inquired about the sound mitigation and whether it includes landscaping. He also asked what the elevatia, at the top of the wall would be, including the berm. Staff stated the western ooundary would be heavily landscaped and referred to the nep showing a 6- foot wall and berm, with an 011erall height of about 13 feet. cannissioner Farrow stated he also had ooncern about l::reaking ~ the wall so there would be ro oorrBor effect. Ocadssioner Smith stated, as a resident of Alta Mira, they are plagued with ants, and the haneowners feel this is rue to the original land rot being prq>erly treated. Mr. Sllith wondered whether it was within the Camdssion's scope to require developers to treat the soil to elilllinate any &Jch problem. Staff stated the Camdssioo oould cnditia, such treatment. Chainan Ralbotis opened the public hearing at 7:31 p.m. and issued the invitation to speak. Mr. Michael McClellan, representing Warmingta, Hanes, 3090 Pullnan, Costa Mesa, addressed the Camdssion, stating their ccnsultants were available to answer epecific (JJe&tions. He also thanked staff for their hard work and oonsideration, and added the project had iaproved oonsiderably 01/'er the last four nonths. Mr. McClellan stated he had read and ooncurred with all oonditioos placed en the applicant. He stated they had •t with their neighlx>rs to the North, Alta Mira, and hcaeol,nera groups, and had nade presentations. His thanks were ext ended to them, also. lbrbotis Schlehuber Smith Farrow Lyttleton X X X X X X MINUTES f March 14, 1 984 Mr. McClellan stated the sound attenuation was achieved primarily with a p;rimeter wall, as sound follows the line of sight, and he indicated a, a graphic that the sound would go over the top of the bJildings. 1'\ere will be n:, windows a, the I-5 side of bJildinqs adjacent to the freeway. Sound waves will hit far up the hill and by then the decibels will be so low that they will be within the limits of acceptability. He added the grading will be higher at the lower area to make the elevatioo higher, which will help the sight inpact. As far as attentioo to ants oc insects, Mr. McClellan stated there is a treatment that is a(:plied to the slab, and the applicant would certainly give that his attentioo. As to landscaping, Mr. McClellan stated the entire site will be landscaped and a program of IMintenance during the initial part to rontrol rodents and any other type of animal that might have an inpact. Camdssioner Lyttletoo i.rquired about the necessity of renoving the Eucalyptus trees and Mr. McClellan explained the trees cross the site at an angle which make it i.npoesible to grade and develop the site. 1'\e all)licant plans to plant a substantial .-..mt>er of trees in the slope area to regain the effect of the trees. 'l'tiis will be done at the very start of the project in order to get the pr-aper feeling back into the site. Cannissioner Smith inquired about the drainage in the northwest oorner, and Mr. Phil Bucrola, Bucoola Engineering, explained the drainage plan using a wall map, stating the streets will be graded up l!6la'j fian the freeway and the drainage will go into a catch basin before it exits the property. Cannissioner Smith also inquired about the grading level on the t:oundary street, and Mr. Bucrola st ated it would vary, and to answer Mr. 5mi th 's o:,ncern about views, he stated this project would be at grade or below the street. It was determined the boundary st reet to the North would be widened, as it ooly a half-street at the present the. 1'\e llllin entrance and exit will be ooto Paseo Del Norte. Chairnan Rcatx>tis asked what the width of the t:oundary street l«lllld be after widening, and it was determined that curb to curb the street l«lllld be three feet wider than required by the City and would have a sidewalk. Mr. Don Caresio, 6719 Hyacinth Circle, Alt a Mira, addreeaed the Cmlftission, stating he had rot been iware of my aeetings a, this project at Alta ra, and felt the denaity ws too high, especially with single family r.idenoee with c:nildren. In answer to query, staff stated there was oothing in the code for directioo about insect oontrol, but there is a "pest" expert in the Parks & Recreatioo Department, and they would defer to him. 'lhere was further discussion about FHA standards regarding such insect rontrol and the possibility of specifying that. Mr. Mc!:lellan added the cxmnent that their hanes would be geared toward adults and an adult CXllfflllnity. 5. Mr. Larry Blls, 3065 Madisa'l Avenue, the applicant, spoke to the Caaissioo, stating they had tried to be very sensitive about the do,elling units built by Pacific Scene. Mr. Jaee v. 11\ittaker, 4742 Iverness Court, addressed the Ctadaaion about his ooncern with the height of the hcu8ell Cl'\ Aberdeen Court and whether the view will be blocked by thoae houses. Mr. Ells reiterated their ooncern for the residents of Aberdeen Court, and stated the diffference in elevatioo would be IA)rOXiNtely 20 feet, with very little, if llff:/, iapact oo the view. She stated Pacific Scene had told them that would always be cpen space and she had paid $5,000 prenium to have that partirular heme. Also, she stated this project was encroaching oo the enbankment that their haneowners associatioo had been paying to maintain. Chairman Rcfltx>tis stated this odginally was designated as a school site. '1'1ere followed a discussioo about the designatioo fee cpen space and the school site, with several residents involved in talking about this with staff. Mr. Ells stated there would be encroachment oo the enbankment to build a continuation to their lower pad site. 'l'1ey would continue the slope and it would be landscaped, but there had been encroachment ooto their property previously. ~= Chairman Rcfltx>tis declared a recess at 8:16 p.m. to allow the residents to study the available maps with staff. '1'1e Planning Carmissioo re-convened at 8:23 p.m., with all Ment>ers present, except Carmissiooers Rawlins and Marcus. Staff determined the 11111p as shown by the applicant is correct and the schematic 1111P the haneowners had was inaccurate. Mr. Terry Brown, 4758 Aberdeen Court, addressed the Ca.dssioo regarding the prq,oeed 20-foot difference between his lot and the prq,oeed lot. He had determined there would be approximately 17 feet difference, and asked the applicant to llllke this 20 feet. Chairman Ralh:>tis asked Mr. Brown whether he was aware a school oould have been built in that spot, and the school would rot have had to oome before the Planning CoaiNioo and oould oonoeivably have been built to a height of. 35 feet. CAI.AVERA HII.t.S -STREET SYS'IDI Bill Hofman, Principal Planner, gave the staff report using a transparency to show the future City Park and pointed out the area where the h3neowners are cx:,ncerned about traffic. Mr. Stoffel had written a letter suggesting a connecting road, but staff ooes not agree with this suggestion. 'ltte streets are too close together and would not alleviate trat fie problem. Staff rea:mnended the Ccrmrl.ssion maintain the street as or-iginally prc.p:,eed. There was a discussioo about the time frame for developnent of. the Park, and staff indicated the Park would not be developed for quite sane time. Mr. David Stoffel, 4705 Frlinburgh Drive, addressed the Camdssion, reiterating his prqxlSal for the street. Mr. David Rauser, Deputy City Engineer, stated the Traffic Safety camdssion followed staff's recamendation to deny the prqxl6ed road. Mr. Hauser referred to the Minutes of the Traffic Safety Camdssion, stating the Police Department will nonitor this area. camdssiooer Smith suggested the possibility of a ooe- Wlif'J street as a possible solution to the traffic problem. 'lttere was disCU88ion abut the arrount of traffic to be generated by the Park, and Mr. Hauser stated the previous designation of a oomnercial area would certainly have generated a great deal nore traffic than the Parle.
