CALL TO ORDER:
The meeting was called to order by Chairman Cochran at 3:OO p.m.
ROLL CALL:
Present: Commissioners Cochran. Hoskin and Mitchell.
Absent: Commissioners Gast and Ritchie.

APPROVAL OF MINUTES:
Minutes of the meeting held January 2, 1986, were approved
as presented.

The following staff introductions were made:

APPROVAL OF AGENDA:
Sue Spickard added an item under Old Business: Site Committee Report.
Chairman Cochran added an item under Additional Business:
Dr. Harmon of the Senior Citizens Association was present
.at the meeting and would give a brief talk.
The Agenda was approved as amended.
OLD BUSINESS:
Site Committee Report
Commissioner Hoskin reported on the meeting held yesterday.
A scope of work was presented, reviewed and suggestions
made regarding the feasibility study ror the Harding Street
Center. The Committee is awaiting a report of the Architec

scope of work presented to the Site Committee yesterday
would be used in signing a contract with the Architect who
will do the feasibility study on the Harding Street site.
On January 7, 1986, the proposal for the new senior center
on the Harding Street site went to City Council. Mrs.

Additional studies need to address the displacement of
Parks & Recreation staff members and their programs, as
well as the Senior programs, during the time of constructic

the Site Committee in approximately six weeks.
NEW BUSINESS:
A. Presentation by Geoff Armour of the Library
Chairman Cochran introduced Geoff Armour. Assistant Library
Director. Mr. Armour has been working on Senior Programs
for the Library, including those being conducted now and
proposed programs.
Geoff Armour referred to the package of programs developed
at the Library in conjunction with the Senior Citizens
Program and referred to the copies of material he distribu-
ted to Commissioners. Mr. Armour referred to the question-
naire sent to Senior listing services now provided and new
programs listed. The results of this Needs Assessment
Survey were listed on the next page, with legal problems .. and health problems being the most frhuently listed. A
list of programs scheduled for 1986 was included, showing
programs at the Main Library, La Costa Branch, Harding
Center and Carlsbad-by-the-Sea.
Mr. Armour stated the genealogy services of this Library ar
the best south of Los Angeles. He referred to the
Genealogy Service sheet and said all copies of this had
been picked up by seniors, but none had been returned as
yet. These sheets were distributed to shutins, through
mobile meals and were to be returned to the provider of the
service. They will be funneled to the Coordinator at the
Genealogical Society.

through the Friends of the Library.

The last item in the packet was a letter from the Library
listing the programs the Seniors could volunteer to help
with, and the type of assistance needed.
Mr. Armour stated some programs are provided by Parks &
Recreation and some by the Senior Citizens Association. Hc said they had tried to avoid overlapping the programs, and the Library does deal mainly with outreach work, with the
Library going to the Seniors.
Liaison to Senior Citizens Association
At this paint, Commissioner Hoskin stated he must curtail
some of his activities, and requested he be relieved as
Liaison to the Senior Citizens Association. Chairman
Cochran asked this to be tabled until the next meeting, anc stated he would substitute for Commissioner Hoskin until
that time.

SENIOR CITIZEN COORDINATOR'S REPORT:
Sue Spickard reported Commissioner Hoskin had invited her
to speak to the people at Lakeshore Gardens early in
January. She felt their response was good and they seemed
eager to hear about the new programs and to participate.
Mrs. Spickard stated she had met with the Director of
Finance at the request of Chairman Cochran. By Ordinance,
the Commission can accept donations, and the details of
how this can be accomplished will be worked out by the
Finance Director.
The employment fair will be held March 12. 1986, at 9:00 a.m.. in the Auditorium.
Mrs. Spickard listed the potential programs, including chin
painting and knitting instructions.
The Friendly Visitation Program does involve more than just visitation, according to Mrs. Spickard. In working with
the Mental Health people, Mrs. Spickard said she found the
volunteers will need to be trained to know what to expect.
Mrs. Spickard, said the tax assistance. program started

and she is working on an all-day trip to Camp Pendleton.
Mrs. Spickard said Kathy Wilkinson is the newest addition
to staff, with a part-time person being hired to set up the
tables and chairs for the luncheon nromam. She will be interviewing for a Special Events Coordinator, to plan more
trips. She asked the Commissioners to help her in setting
up guidelines for presentations to the Seniors. Many peopl
make requests to make a presentation to senior groups, and
Mrs. Spickard would like direction from the Commission on
how to protect the Seniors while, at the same time, allow
programs that will be informative.
Chairman Cochran suggested the Commissioners make notes on
this and put the item on the Agenda for next month.
Commissioner Mitchell requested Mrs. Spickard write up
something on this for the Commissioners to consider.
The skin cancer screening will be on February 20,
Mrs. Spickard announced the next meeting of the Senior
Citizen Commission would be held at Council Chambers.
Commissioner Hoskin stated a meeting was being considered at Lakeshore Gardens to discuss the problem of one spouse
becoming ill and all resources of the couple being exhauste
before Medi-Cal can be obtained. The public would be invit to attend this meeting.
ADDITIONAL BUSINESS:
A. Address by Dr. Harmon
Chairman Cochran introduced Dr. Howard Harmon, Chairman of
the Senior Citizens Association Board of Directors.
Dr. Harmon reported there is one major issue before the Association, and that is the employment of a new Manager.
He stated they are advertising for a Manager, and if anyone
knows of any qualified applicants, please let them know.

Dr. Harmon stated he would like to get Mrs. Spickard's items
into their newsletter.
