HomeMy WebLinkAbout1959-03-12; Public Works Commission; MinutesMINUTES OF SPECIAL MEETING 01-' PUULIC UOKj*h CO.MMISSION- •- "••" March 12 ^feeting called to order at 7 8 33 Po Mo by Chairman Crorru Present besides the Chairman were Commissioners Guevara, Kelley, Hedrick,, Lawson, Lull} City Manager Palkoivski, City Bngineer Jenken0 Absent, Commissioner Hol- zenbergo Minutes of the meeting of January 22, 1959S were discussed and accepted with two minor correct ions0 Comm0 Lawson moved, Comm0 Guevara seconded, that minutes of tho meeting of February 19th, 1959* be approved as reado All ayes, motion carriedo The Chairman briefly outlined the purpose of the special meeting — to formulate recommendations to the City Council res financing of sewage, street and drainage needs — and asked each member to give his views0 Members \vere in complete agreement as to sewerage being the City"s No0 1 needs to be assigned top priority^ The Tri~City proposal was discussed but it was felt Carlsbad's needs were too immediate to allow for the lengthy community negotiations which would be necessary to put the plan into effect o Members also agreed that second priority should be assigned to the repair and rehabilitation of streets; but that no extensive work should be done until sewer, water and drainage installations were completed so that ex» cavations in new paving could be kept to a minimum0 City Engineer Jenken, commenting on water system needs, stated that much of the system is antiquated, with too-small lines, rusty pipe* etc0j, func- tioning far below maximum efficiency0 Asked ret reclaiming effluent for agricultural irrigation, Mr0 Jenken stated he believed any new plant should be designed with that purpose in mind, although it would entail a cost of developing a storage plant for the reclaimed water and expense of pumping to it» Mr., Jenken and City Manager Palkowski both felt the Tri-City proposal had merit but that Oceanside hav- ing no urgent need at this time would tend to slow down community negotia- tions to the point where the plan would not be feasible,, After discussion $ the following recommendations to the City Council were adopted: 10 Comitio Lawson moved, Comnu Lull seconded, that the Commission recommend to the City Council that sufficient funds be appropriated by means of a bond issue to construct adequate sewer facilities and trunk lines to serve the entire City » to be given top priority on the ballot; technical details to be worked by the City Engineer and City Manager 0 All ayes, motion car- riedo 20 Comm0 Guevara moved, Comm0 Lull seconded, that the Commission recommend to the City Council that $350j,OOOoOO be raised by means of a general obli- gation bond issue for the rehabilitation of city streets and establishment of a revolving fund for proper maintenance 0 All ayes, motion carriedo 3e Conrnio Lawson moved, Comm0 K el ley seconded, that the Commission recommend to the City Council that not less than $300P000000 be raised by means of a general bond issue to rehabilitate and repair the City water system,. All ayes, motion carriedo 4« Commc, Guevara moved, Conraio Lull seconded^ that the Commission recom« mend to the City Council that the Consolidation Study Committee appoint-" ed by the Mayor- be dismissed,, for the foilo%ving reasons! a0 It is fait with the Consolidation Committee being in exisfc~ ences it will greatly handicap the Commission in any recom- mendations it might make in accomplishing the objectives so vitally needei such as sewage9 drainage and street im- provement s0 b0 The City is approaching the end of its fiscal year and it will impose a hardship in the preparation of the budgets insofar as the Public Works functions are concerned^ and no doubt other City Departments0 GO It is further felt that the existence of this committee will also be detrimental to the City in deterraining future planning* Four ayesj, one nay (Lawson)s motion carried* So Comcio Lawson moved, Comm0 fledrick seconded9 that the Commission recom- mend to the City Council that $155P000000 be raised by general obligation bond to take care of drainage needs in the City0 All ayess motion carriedo 6« Comm0 Lull movedg Comm0 Guevara seconded^ that the Commission as a body reject the Suggested Area Plan of the Whitnall "Community Redevelop* ment Plan"0 Four ay©Sg one nay (Hedrick)9 motion carried,. It was agreed that a letter be addressed to the City Council $ with carbon copy to the Planning Commission^ advising them of the Commission"& objections to the "Plan«0 City Manager Palkowski suggested that one or several of the Commissioners attend the Cifcy Council meeting; next Tuesday evening to support presenta<* tion of their recommendations« Chairman Crom and several Comntissioners indicated their intention to be present„ There being no further business to come before the meeting* it was adjourned by proper motion at 9*30 P<> Mo Respectfully submitted^ WILLIAM GUEVAiiA^, Secretary V
