Chair111c1n Schlehuber announced that a letter from the
applicant, South Coast Asphalt Products Co., Inc., ha~
been received requesting a continuance of this matter fer
t wo weeks. (The Clerk has a copy of the letter on file).
Following a brief discussion as to the continuance date,
the Planning Co-ission continued Item No. 1 to the first
Meeting in October (October 1, 1986).

Plan A.endment .-..ending Section 15 (Combi nation
Distr ict) of the Land Use Ele111ent te~t to provide for
use of the COlllbination District with the PC zone.
(This iteia was heard concurrently with Item No. 3)
PACIFIC RIM t<XMTRY CLUB AND RESORT (HPI) -Request
for the certification of an Environmental Impact
Report and approval of a General Plan Amendment, and
Mast er Plan for a 1,402 acre site l ocated i11111ediately
north of La Costa Avenue between Interstate 5 3nd El
Caaino Real. The appr~val of a Tentative Tract Map
for Phase I (531.1 acres), a Cond<>1111niuM Penwit,
three Planned Unit Develop111ents, a Non-Residential
Planned Unit Develol)ll!f'!nt and Site Develop111ent Plan
for Planning Areas 1, 2, 4, 8, 9 , 10, 11, and 14 of
Phase I are also requested.
At the advise of Dan Hentschke, Assistant City Att orney,

Dan Hentschke, Assistant City Attorney, informed that the
City Cou,,cll determined at its meeting, September 2, that
the applicants for the Pacific Rim Master Plan had not
cr~llec with the requirements of Section 21.90.030 of the
Carlsbad Municipal Code, with regard to the exemption from
the processing restrictions that appl) generally
throughout the City. Because of this determination, this
project is now fully subject to Chapter 21.90 of the
Municipal Code, and the project cannot be processed until
after the preparation of the Citywide ~aclllties Plan and
the local Facilities Management Plan as provided in that
chapter (Growth Management). Therefore, the Planning
Connission has no jurisdiction to hear this matter. The
Ordinance precludes any processing for approval of any
permits that are not exempted from the provisions of
Chapter 21.90. For this reason, It is rtcomiended that
the Co11111ission table this item.
The Planning Commission tabled Items Nos. 2 and 3 (Pacific
Rim Country Club and Resort -HPI).
Chairman Schlehuber announced for the record that the
Co11111ission received written material from HP! shortly
before the meeting toniqht which he did not have an
opportunity to review.
ADDED ITEMS AND REPORTS
Planning C011111ission
Upon a suggestion that the Co111nission recognize the
cot11panies who recently contributed to the Arts of
Carlsbad, the Planning Co11111ission directed staff to
prepare a letter of appreciation from the Planning
Co-ission to the individuals/companies who contributed to
the Arts of Car ls bad for the Chair111an 's signature.
Dan Hentschke, Assistant City Attorney, explained that if
the Council 111akes the determination that the Hunts (HPI)
project has satisfied the ordinance, then that matter is
reserved for the Council and they can bring it back to the
C01aission at the earliest possible time. It is the
Council's prerogative, and they are the ones who 111..1st
decide whether they desire to place this matter back on
the calendar.
