Motion by Commissioner Meenes, seconded by Commissioner Merz, to approve the Dec. 4, 2019 minutes,
6/0/1 (Luna abstained.)
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
None
PLANNING COMMISSION PUBLIC HEARING:
Chair Luna directed everyone's attention to the slide on the screen to review the procedures the
Commission would be following for that evening's public hearing.
Chair Luna opened the public hearing for Item 1.
1. V 2018-0010/SDP 2018-0020 (DEV2017-0138) -540 CHESTNUT SFR -Request for approval of a
Variance and Minor Site Development Plan to allow for the construction of a 2,128-square-foot two-
story single-family residence with an attached 639-square-foot accessory dwelling unit, a two-car
garage and roof deck located at 540 Chestnut Ave _nue in the Barrio Center (BC) District ofthe Village
and Barrio Master Plan and within Local Facilities Management Zone 1. The City Planner has
determined that this project belongs to a class of projects that the State Secretary for Resources
has found do not have a significant impact on the environment and is therefore categorically exempt
from the requirement for the preparation of environmental documents pursuant to section
15303(a) (New Construction or Conversion of Small Structures) of the State CEQA Guidelines.
City Planner Neu introduced Agenda Item 1 and stated Senior Planner Jones would make the staff
presentation (on file in the Planning Division.)
DISCLOSURES:
Commissioners Lafferty, and Stine disclosed they walked the site.
Commissioners Anderson and Meenes disclosed they drove by the site.
Commissioners Merz and Geidner disclosed they drove by and walked the site.
Senior Planner Jones gave the staff presentation.

Joe Barbano, architect for the project, stated a variance of some nature is needed to make the project
meet the standards of the city. He explained that zoning and city wide requirements were changed from
the time the application and plans were submitted to the time of the hearing. He stated the project will
be an improvement to the vacant lot that is currently there.
Chair Luna asked if there were any members of the public who wished to speak on the .project. Seeing
none, she opened and closed public testimony at 6:58 p.m .
Commissioner Lafferty and Anderson expressed concern about the request for the reduced setbacks.
Commissioner Geidner expressed· concern about the proposed trees in the right of way that could cause
issues for any future project to widen the street.
Commissioners Merz, Stine and Chair Luna stated support for the project.
Motion by Commissioner Meenes seconded by Commissioner Stine, to adopt Resolution No. 7354.
Motion carried, 6/1 (Anderson no.)
2. CDP 2019-0002 (DEV2019-0015} -HILLSIDE DRIVE RESIDENTIAL -Request for approval of a
Coastal Development Permit to allow for the construction of a new 1,848-square-foot, two-
story single-family residence with an attached 638-square-foot accessory dwelling unit and
612-square-foot attached two-car garage on an undeveloped lot, located at 4246 Hillside Drive
in the Mello II Segment of the city's Local Coastal Program (LCP) and within Local Facilities
l\:'lanagement Zone 1. The project site is not within the appealable area of the California Coastal
Commission. The City Planner has determined that the project belongs to a class of projects
that the State Secretary for Resources has found do not have a significant impact on the
environment, and it is therefore categorically exempt from the requirement for the
preparation of environmental documents pursuant to Section 15303(a) (New Construction or
Conversion of Small Structures) of the state CEQA Guidelines.

presentation (on file in the Planning Division.)

Commissioners Lafferty, Merz, Anderson and Meenes, disclosed they drove by the site.
Commissioner Geidner disclosed she drove by the site, walked around viewed google earth to better
erstand the watershed.
Associate Planner Dan gave the staff presentation.
Chair Luna asked if there were any members of the public who wished to speak on the project. She
opened public testimony at 7:40 p.m.

Chad Johnson, neighbor to the proposed project, expressed concern about the 6 feet of fill and the grade
of the driveway. He is concerned about a possible bulkhead developing from the elevation of the driveway.
He stated there is no safety barrier proposed on the driveway that would prevent a vehicle from driving
off the side of the driveway and potentially into his home. Mr. Johnson stated he supports the project and
is only raising a few concerns.
Jessie Smith, applicant for the project, stated he is willing to add a wall or barrier to the driveway to help
protect his neighbor's property.
Chair Luna asked if there were any additional members of the public who wished to speak on the project.
Seeing none, she closed public testimony at 7:50 p.m.
Commissioner Meenes requested a condition be added that a safety barrier be added to the driveway.
Associate Engineer Rick drafted the condition to be added that was acceptable to the planning
commission.
Motion by Commissioner Stine, seconded by Commissioner Anderson, to adopt Resolution No. 7355, as
amended. Motion carried, 6/1 (Lafferty no .)
3 .. ELECTION OF OFFICERS -The Planning Commission will elect a Chairperson and a Vice
Chairperson for 2020.
City Planner Neu introduced Agenda Item 3 and gave a brief presentation (on file in the Planning Division).
Chair Luna asked if there were any members of the public who wished to speak on the project. Seeing
none, she opened and closed public testimony at 8:16 p.m.
Motion by Commissioner Geidner seconded by Commissioner Lafferty, to nominate Commissioner
Anderson to serve as Chair. Motion carried, 5/2 (Commissioner Meenes and Stine no.)
Motion by Commissioner Stine seconded by Commissioner Meenes, to nominate Commissioner Meenes
to serve as Chair. Motion not voted on due to previous vote to elect Commissioner Anderson to serve as
chair.
Motion by Chair Luna seconded by Commissioner Merz, to nominate Commissioner Meenes to serve as
Vice Chair. Motion carried, 7 /0.
PLANNING COMMISSION REPORTS COMMENTS:
None
CITY PLANNER REPORTS:
City Planner Neu stated the 2020 planning commission calendar has been provided. He stated the
meeting on Jan. 1, 2020 will not occur.
