Bill Hofman, Principal Planner, gave the presentation as
oontained in the Staff Report, using transparencies to
show the sites, and referring to the blo menoranda dated
today to the Plannir.g CClllllission with changes to be
incxxpor:ated into the conditions.
The etatenent "'88 mde that any increase in density in
the Calavera Hills i:roject lllOUld further inpact traffic
at the intereections of College Avenue and El Camino
Real sld at T .. radt Avenue and Interstate 5 . If all
areas are developed at the top of the density, the

Mr. Bonforte stated the i.npact oo traffic outside the
develcpnent would rot be that significant, as the
streets wre designed to handle that am:::>unt of traffic.
Re stated Calavera Hills represented good planning, good
design, seMitivity to the environnent and o:,npatibility
to the neighborhood with a diversity of product types.
Mr. Bonforte ?,It a wall nap up showing the relatiooship
of the villages to the surrounding neighoorhoods,
pointing out Villages T and Q. He also indicated the 20-
acre park site. Upon Camlission query, he stated half of
the park had been given to the City with the serond half
available before the end of the year.
Mr. Bonforte stated an analysis of the traffic within the
devel~nt shOoled no traffic problem, and outside of the
devel~nt there was a potential problem at El Camiro
and College.
Cormdssioner McFadden stated a ooncern over the lack of
active recreation area in Village Q, with rrulti-family
density. Mr. Bonforte pointed out the l!Ctive recreation
area and stated they were within walking distance of a
major park. Cormdssioner McFadden asked whether the
ptqX>Sed school site area could be used as an interim
park lA1til such ttn.! as the school todc possession. Mr.
Bonforte saw no reason why th is could rot be oone.
Ccmnission diBCUssion followed, with ooncern about the
hOIEOlilliers associatioo having this responsibility. Mr.
Bonforte stated he was not willing to ?Jrsue a
hafteowners association assessnent, but would provide
this area for recreational use. The Ccmn.issioners
expressed the desire to have assurance fran the developer
that should the school not be ruilt oo that site, that the
land would not then be designated for additional houses.
The Ccmaissioners stated they would like part of that
site to permanently remain as park area. The developer
stated that any c:h~e to develop that area into houses
would CXll'II! before the CClll!li.ssion several times, giving
th9 anple qiportunity to oontrol that.
Nr. David Stoffel, 470S F.dinburgh Drive, (Colony)
Calavoera Rills, addressed the Cormdssion in ~ition to
this ite111, stating as a aerber of the haooowners
aaeociatia'l, his oonoern was for the density of the
project. He referred to a letter he had written
reg rding the traffic oonoerns and the stra i n oo City
services. Mr. Stoffel stated his ~reciation t:D the
Ca.niaaioo fer not aitanatically approving such requests.
He alao eapressed oonoern about a potential traffic
prob!.• at Taaradc end I-S, and felt that traffic at
Bdinburg and Glasgow oould be da~rous for small
children crossing those streets.
Nr. Stoff l acknowledged the 20--acre park that is already
planned, end he stated the first half would be started
in Septelt>er of 1985. He stated that the q>en apace
referred to 1:7:), the 11ppl ioant oould very well be
gulliee ald ravines,~ the school site oould beoome
another parcel of hares if ti'<! school decided not to
build then.

Ccmnissioner Schlehuber ~limented the applicant en the
book suanitted to the Ccnnissioners and stated it was a
good presentation.
cannissioner Schlehuber expressed ooncern about the
density of the projects, stating this would affect
traffic in the rest of the City.
Camrl.ssion discussia1 regarding the oowngrading of
Tamaradt, causing a bottleneck, ended with a oonsensus of
the cannission that the street had not been ptqJerly
planned.
C<nnissioner McFadden reiterated her concern about the
park area and her desire to have an agreement for three
acres of the school site to be used as a park area with
the haneowners association to llllintain that area.
Camdssioner Marcus stated she rould support these
projects inasnuch as they were within the guidelines and
ordinances.
Ccmni.ssioner Rawlins suggested the oonstruction equiµnent
could be parked on the school site area until that area
is taken Oller by the school, and sane grading oould be
done there to l'lllke the recreation area nore usable.
Staff stated they oould not support a recreation area
that would be maintained by the City.
Chairman RCllt>otis answered it 110Uld be maintained by the
master homeowners association.
Callllissioner Smith stated he wanted the devel~r to be
aware that lJ1T'j approval on these projects was oot a
blanket approval for high density en other parcels.

In answer to query, Mr. Hofman used an exhibit to show
the location of the three delicatessens and how they are
spaced.

Mr. Lloyd Kim, 5045 Vista Court, San Diego, the
applicant, addressed the Catllli.ssion, haming oot copies
of his letter of June 15, 1984. He stated this letter is
self-1!xplanata:y.
Colllllissioner Schlehuber questioned the use of the type of
sign used in Sonento Valley and stated it would rot be
allowed in Carlsbad, as it would be in violation of the
sign Ol'dinanoe. Mr. Kim acknowledged this.
A petitioo was handed to the cannissioners for their
perusal and this was entered as part of the rea>rd.
These people favor the q:,ening of Mr. Kim's deli.
Mr. Bill Van Voorhis, Las Palmas Drive, Ken & Bill's
Sandllich Shq>, addressed the COlllllission in CfJPOSition to
this request, stating he is the owner of one of the other
two delicatessens and last year lost $13,000. He ~
that ao far this year, in the first QUarter, he had mde
a profit of $1,000. He listed the requirements he had to
aeet in order to q,en his restaurant and stated this new
deli would have ro sidewalks, only blo parxing spaces and
would certainly create problems for the other

the City.
camissiooer Rawlins stated he felt it was a good
project, and the residents in Lake Shore Gardens are in
fl!NOC of the project. Re inquired about the deletion of
COQered valkways in the plans and thought the oovered
walltways were a good idea. He added that the "IOI"di~
should be illproved; for exanple, page 6, oaragraph 23,
the last sentence-this should sr.>ecify if this is the
existing Ponto Drive, and how far north? Re also felt
that paragraph f shoulri be clarified.

The Assistant City Attorney asked how this oonditional use

site and the haul route. The applicant is rn., ptqX)Sing
a new disposal site on the other side of Alga. The
reason for the request for 11 change is the Alga Hills
prq>erty is oo longer available as a disposal site.
Mr. Hofman stated the camdssion is to dedde whether
this is a mjor er minor revision, and if a minor
revision, oo action is necessary.
Caaission determined this was a 11111jor revision, and
that approval of the new haul route will have to be in
the form of a General Plan AMeooment.

Dear Councilmember:
We would like to point out se,·Aral reasons why we think
the City Council and its' Planning Cor1I'1i5sion should al-
low us to open up a deli at 6150 Yarrow Drive, Suite C-
We have made a considerable effort to determine whether
or not a deli is needed in the area. After inquiring,
we have found that Many in the area are pleased t~at we
are opening our business her2. Please find attatched a
copy of a peti t ion circulated among the area businesses
expressing their approval o f our intended business.
We also feel that the area will be growing and developing
in the near future. At present, there are several vacant
lots in the vicinity awaiting development. We feel our
deli will provide service not only for businesses already
located there, but those which will exist in the future.
We believe that the location of our deli would be con-
venient to those in our area. The distance they must
travel to purchase lunch would be reduced, as well as the
time and effort involved.
Our business will also contribute to the ecor.omy of your
city. Not only will we be taxnayers, but we wili also
be providing several local jobs.
Additionally, we do not feel our deli will significantly
affect the two other delis alread} in the arP.a . We are
not in the ilTIIlediate vicinity of either ; on the contra~y,
the nearest one is over a half-mile away. Our intended
customers are those persons who do r.ot patronize these
other delis ~ecause of the distance they Must travel to
get there and the time it takes. Our intention is to
provide a convenient and er0nornical alternative.
