JANUABY. 22, 1959
The meeting was called to order at 7:32 P.M. by Chairman Roy Crom.
Cars, Present: Cron, Holzenburg, Hedriok, Guevara, Lawson, Lull and Kelles
Cars. Absent: None
Others Present: Mayor Ledgerwood| Own, Coats, City Manager Palkowski,
City Engineer Jenken and ^ity Clerk Price.
I. APPROVAL OF lilHUTES:
It was moved, seconded and unanimously carried that the minutes
of the regular meeting of January 8, 1959 be approved as read,
II. COHRESPOMDEIJCEJ!
Five letters requesting the City to take action in the improvement
of sewers, drains and streets were read from the following:
1. Jeanette L, Lull
2. Hazel liordahl
3. Thelma Virgil
k. Maude E. Hildabolt
5. Vina S. Hankins

A8 Discussion was held by the Commission relative to the improve-
ment of sewage facilities. City Engineer Jenken informed
the Commission of methods of alleviating the sewage problem
by installing one large central treating plant or a multiple
system of three small plants In three locations throughout
the City on enough land to be adequate for expanding each
in the future. He recommended the three plant method which
could be done for approximately l£ million dollars.
B» Discussion relative to number, kinds and total of tax raising
bonds now in force. City Clerk Price gave figures on the
pyramid of taxes as totalling an average of 06.83 tax rate
in the City. City ilgr. Palkowski offered to have complete
report for next meeting.
C. Discussion held on public opinion and survey of commissioners
on bond issues or 1911 Act for financing sewage and street
problems»
D« Discussion on replacing streets when torn up for water and
sewers by contractors. The City ligr. informed the Commission
that It is the Contractors Job to repair streets and the City
Engineering Dept. is responsible to see that the Contractor
fulfills Ills obligation. However after the 1st of February
the City will put in laterals and take care of streets, lie
further stated that the City does not have control over th
utility companies but does endeavor to obtain their cooperation*
E«, Discussion on tax increase and re-assessment of Carlsbad,
City Hannger reported to the Commission that in talking
to: the Assessors Office he was informed that no immediate
re -assessment was forthcoming but would probably come
about nest year, being reflected in 1960 and 61 „
Pe Discussion pertaining to financing of sewage problems 0 It
was aoved by Cmr. Lull that:
"The Publics Works Coonlooion recommend to the City Council
to proceed with the 1911 Act to promote set-rage plant,
laterals and trunk lineso*
The motion died flue to the lack of a second „
G0 Discussion on street rehabilitation,,
It was aoved by Cmr „ Guevara and seconded by Cmr. Hedrlok
that the Commission study various areas of the City todetermine what conditions the streets are In thereby ob-
taining a better understanding in order to formulate plans
for solving street problems. Hot! on carried „
Ho Street Drainage:
City 1'igr, Palkowskl reported that the City was in the process
of negotiating with the A. T. S. & F. Rallray Co, for right
of way for drainage ditch,
After discussion on various drainage problems of the City,
Cmr. Lull moved that recommendation be made to the City
Council that a study be made of the feasibility of a road
between Highland Drive and Valley Streets from Bas snood
to Park Drive in the low area to aid in adequate drainage,
with the necessary sewage facilities Installed c Seconded by
Cmr. Lawson and unanimously carried *
I, Community Center Building: Chairman Crom reported that in
talking with various people, the majority felt: "that they
wo:ild prefer to see a bond issue to acquire the necessary
land and a building rather than use the Women's Club money „"
After discussion, it was moved by Cmr. Lull and seconded
by Cmr. Guevara that the recommendation be made to the City
Council that the Women s Club be thanked for their offer and
at the sr.me time consider a bond issue for the purchase of
the necessary property and a building of their own for a

J0 Discussion held on methods of financing the various needs
of the City,, Mayor Ledgerwood recommended that the
Commission invite the City Attorney to the next meeting in
order to gain information on legal aspects and costs involv-
ed In the different methods of financing.
ADJOUBHtLJiiT:
It was moved by Cmr0 Lawson, seconded by Cmr. Lull and unanimously
carried that a special meeting of the Public Works Commission be
set for Febe 5, 1959g 7:30 P.M. at the City Hall Annex0Fleeting adjourned at 9^5 P«M»
