JOINT MEETING OF: THE CITY OF CARLSBAD PUBLIC FINANCING AUTHORITY
AND CITY COUNCIL
(Joint Special Meeting)
DATE OF MEETING: June 28, 2011.
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER:
Chair/Mayor Hall called the Joint Special Meeting to order at 6:59 p.m.
ROLL CALL: was taken by the Secretary/City Clerk as follows:
Present: Commission/Council Members Hall, Kulchin, Blackburn and Douglas.
Absent: Packard.
APPROVAL OF MINUTES:
On a motion by Vice Chair/Mayor Pro Tern Kulchin, the Minutes of the following meeting
were unanimously approved as presented:
Minutes of the Special Meeting held November 30, 2010. (Authority Only).
DEPARTMENTAL AND EXECUTIVE DIRECTOR REPORT:
11. AB #20.610 - APPROVE IMPROVEMENTS TO THE CROSSINGS AT CARLSBAD.
Parks and Recreation Director Chris Hazeltine and Parks Development Manager Mark
Steyaert gave the staff report and presented the Power Point presentation, on file in the
office of the City Clerk.
ACTION: On a motion by Council Member Douglas, Council
adopted RESOLUTION NO. 2011-153. approving the
appropriation of funds from the General Capital
Construction Fund for erosion remediation in the open
space areas adjacent to The Crossings at Carlsbad.
AYES: Hall, Kulchin, Blackburn and Douglas.
NOES: None.
ABSENT: Packard.

Commission/Council requested that options for a players' lounge be brought back to a
workshop for further discussion.
ACTION: On a motion by Commission Member Douglas,
Commission adopted RESOLUTION NO. 56. as
amended, authorizing the appropriation of funds from the
golf course Capital Reserve Funds for improvements to
Hole 18.
AYES: Hall, Kulchin, Blackburn and Douglas.
NOES: None.
ABSENT: Packard.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of June 28, 2011 was adjourned at 7:23 p.m.
