of time which will be spent on Item No. 1, and pointed out
that there were people in the audience who desire to

Plan Allendment package to the City Council, she requested
that this item be continued until August 13, 1986 as the
first ite111 on that agenda.

Chairman Schlehuber declared the public hearing opened dt
6:11 p.m. and issued the Invitation to speak.
Julie Nygaard, 3405 Spanish Way, representino Carlsbad
School District, addressed the Conwnlsslonand informed that
she WOl.lld not be able to attend the August 13th meeting.
She spoke in favor of this General Plan Amendment.
Hs. Nygaard informed that the Boys and Girls Club worked
with Carlsbad School District to establish a program
called Sca111pers which services 60 children at four
different school sites. However, this is not meeting all
the needs of Carlsbad. There are a number of people
waiting to get Into this program, but there ls no more
space. The cost is also excessive and continues to grow.
The State ls considering licensing the program and If this
ls done, t hen the cost will double which may eliminate the
pr~ra~ C0111pletely.
Hs. Nygaard further stated that at Valle} Junior Hlqh
approximately 40 percent of the students are beinq
serviced by an after school program. In two years, it ls
predicted that approximately 60 percent of the students
will be serviced by that program. She added that a recent
bill passed by the Governor states in essense that anyone
who works in Carlsbad will now be able to bring their
children to Carlsbad schools. What this means ls that
there will not be anything for those children to do and
probably no where to go after school.
She submitted a letter from San Harcos School District
endorsing the approval of this General Plan Amendment.

Hike Howes, Senior Planner, stated the purpose of this
report and rec«-endatlons ls to bring the land use
designations on the General Plan, Zoning Hap and Local
Coastal Plan into confor,nancy.
Hr. Howes ga~e the staff presentation on the f irst section
of the report dealing with the General Plan and Zoning
inconsistencies outside of the Coastal lone.

Exhibit "A" -Harding Street
Mr. Howes described the location of the site, with the aid
of a map, and stated that staff ls reconrnending a General
Plan Amendment from RVH to RH and a Zone Change from RD-H
to R-3. Mr. Howes gave the reasons for the proposed
changes as contained ln the staff report.
Chairman Schlehuber pointed to a wall chart which lists
the descriptions of the various zone designations in the
Cl t v for the benefit of the audience.
Chairman Schlehuber declared the public hearing opened at
6: 16 p.m. and issued the invitation to speak. (Chairman
Schlehuber informed that audience participation will be
taken after each exhibit of 'tem No. 1 ls presented.)
The Planning C011111lssion accepted staff's recommendations
on Exhibit "A" as contained ln the staff report.
Exhibit "B" -Altiva Place
Mr. Howes described the location of the site, with the aid
of a 111ap, and stated that staff ls recommending a General
Plan A111endftlent from Rl4i to RLM. He gave the background
and the reasons for the proposed amendment as contained in
the staff report.
Jim Scott, 1241 Elm Avenue, addrcsJed the Commission and
stated that it ls a fairly dramatic cha,,ge from high
density to low density. He stated he has plans to do a
single-fa111ily subdivision. They were going to do eight
lots on two acres. However, by chanqir,g the General Plan,
the 111ap application they have in will n~t be acceptable.
Further, if the City Council approves t~e proposed
recoa.endation of having 0-3.4 units per acre, then the
nuaber of units he proposed tc build ~ill go from 16 units
to 6 units. He requested that the Planning Collftission
allow ror RM with the 10,000 squar~ foot minimu111S to
enable his plan for single-famll} lots to go forward.
Mr. Howes stated that staff can understand the applicant's
concerns; however, RLH and R-1-10,000 go together. If
staff goes along with the RM General Plan designation,
there is nothing to prevent the applicant from selling
that property to sonieone else, and then having s0111e""e
else COftle in six IIIDnths fr0111 now requesting a rezone to
ROM.
The Planning Ca.aission approved the staff's recoanenda-
tions for Exhibit "B" as contained ln the staff's
repot·t.

Hr. Howes stated that at this time Gary Wayne, Senior
Planner, will be giving the starr report on the second
part of this presentation dealing with Coactal Issues.
General Plan -Local Coastal Program (LCP) Consistency
Gary ldyne, Senior Planner, stated that the City ls
divided into sh LCP segments. The LCP segments have a
long history of preparation and adoption, and lt has not
been until very recently that the City has accepted the
LCP's, and has been willing to approve the LCP's with
amend111ents and therefore, take the responsiblllty of
implementing the LCP segments. He explained that In order
to acco111plish the Implementation, the City has to make Its
General Plan and Zoning lnterndlly consistent with the
LCP.
Mr. Wayne continued explaining what ls involved in order
to ensure consistency anio,,g the General Plan, Zoning, and
Local Coastal Program as contained In the staff report.
Hr, Wayne pointed out that staff will be returning to both
t.he Planning C011111isslon and the City Council at a later
date to process other General Plan Amendments and Zone
Code Amendments which baslcully involve text changes.
Tonight, staff will only be dealing with the map changes
to bring all or the documents into conformity.
Exhibit "F" -Hughes Property, Highway 78 and Jefferson
Street
Hr. Wayne described the location or the site, with the aid
or a map, and gave the reasons why staff ls recommending a
General Plan Amendment from RR! to OS and a zone change
fr0111 C-2-0 to OS as contained in the staff report. He
.. dded that it has come to staff's attention that the Buena
Vista Creek does not follow the precise boundar les that
are outlined in the Local Coastal Progra~. Therefore,
staff will be processing an LCP amendment to have open
space designation .fust apply to the resource involved,
Buena Vista Cr~ek.
For clarification, Hr . Wayne e~plalned that LCP means
Local Coastal Progra111 which ls made up or two parts --the
land use plan and an il!lple111entatlon section. The City has
already adopted the Land Use Plan, but at this tiine the
plan does not confor1111 to the General Pldn.
C~issioner Harcus noted that the C~ission's Exhibit
"F" was di frerent fr011 the Exhibit "F" on display. Hr.
Wayne stated that that was correct, and explained that the
inforaation of the precise boundaries or the Buena Vista
Creek, as well as a 25-foot buffer, came to the attention
of staff this aornlng.
Coalssloner Mcfadden inquired whether a portion of the
property in question was a sewer plant and therefore,
governmental . Mr. Wayne responded that 1t was. She
further inquired why then was that portion being
designated RRI.

Mr. Wayne explained that that portion was original!)
designated RRI, which ls not Inconsistent with the use
there. /\ governme11t building can be situated in any zone.
The City has utility pump stations all over the City in
whatever General Plan designation they happen to be In and
zoned. They are allowed therr by a CUP.
C<>11111issloner Mcfadden further inquired how much of the
land ls actually RR! aside from the sewer pump.Mr. Wayne
pointed out on the map tne portion of the site that would
be RR! that ls not the sewer plant.
Charles Grimm, Assistant Planning Director, stated that
the concern of the City ls that a developab.1.e piece of
property be designated from ~RI to Open Space. This would
take away the property owner's development rights.
For further clarification, Mr. Jayne stated that the
City's General Plan does not designate the portion in
question as Open Space. However, the Local Coastal
Progra~ designates the whole strip there (which would
basically follow the City's boundary at the northern line)
as Open Space. It's the City's interpretation of the OS
General Plan designation to designate Open Space for its
intended uses. The intended use here ls resource
protection which ls Buena Vista Creek, and therefore the
area to the north of It which ls RRI on the City's General
Plan should rP.ally not be part of the resource protection.
There ls adequate buffer that was already considered in
the granting of ~he Coastal Development permit by the
Coastal C011111ission. Therefore, it ls staff's
reconnendatlon that this area that ls not really open
space not be designated Open Space on the LCP.
Dan Hentschke, Assistant City Attorney, further clarified
that with regard to both the LCP amendment and the General
Plan Allend111ent, the C011111isslon 's only action tonight would
be to direct staff to notice that for a public hearlnq at
its next C0111111ss1on meeting (August 13). This portion
does not have to be discussed in detail since a public
hearing ls necessary for an LCP amend111ent.

Hr. Wayne described the location of the site, with the aid
of a map, and gave the reasons for the staff's
reconmendation for an LCP amend111ent from RLM lo RMH. He
pointed out that the LCP h~s a map note which would
designate all first row of lots adjacent to the lagoon as
RLH. Staff has dl~cussed the problems with this type of
designation with the Coastal Collllllllssion. The City has
enacted a number of recent changes with its decrease ln
density and not counting 401, slopes and wetlands for
density calculations, and requiring buffers and setbacks
from the wetlands as part of an LCP approval. There ls
enough resource protection ava l lable ln the existing
docuinents to ensure adequate protection of Buena Vista
Lagoon.
Hr. Wayne added that there are a number of existing
condomln.lu111s and 111.Jltlple ownerships of single lots there
which would be affected lf the designation were changed to
RLH from RM-i. Therefore, staff feels, given the number of
recent changes ln policy and General Plan Amendments, that
the adequate resource protections exist ln the City
documents a~ well dS the LCP and that the RMH makes more
sense fo~ this area.
Co11111i ssloner McFadden referred to the memorandum and
requested clarification as to the location of the slte.
Hr. Wayne explained that Exhibit "G" ls broken down Into
two parts. The memorandum deals with another area along
Jefferson that has the same map note. He explained that
staff was somewhat confused when the LCP was first adopted
as to the map note that designates the first row of lots
as RLH; Staff wanted to cl~rlfy the map note, and lt has
been discussed with the Coastal Co11111lsslon staff. The
area Identified ln the memorandum as "G-1" ls not a first
row of lots, because they are separated from the lagoon by
Jefferson Street.
A Hotlon was made to approve staff's recommendations on
Exhl bit "G" as contained ln t he staff's report.
Chalr111an Schlehuber expressed his concern about the amount
of edts en Jefferson Street. It ls a main thoroughfare
between the 111all and downtown Carlsbad.
co .. lssloner HcBane suggested that a O Overlay be placed
on Exhibit "G" to glve the Co11111lsslon an opportunity to
review the specific plans .
Follo•ing further discussion, the Planning Co111111ssion
approved start' s rec011111endatlon on E.xhlbit "G" as
contained in the starr' s report and directed the starr
to return Exhibit "G" to consider placing a O Overlay on
this s ite.
Upon ~ question raised on the action that should be taken
on Exh ibit "G-1", Hr . Grl-clarltled that there ls no LCP
a11endlllent involved. Ho Planning Ca.ilsslon action ls
necessary. Starr wlll interpret the 111ap note as to the
approprlate LCP designation for thls property.

Exhibit "H" -Single family neighborhood around Buena
Vista Creek
Hr. Wayne described the location of the site, with the aid
of a map, and stated staff's reconmnendatlon for a General
Plan Amendment from R..i to RLM as contained in the staff
report.
Gene Bell, property owner in the area, addressed the
Plannlnq Commission and pointed out on the map an area
which ls currently zoned R-3, and stated that lt ls his
understanding that that would not be changed.
Hr. Wayne stated that that was correct . It was a drafting
error. This has been a tremendously complex project and
even with the numerous checks, there are bound to be
errors.
The Planning Co11111lsslon approved staff 's recommendations
on Exhibit "H" as contained ln the staff's report with
the deletion of the area currently zcned R-3.
Exhibit "I" -Lots on north side of Laguna Drive between
State and Roosevelt Streets
Mr. Wayne described the location of the site, with the ald
of a map, and stated staff's reconwnendatlons for an LCP
amendment from RH to R..i/O as contained ln the staff
report. He added that a portion of the area ls within the
V 111 age Redevelopment Area, and that area plan wl th those
uses have already been approved by the Coastal Connlsslon.
However, there has been no map change.
Co11111lssioner McFadden pointed out that the text states
that the site locntlon ls between State and Roosevelt
Streets. However, the map states between State and
Madison Streets. Hr. Wayne stated that the map exhibit
was correct •
Mr. Wayne responded to various questions posed by
C~lssloner McFadden for clarlflcatlon. He pointed out
that the public was noticed of this a111endment through a
display ad In the newspapers. The property owners were
directly noticed.

Exhibit "J" -Ticor ( APN 155-101-65 and 155-190-13) and
Native Sun (APN 203-010-21) located near the 1110uth of
Buena Vista lagoon
Hr. Wayne described the location of the site, with the aid
of a 111c1p. He stated staff's rec011111endatlons for a General
Plan Amendr.ient from RH/OS to RLM, and a Zone Change from
R-A to R-1-20 for the Ticor parcels and from R-A to R-1-10
for the Native Sun parcels
Hr. Wayne explained th~t it had come to their attention
that the property ls under private ownership. He pointed
out that staff ls also proposing an LCP amendment from OS
to RLH . He stat~d that it has also come to their
attention that Native Sun has a recorded irrevocable offer
to dedlcate the entire parcel as Open Space. If that ls
the case, staf?'s recOffll'llendation wlll be to change the
designation to Open Space with the acceptance of the
offer.
C011111issioner Mcfadden pointed out that this area was ln
the Beach Overlay Area, and inquired why lt was included
In the recominendatlons.
Hr. Wayne stated that staff has been directed by Council
to 1110ve forward with all necessary ducuments to implement
the Local Coastal Plan. One of the things that nust be
done to l!llplement the LCP ls to adopt a map. Either a map
should be adopted with the current Open Space designation,
knowing that there ls private property out there, or staff
should try to do s0111ethlng about it.
Hr. Wayne explained that the action that the Connisslon
will be taking on LCP amendments would be a rec0111111enda-
tlon for approval Oil those amendments that the C011111lssion
feels ls appropriate, which would open a six-week review
period. At that tl111e interested parties trould have a
chan~t to exa~lne the documents and respond in writing or
orally. Staff would then 111ake a sunnary of the c011111ents
and sublnlt a report to the Planning COll'alisslon at which
tline the Planning CO!Mllssion will make a decision. That
decision will be forwarded to the City Council.
In the discussion that ensued, C011111issloner HcBane
inquired why staff was rec011111endlng RLH rather than RL
since it ls going t~ be a R-1-20,000 zone (for the Tlcor
parcels). Hr. Wayne replied that this ls done to be
consistent with the LCP.
In response to a C011111ent by C~issloner HcBane, Hr·. Wayne
pointed out that the LCP amendment will be to change the
•ap note of all properties to RL. C0ta1lssioner HcBane
pointed that there was the concern that the property owner
aay eo111e back and ask fur a change in zoning to be
consistent with the General Plan designation at a higher
density. Hr. Wayne stated that could be possible.
City Attorney tientschke stated that if all the other
properties are RL designation, you have to go to a larger
lot size and it 1t0Uld need SOiie sort of illlJ)lewientlng
zone.

Hr. Wayne stated that his understanding of that 111ap note
ls to allow develop111ent that ls sensitive to the resource
(lagoon) so that you don't have a lot of grading, a lot of
site disturbance next to the lagoon. It is also to
preserve views. In this case the site is flat; so, there
ls not going to be a lot of site disturbance. So that
111eets the intent of the first part. But as far as being
adjacent to the lagoon in the view corridor, certainly a
lower designation or a lower density would be better at
preserving the ,·tsual resources.
Hike Poynor, Attorney for Ticor Title, Sternberg, Eggers,
Kidder I Fox, 22S Broadway, Suite 1900, San Diego,
addressed the C«-lssion ar,d requested a continuance of
this 111atter because Ticor has not had an opportunity to
analyze the various alternatives in this matter.
Upon a C011111ent 111ade by Chairman Schlehuber regarding the
water levels out there, Hr. Poynor stated that he did not
want to respond at this ti111e until he is thoroughly
prepared to speak on this 111atter. He requested that the
matter be continued to August 13, 1986.
C«-issioner Mcfadden reiterated her concerns that this
area ls in the Fleach Overlay Area, and stated that she
felt that staff not only needs to address the densities or
how high the tide ls, etc., but the traffic issue also
needs to be addressed. She suggested that this matter be
continued until there ls a report In from the Beach
Overlay Study COR1ittee.
In response to Coiaissioner Schra11111, Hr. Wayne stated that
staff can still submit a package to Council. However, LCP
a11enct.ents 111ay be necessary later. He added that If the
Beach Overlay Study C~lttee could have their report In
during the six-week review period, then the c1111end11ent
could still be included ln the package to l111ple111ent the
Local Coastal Plan.
C«-issloner Harcus questioned how long it ls estimated
for the report to be in. Coaaissioner Mcfadden stated
that the bridge needs to be opened, and after that tiae
approxlaately two 1111>nths ls estlaated betore the report
would be C0111pleted.
Dan Hentschke, .\sslstant City Attorney, suggested that
this utter be continued to August 13 to give staff an
opportunity to address the tide levels, water levels, the
traffic, etc., to see what will be available for that
Tlcor parcel. He added that because the City Councll ls
really pushing to get the coastal pen11lt authority for the
City, it llight cause soae problet!IS to delay this another
two 110nths.
In response to a previous question by Coaaissioner
Mcfadden on the reason this area was included in the
recoaendatlons, Hr. Wayne pointed out that staff ls
dealing with soaething t hat has been already approved and
adopted. In addition, in all the cases, these are going
towards 1110re restrictive uses. Further, the Coastal staff
hu given their support that the rec0a11ended changes will
be COlllpatlble with the decisions.

to send notices within the 600-root radius on this LCP
aaendllent. He eo-«,nted that he felt that on zonings that
really have a treaendou~ affect on existing neighborhoods,

In the discussion that ensued, It was agreed that staff
would notify the property owners, and the affected people
in the 600-foot radius. Staff indicated that due to the

the previous action taken relative to this area. He
pointed out that this would just be a clean-up General

Mr. Cri-explained that when this was negotiated with the
City and the Coastal COMRlssion, that possibility was
discussed. The Coastal C~ission's feeling ls that that
ls a possibility in the future. The facility itself
cannot be 110ved, hut changing the zoning from the site and
1110ving it down to an even larger site, the south side of
the lagoon, is a possibility. However, the Coastal
C~ission is not willing to discuss that possibility in
any detail until Cannon Road is opened up, so that access
could be provided to that site. Even then, they are not
c~ltted to It, and ll ls still some time away before
Cannon Road will provide access to the south shore of the
lagoon.
Mr. Cri-further explained that in the hearinqs that took
place before the City Council on this issue, the
C0111Pr011ise was -..de that the Coastal C011111ission would go
along with down zoning the area if the City would keep the
Snug Harbor as recreation ~rclal. Staff ls basically

Gary Nesslffl, 800 Grand Avenue, addressed the C011111lsslon
and stated that he has one of the lots in escrow, and
urged that the zoning remain R-2. He added that by
keeping these lots R-2, the Com.11lsslon would be allowing
1110re people to llve near the beach.
Rita Windru~, 4230 Clearview Drive, owner of Lot 33 on the
west side of Carlsbad Bl vd ., addressed the C011111isslon and
inquired why the owners are held to the CCIR, yet the City
can i111ple11ent these zone changes. She expressed her
opposition to the zone change and urged that lt ret11aln a
uniform plan and not be changed.
Kevin Forsyth, 2746 Arion Drive, San Diego, addressed the
C~ission and stated that he has one of the lots in
escrow. He added that he ls buying the lot 111ainly because
it is a duplex, and urged the C01a1lsslon to 111aintain the
R-2 zoning.
Trish Spencer, 354 Rich111c1r, San Marcos, representinQ the
owner of one of the duplexes, addressed the Coaaission and
pointed out that the duplexes have been existing for
approxlaately 30 years. further, there is only one
driveway access per duplex and would create no proble111.
Additionally, it would allow for 1110re people to live close
to the beach.
Chainaan Schlehuber pointed out for clarification that the
zone change will not affect the existing duplexes unless
they are destroyed. Ms. Spencer pointed out that it will
affect the value of the duplexes, however.
C01aissloner 14arcus coaaented that she would be inclined
to leave the duplexes as they are zoned now. Coaaissioners
Holaea and NcBane expressed their concurrence ln that 501
of the lots are already developed on an R-2 basis, and lt
doea provide affordable housing in the area.
Chainun Schlehuber inquired whether staff had discussed
this part icular ltea wlth the Coastal Coaaisslon. Hr.
Wayne replied in the afflrNtive. The problea was people
trying to get dr iveways out of arterials would point to

findings for this change to the General Plan. He added
that staff would try to take care of the duplex lots
around the City. Since 50 to 6~ of the lots are already
developed as duplexes, we are talking about affordable

the lots as designated In the exlsting designations.
A 1110tlon was made to approve staff's reconnendatlons
on Exhibit "R" as contained in the staff report.

Hr. Wayne explained that It would require a text change

could only refer to the duplexes rather than change the
designation of the whole area to RH. He Inquired whether
the Coaisslon wanted to amend the LCP to RH or to anend
the text to allow for s0111e of these existing areas to
have the R-2 Zone.
CO!Mllssloner Harcus ainended the 1110tion to have staff do
whatever ls necessary to ensure that the duplexes will
reaain R-2. C01111lssloner HcBane, the seconder, agreed.
C01a1lssloners Hall and Mcfadden spoke against the 1110tlon
because of the high density.
Ca.alssloner Harcus clarified that her intention was not
to rec«-nd high density for the area, but to iRrely
lapleaent whatever 11easures are necessary to ..alntain the
duplexes in the R-2 Zone.
Following further discussion, the Planning Ca.aisslon
directed staff to leave the duplex lots as zoned, and to
change the text of the LCP and the General Plan to retain
the R-2 zoning of the site to allow the developaent of
the duplexes.

far as future studies are concerned on the i111pact of the
airport.
C~lssloner Mcfadden inquired why this area was
designated residential. Mr. Wayne stated that this ls
designated RL on the City's General Plan, and there has
never been any request to change it. However, this ls
also soaethlng that staff ls asking in its next staff
report to undergo further study.

although he understands what staff ls trying to do by
lowering the density of the area, he stated that he could
not understand why the area was designated residential in

Recent developnient around the area, and recent changes to
the LCP regarding conversion of agricultural land no
longer isolates this property as 111Jch as it once did.
This is not part of any AC area in the LCP and it doe5 not
have a lot of develop11ent constraints. He added that it
is his understanding that a letter fr0111 the property owner
has been sent to staff which supports this amendment.
C0111111issioner Mcfadden inquired what else was occuring in
the area --whether soae type of neighborhood connercial
zoning will be needed. Hr. Wayne stated that there is no
coaaercial designation on the General Plan as it stands
right now. There are proposals for ca..ercial in that
general area right now, but not on that property.

Mr. Wayne gave the presentation on this Item as contained
In the staff report and described the location with the
aid of a 111ap . He pointed out that this item involved two
separate act i ons: (1) A General Plan Amendment from C to
RH for the portion north of Dove Lane, west of El Camino
Real; and (2) An LCP amendment from RM to C to extend the
c0111111erclal area north•est of Alaa Road and El Camino Real
all the way up to Dove Lane. He also pointed out an error
ln the staff report which states that the subject area ls
not annexed. The area ls already annexed and was zoned C-
2-0 consistent with the c011111erclal designation of the
General Plan.
Jim Francln, ~00 Camino D'Arqulta, addressed the
Ca.ilsslon and stated that In 1981 he went through the
General Plan amendments and annexation in order to make
this part of the City with its present zoning designation,
which ls c0111patlble with the Mola property to the
1-dlate south. There ls some nutual ingress and egress
there in order to provide for traffic flow. He inquired
where a O Overlay could be placed on t he area in order to
continue the coiaerclal deslqnatlon as it presently exists
within the present planned boundary.
In the discussion that ensued on this 111atter, Mr. Grl111111
stated that the boundary line went to the top of Mr.
Francln's property and that was to be the final boundary
because staff was worried about strip c<>1Rerclal. At that
tlae, however, it was assumed that Dove Lane would e111pty
into t he ~rclal -that the road would go right into a
parking lot, and it 111ade sense to take it to the top of
his property. Since t hat tl111e the Engineering Depart111ent
has done a study. He noted that on the left hand side of
the 11ap on display there were a number of parcels, and
stated that was a lot of concern on how those would be
served. The Engineering Depart111ent, consequently, decided
that Dove Lane would have to go through. Once Dove lane
goes through, it does not inake ser,se fr011 a planning
st~ndpoint to leave a bit of ca.aercial on the north side
of that. As a result, it was decided that Dove lane would
be the appropriate stop.
The Planning C~isslon approved staff's rec~ndations
on Exhibit "EE" as contained ln the staff report with
the de) lion of the last sentence dealing with the
annexation, iltld instead include a sentence stating
that the northern portion of the property wi ll be
zoned ROM.

Mr. Wayne gav~ the presentation on the above item as
contained in the staff report and described the location
of the site with the aid of a map. He stated that staff
is proposing a General Plan Amendment fro111 RMH/OS to
RM/OS.
William Savage Jddressed the Commission and requested a
continuance until the next regular meeting (Auyust 13,
1986).
Chairman Schlehuber expressed his interest to review the
letters filed by Mr. Savage supporting h:s position.
Dan Hentschke, Assistant City Attorney, clarified that he
believed that the documentation that Chairman Schlehuber
is requesting are the documents he will be reviewing with
Mr. Savage and his att orney with regard to the density and
the appropriate designati ons resulting from the Coastal
Commission's approval of the land use plan on the site.
He informed the C011111ission that some of the docur.,entation
is in the Land Use Plan, and advised that he will provide
the Cocnission with the copies of these letters at its
next regular 111eet i ng.
The Planning Co11111ission continued Exhlhlts "CG" and "HH"
to the next regular meeting (August 13, 1986).
Dan Hentschke, Assistant City Attorney, advised t hat the
C~isslon could expedite this public hearing by elimating
the oral presentation if the Commissioners have read the
s t af'f' reports.
Chair111an Schlehuber agreed , and inquired whether the
Co.iissioners had any particular questions on any of' the
re111c1inlng Exhibits.

deadline.

has COllle to their attention, based on the fact that HPI
has not turned over some things to Engineering, that they
will not be ready on the 20th. Therefore, the meeting set
for August 20 can be cancelled.
The Planning C011111Jssion cancelled the special meeting set
for August 20, 1986.
