Meeting called to order at 7*35 P<> M* by Chairman Orom0 Present besides
the Chairman were Commissioners Davis5 Guevara, Iledrick, and Lull| City
Manager Palkowski0 Absent, Commissioners Lawson and Holzenbergo
Commo Lull moved, Comrao Davis seconded, that rainutos of the regular meet-
ing of August 20th, 1959* be approved as submitted,, All ayes, motion car-

C3SY MANAGER'S RBPORTi
City Manager Palkowski gave a brief report on progress of the cleaning op-
eration at the sewage disposal plantt stating that the screen was reject-*
ing approximately 80£ of the rock and replacement cost of the rejected
material will run approximately $8,000; but that the operation should bring
efficiency of the plant up to close to 100$ and al'Low additional connections
to be made0 He stated the City has entered into a contract with Pomeroy &
Associates for a survey, to cost not more than $30,000, which will cover
rehabilitation of the present plant, extension of the ocean outfall, and
design, plans and specifications for a new treatment plant in the Agua
Hedionda watershed and trunk lines to all presently unserved areas with the
exception of the Buena Vista watershed* which is not considered a critical
area at this time*
MrD Palkowski reported that the City Council is holding an adjourned meet"
ing on September 23rd at 7*30 P. M., to which Chamber of Commerce and Realty
Board members have been invited; purpose of the mooting being to explain
proposed sewer improvements to be financed by bonds to be voted on October
13tho He urged members of the Commission to attend if possible*
There was further discussion on ways and means of mustering support for
passage of the bonds, the City Manager pointing oui that the Council has
gone on record that, should the bonds fail a second time, they will go into
1911 Act proceedings0
The City Manager also reported that present plans are to use gas tax funds
for improvement of Chestnut Avenue between Monroe Street and Highland Drive,
possibly even from Pio Pico Drive to Wssthaven Drive; with cost of side-
walks to be borne by the property owners•
TRAFFIC PROBLEMS*
The following existing traffic situations were discussed:
1« Chestnut Avenue•» It was suggested that Chestnut and other east/west
streets be marked with white center lines between Pio Pico and Highlanda
2o Carlsbad Soul.eyard.. at State Street o It was unanimously felt that the
Traffic Safety Committee should make a survey of the hazard existing on
Carlsbad Boulevard where southbound 2-1 ane traffic is merged into one lane
just north of the junction with State Street for a left turn onto State,,
to ascertain if any improvement could be made without a large outlay of moneyaThe City Manager reminded the Commission that the traffic pattern at that
junction had been engineered by the State Highway Department at the City's
reau«st several vears
3e STOP signs at Highland Drive« After some discussion, the Commission
unanimously agreed that the Traffic Safety Committee be asked to study and
recommend to the City Council that stop signs on heavily travelled streets
intersecting Highland Drive - namely, Basswood, Chestnut and .Magnolia - be
eliminated* and the Highland Drive traffic, north- and south-bound, stopped
at those intersections* It was brought out that at the time the County
installed the stop signs on streets intersecting Highland, the traffic
pattern was very much different than now, with the High School and exten-
sive development of Bast Carlsbado
The Chairman announced that the next regular meeting of the Commission
will be held on October 15th, at 7jOO P, Mo
