Grinm replied that it was ~imilar to fanning and was basically farming of products fran the sea. He indicated that sea plants could be include3. Ccmnissioner McFadjen state3 that she coold not find the def inition, and Mr. Grinm mentioned that the Cit:v allowed it to take place in sane zones. He pointoo out that it was in the Ccn:Htional Use Permit Ordinance. Ccmnissioner Snith questioned if there would be a store on the premises, and Hr. Grinm explained that it would be similar to the type of agriculture stands located around the Cit y. Mr. Grinm discussed what he envisioned the process would be. ~. Ccmnissioner Snith asked if it would include fish, and Chairman Schlehuber replied that in theory it could b<;! included. He stated that the investigation would cane up with a definition. Hr. Howes explained what it covered. Ccmnissioner Hall asked if the car dealerships had any input, am Hr. Howes replied that they did not. Ccmnissioner Holmes mentioned parking in the Redevelopnent Area 800 said that he wanted it clear that a,1y required parking that could not be gotten on the propettf up to 100\ could be d<ne through a parking district. Ccmnissioner Snith talxed about apartment P3rking and asked if it was necessary to have covered parkiny. Hr. Howes replied that there was nothing written in the Ordinance, but that it was a suggestion fran the Planning Ccmnission at the last meeting. O\airman Schlehuber opened the public hearing at 6:27 p.m. Since no one wished to speak, the public testimony was conclooed at that time. Delaney discussed the route the trucks would takP. Collllisaioner Snith won:!ered about probla'IB with trucks turning, and Hr. Delaney replied that there wouldn' t be any problans with it. Hr. Delaney pointed out that it was candi tioned that it would be what the City Engineer deaned necesaary. Collllissioner Mcl'aa1en asked Hr. Delaney if they would object to hydroaeeding vacant lots 8 and 9, and Hr. Delaney responded that they intended to pursue developnent of the8e lots right away, but would be willing to hydroseed them. Hr. Rusty Coanbs, Architect, 6595 Riverdale Street, San Diego, said that lots 8 and 9 would be part of the grading plan overall and that erosio.'1 measures would be taken at that time. Hr. Bill Whitworth, 7114 Santa Barbara Street, Carlsbad, spoke on behalf of the Hcmeowners Association and the owner and manager of the mobile hane park. He stated that they were grateful to the Ccmnissic-and felt that the amendments benefitted them enormously. Chairman Schlehuber asked Hr. Delaney how many Poinsettias wre in exiatenoe and asked if they were willing to change the name. Hr. Olairman Schlehuber explained his preference. Collllissioner McFadden questioned what was meant by the four lanes at the main entrance, and Hr. Wickhml responded to her question. Coanissioner Hall also asked for clarification of the main entrance. Callllliaaioner McBane asked if a signal at the main entrclnce wauld allow a left tum am a u-turn, and Mr. Wiclmam indicated thrlt it would. O\aimian Schlehuber asked staff for their view on u-turns, and Mr. Wickha IININIKed that generally they did not like tlaa in this situation. Charlas Grinm, Assistant Planning Director, gave the preeentation on this itan as contained in the staff report, using a transparency to show the site and wall maps to show the prq,oeed project. He discussed the three variances that the awlicant requested, indicated that the of f icP ll'OUl.d be a conversion fran a single family residential :..,e and discussed the parking requiremeuts and how they ll'OUl.d change if the Parking Ordinance was changed. O\airman Schlehuber camiented that he understood that the applicant had now pr opoaed to move the garage to sanewhere bahind the building, and asked if staff would agree to a cordi t ion to that e ~fiect. Ms. Sandy Whitmer, 2774 Jeffersa, Court, Carlsba:3, stated that they wanted to get the project underway that evening and that they did not want to cane back again on the parking issue. Since no one else wished to speak, the public testimony was concluded at 7:35 p.m. Caanissioner Holmes indicated that he dido' t have any problems with it since the applicants were willing to move the garage. The other Callnissiooers agreed with him. Olllirman Schlehub& indicated that he agreed because if they required a covered space, it might becane a full garage. He added that people would then be using it for storage and it wouldn't be used for parking.
